As a rule of thumb, the national average for two people sharing one room is ¥15,853 a night at a business hotel, ¥34,850 at a ryokan and ¥104,946 at a deluxe hotel (all per room, tax included, OTA listed prices, stays in November 2026). The biggest driver of what you pay is not where you stay but what type of accommodation you choose: even on the same national average, the gap between types is about 6.6x. This article lines up listed prices by accommodation type and by all 47 prefectures on one basis (two guests per room, per room, tax included), and covers what you need to build a travel budget: a per-person guide figure, the weekday-vs-Saturday gap, how breakfast and lodging tax are handled, and how to think about staying alone.
- — National averages by accommodation type (per room for two, tax included, November 2026): business hotel ¥15,853 (N=7,405 properties), city hotel ¥28,718, ryokan ¥34,850 (N=6,179), resort hotel ¥47,715, deluxe hotel ¥104,946
- — The per-person figure is a rough guide that simply halves the room rate: about ¥7,900 for a business hotel and about ¥17,400 for a ryokan. Single-occupancy rates are priced separately, so they do not come out to the same amount
- — By prefecture, Kyoto is the highest at ¥54,043, followed by Tokyo ¥38,734, Fukuoka ¥32,168, Hokkaido ¥31,435, Okinawa ¥28,693 and Osaka ¥24,267. The gap to the lowest, Miyazaki at ¥19,820, is about 2.7x
- — By month, all five main types were lowest in June 2026, with business hotels at ¥14,686. Ryokan and resort hotels peak in August; business and city hotels peak in October
- — Not included in listed prices: lodging tax, onsen bathing tax, parking and extra meals. In municipalities with a lodging tax, such as Kyoto City and Tokyo, a few hundred yen or more per person per night is charged on top
Accommodation Type Sets the Price: Business Hotel ¥16k, Ryokan ¥35k, Deluxe ¥105k per Room for Two
First, the basis. Every price in this article is the OTA listed price for two guests sharing one room, per room, tax included: the HotelBank Editorial Team averaged listed prices for stays in November 2026 by accommodation type. Charges that municipalities collect separately from the room rate, such as lodging tax and onsen bathing tax, are not included. The per-person column is a rough guide that simply divides the room rate by two; note that it is not the rate for one person using a room alone.
By type, the lower end of the national average has business hotels at ¥15,853 (N=7,405 properties), capsule hotels at ¥19,386 (N=100) and guesthouses at ¥21,842 (N=1,995); the middle has city hotels at ¥28,718 (N=1,248) and ryokan at ¥34,850 (N=6,179); and the top has resort hotels at ¥47,715 (N=1,683) and deluxe hotels at ¥104,946 (N=212). Ryokan cost about 2.2x a business hotel, and deluxe hotels about 6.6x. The difference between types moves your accommodation bill far more than the difference between prefectures (up to about 2.7x, see below).

| Accommodation type | Per room (2 guests, tax incl.) | Per-person guide (÷2) | Properties |
|---|---|---|---|
| Business hotel | ¥15,853 | approx. ¥7,900 | 7,405 |
| Capsule hotel | ¥19,386 | approx. ¥9,700 | 100 |
| Minshuku (guesthouse inn) | ¥21,579 | approx. ¥10,800 | 1,256 |
| Guesthouse | ¥21,842 | approx. ¥10,900 | 1,995 |
| Hostel | ¥23,634 | approx. ¥11,800 | 1,856 |
| Pension | ¥25,666 | approx. ¥12,800 | 1,227 |
| City hotel | ¥28,718 | approx. ¥14,400 | 1,248 |
| Ryokan | ¥34,850 | approx. ¥17,400 | 6,179 |
| Vacation rental | ¥47,067 | approx. ¥23,500 | 5,227 |
| Resort hotel | ¥47,715 | approx. ¥23,900 | 1,683 |
| Glamping | ¥51,596 | approx. ¥25,800 | 361 |
| Deluxe hotel | ¥104,946 | approx. ¥52,500 | 212 |
Two caveats when reading the table. First, capsule hotels, guesthouses and hostels mostly sell by the person, so here they appear as the equivalent of a two-person total; the per-person guide (about ¥9,700 for a capsule hotel, about ¥10,900 for a guesthouse) is closer to what you will actually pay. For actual single-person capsule hotel rates, Capsule Hotel Prices in Japan: ¥3,500–9,000 Weekdays, ¥10k+ Saturdays summarizes measurements at 24 properties. Second, most ryokan plans include dinner and breakfast, so the same amount buys something different from a room-only hotel stay. Whether ¥34,850 for a ryokan is expensive or reasonable for two meals included is best judged by adding the cost of eating two meals out to a hotel stay and comparing.
By Prefecture: Kyoto Highest at ¥54,043, Tokyo ¥38,734, About 2.7x Down to Miyazaki at ¥19,820
On the same basis (per room for two, tax included, November 2026 stays), the highest of the 47 prefectures is Kyoto at ¥54,043 (N=1,851 properties), followed by Shiga ¥39,597, Nara ¥39,569, Tokyo ¥38,734 and Kanagawa ¥37,963. Among the major destinations, Fukuoka (¥32,168), Hokkaido (¥31,435) and Okinawa (¥28,693) sit in the middle of the national ranking, Osaka (¥24,267) ranks 44th of 47, and Miyazaki (¥19,820) is the lowest. Kyoto is about 2.7x Miyazaki and about 2.2x Osaka.
Prefectural averages are driven both by how popular the location is and by the mix of accommodation types. In Osaka, business hotels account for 522 of the 1,142 properties covered, nearly half, and even type-for-type Osaka is cheaper than Tokyo (November 2026, per room for two: business hotels ¥14,895 vs ¥20,846 in Tokyo; city hotels ¥26,144 vs ¥55,454 in Tokyo), so its wide choice of city accommodation makes it easier to keep a budget down. Kyoto runs well above the national average even by type, with ryokan at ¥62,128 (N=169) and city hotels at ¥49,912 (N=65), while Miyazaki is below the national average for every type, with business hotels at ¥12,700 (N=83) and ryokan at ¥24,651 (N=42). When budgeting, look at the prefecture average first and then check it against the national average for the type you plan to stay in (Table 1) to get a good sense of where you will land. Japan Hotel Rates per Night: Business ¥16k, City ¥29k, Ryokan ¥34k, which breaks five major prefectures down by type, is also useful for reading prefecture and type together.

How to Budget: Weekday vs Saturday, Breakfast, Lodging Tax, and One Guest or Two
Starting from the averages in Tables 1 and 2, what you actually pay moves up or down with the following four factors.
1. Expect Saturdays to Cost 1.5–1.7x Weekdays
The national averages combine all days of the week, but the same property usually charges more for a Saturday night than a weekday. For example, at hotels in central Tokyo’s four wards (Chiyoda, Chuo, Minato and Shinjuku), stays from April to October 2026 showed a median of ¥30,000 for Saturday nights against ¥17,500 for Sundays and ¥18,000 for Mondays, a gap of about ¥12,000 (Tokyo hotel rates by month and day of week in the four central wards (2026), HotelPicks, in Japanese). At onsen-town ryokan, too, Saturday nights often run about 1.5x weekdays, so if you plan to stay on a Saturday, it is safe to set your ceiling at the table average multiplied by 1.5–1.7x. Conversely, if you can shift to Sunday through Thursday, you are likely to stay below the average.
2. Check First Whether Breakfast and Dinner Are Included
The listed prices in the tables do not distinguish meal conditions. Hotels typically use room-only plans as the base, and adding breakfast usually costs a few thousand yen more per person. Ryokan are typically half-board (dinner and breakfast), so choosing a room-only or breakfast-only plan brings the price below the table average. When comparing hotel and ryokan budgets, converting to a per-day cost including meals makes the gap between types smaller than Table 1 suggests. How much room-only and breakfast-included listed prices differ by prefecture is covered in Japan Business Hotel Room-Only Rates: ¥12,915, Breakfast Adds ¥770.
3. Lodging Tax and Onsen Bathing Tax Sit Outside the Listed Price
In municipalities with a lodging tax, you pay a per-person, per-night tax at the front desk on top of the listed price. Kyoto City uses a tiered system based on the room rate, ranging from ¥200 per person per night up to ¥10,000. Tokyo charges ¥100 per person per night for rates from ¥10,000 to under ¥15,000 and ¥200 for ¥15,000 or more (rates under ¥10,000 are exempt), and switches to a flat 3% from April 2027. All municipalities with the tax, including Osaka, are listed in Japan Lodging Tax 2026: All 62 Municipalities. Onsen towns add an onsen bathing tax (¥150 per person per night as standard), and some onsen towns charge both taxes. For two people staying two nights, the taxes alone can come to several hundred to several thousand yen, so budgeting the listed price plus a few hundred yen per person per night avoids surprises.
4. Staying Alone? Do Not Use the ÷2 Figure
The per-person figures in this article assume two people sharing a room. When one person uses a room alone, the room rate is often set lower than for two, but per person it is normally higher than the two-guest rate ÷ 2. Business hotel rates for two in one room (double or twin), single occupancy and how to choose a room type are covered separately in Business Hotel Double or Twin for Two in Japan: ¥16,067 a Night (2026). For a solo trip, the safe approach is to budget the room rate for your chosen type (Table 1) as roughly the same even for one person, then lower it based on actual single-room or one-guest plan rates.
How Much Prices Move by Month: All Five Main Types Are Lowest in June
Tracking the national average by type month by month, between May and November 2026 all five types were lowest in June: business hotels ¥14,686, city hotels ¥24,317, ryokan ¥31,911, resort hotels ¥43,845 and deluxe hotels ¥84,459. Peak months differ by type: business hotels (¥16,067) and city hotels (¥29,118) peak in October, ryokan (¥35,109) and resort hotels (¥51,196) in August, and deluxe hotels in November (¥104,946). Urban hotels peak with autumn business and sightseeing demand, while ryokan and resorts peak during the summer holidays.
| Stay month | Business hotel | City hotel | Ryokan | Resort hotel | Deluxe hotel |
|---|---|---|---|---|---|
| May 2026 | ¥15,377 | ¥25,983 | ¥32,584 | ¥46,674 | ¥93,078 |
| June 2026 | ¥14,686 | ¥24,317 | ¥31,911 | ¥43,845 | ¥84,459 |
| July 2026 | ¥14,860 | ¥24,662 | ¥32,481 | ¥46,017 | ¥86,567 |
| August 2026 | ¥15,875 | ¥26,975 | ¥35,109 | ¥51,196 | ¥93,621 |
| September 2026 | ¥15,540 | ¥26,370 | ¥33,226 | ¥45,877 | ¥93,294 |
| October 2026 | ¥16,067 | ¥29,118 | ¥33,839 | ¥47,500 | ¥104,024 |
| November 2026* | ¥15,853 | ¥28,718 | ¥34,850 | ¥47,715 | ¥104,946 |
| December 2026* | ¥15,507 | ¥27,455 | ¥36,849 | ¥50,981 | ¥100,720 |
| January 2027* | ¥15,427 | ¥26,328 | ¥39,218 | ¥51,664 | ¥94,689 |
| February 2027* | ¥16,059 | ¥26,289 | ¥39,475 | ¥51,018 | ¥93,727 |
| March 2027* | ¥16,368 | ¥28,796 | ¥42,937 | ¥57,026 | ¥98,921 |
Values from December 2026 onward cover fewer properties because many have not yet opened sales (ryokan: 6,179 properties in November vs 3,769 for March 2027), and they tend to skew high because they reflect the mix of properties already selling. For winter and spring budgets, rather than using a month’s value as-is, it is more realistic to read it as a band with June as the floor and the New Year and holiday periods as the ceiling.
Where to Look Next
For comparisons of specific properties, these articles go into more detail (both in Japanese).
Tokyo hotel rates by month and day of week in the four central wards (2026) (HotelPicks)
Aggregates 533–553 properties in Chiyoda, Chuo, Minato and Shinjuku by month, day of week and booking timing, covering the monthly gap between August (¥17,800) and October (¥31,400), the day-of-week gap between Saturday (¥30,000) and Sunday nights (¥17,500), and the 3% lodging tax from April 2027 in one place. It also introduces four properties, one from each ward, using review data.
When are Ito Onsen ryokan cheapest? A monthly rate calendar (2026) (yadolist)
Builds a monthly calendar from the listed prices of 62 ryokan in Ito City, showing the gap between the cheapest month, June (¥30,500), and August (¥42,600), and the day-of-week gap between Thursday (¥31,500) and Saturday nights (¥46,200). It compares four inns by price band and dining style: Yamagishien, seven minutes on foot from the station with rooms that have private open-air baths; Daitokan, where you can stay with breakfast only; and Aoyama Yamato and Yokikan, which have private dining rooms.
Frequently Asked Questions
Q. How much does accommodation cost for a solo traveler?
The per-person figures in this article (about ¥7,900 for a business hotel, about ¥17,400 for a ryokan, and so on) are the room rate for two ÷ 2, so they cannot be used as-is for one person in a room. When one person uses a room alone, the room rate drops compared with two guests, but per person it is generally higher than the ÷2 figure. For a solo trip, the safe approach is to set the room rate for your chosen type as the ceiling (¥15,853 national average for a business hotel) and lower it based on actual single-room or one-guest plan rates. How to think about business hotel room types is covered in this article.
Q. Which month is cheapest for accommodation?
Across the national averages for May to November 2026, all five types (business hotels, city hotels, ryokan, resort hotels and deluxe hotels) were lowest in June, with business hotels at ¥14,686 and ryokan at ¥31,911. Peak months differ by type: hotels peak in October, ryokan and resorts in August. By day of week, Saturday nights cost more than weekdays, so Sunday-to-Thursday stays in June are the easiest way to keep a budget down.
Q. What is not included in the accommodation price?
Listed prices do not include lodging tax (a few hundred yen or more per person per night in municipalities that levy it, such as Kyoto City, Tokyo and Osaka), onsen bathing tax (¥150 per person per night as standard in onsen towns), parking, breakfast or dinner not included in the plan, or in-house charges such as minibar drinks and room service. Lodging tax and onsen bathing tax are often paid separately on site, which can add several hundred to several thousand yen for two people over two nights. Check the price breakdown on the booking screen to see whether taxes are included in the amount shown.
Methodology and Sources
■ Data Sources
HotelBank Editorial Team research (monthly aggregation of OTA public data, retrieved October 24, 2026). Covers listed prices of accommodation facilities (two guests per room, per room, tax included). By accommodation type (Table 1, Figure 1): nationwide, November 2026 stays, N=100–7,405 properties; by prefecture (Table 2, Figure 2): N=208–2,136; by type for Osaka, Tokyo, Kyoto and Miyazaki: N=42–946; by month (Table 3): May 2026 to March 2027, N=183–8,083. The day-of-week medians for central Tokyo’s four wards are from HotelPicks, “Tokyo hotel rates by month and day of week in the four central wards (2026)” (as of October 22, 2026); lodging tax and onsen bathing tax amounts are from the linked articles and each municipality’s published information.
■ Calculation Assumptions
National and prefectural values are averages of daily listed prices aggregated by accommodation type or prefecture. The per-person guide is the per-room amount simply divided by two and is not a single-occupancy rate. Multiples between types and prefectures, and monthly differences, are simple ratios and differences between table values. The 1.5–1.7x weekday-to-Saturday multiple is a guide figure based on the day-of-week medians for central Tokyo hotels and onsen-town ryokan cited in the text.
■ Limitations
Listed prices are averages of the selling prices observed in each month and do not represent amounts actually paid or the rates of individual properties. They are not broken down by meal condition or room type, so ryokan half-board plans and hotel room-only plans sit in the same column. Capsule hotels, guesthouses and hostels mostly sell by the person, so their two-guest-per-room values should be read as the equivalent of a two-person total. November 2026 onward reflects advance sales, and months with fewer properties are more affected by the mix of properties currently selling. Prefectural values include suburbs and regional cities, so they come out lower than what you may expect in city centers.
