Arao Racecourse Site: LiveMax Onsen Hotel for 2028, 305 Rooms in 1km

Posted: 2026.11.02

Investment & Development

Arao City (Kumamoto Prefecture) has been running a public tender for a bathhouse and lodging facility on the former Arao Racecourse site, now branded “Arao Kaiyo Smart Town” (あらお海陽スマートタウン). On September 30, 2025, LiveMax (リブ・マックス, Tokyo), which operates business hotels nationwide, was selected as the top-ranked bidder, and on December 19 of the same year it signed a siting agreement with the city. According to the Kumamoto Nichinichi Shimbun, an 11-story main building will stand on the west side of the site, a glamping facility is also planned, and opening is expected around spring 2028. The roadside station “Wellness Arao” (道の駅「ウェルネスあらお」) and a health, welfare and childcare support facility already opened on the site in June 2026, making the lodging facility the final piece of this public-land redevelopment. This article reviews the room stock within 1 km and 3 km of the site, the estimated settled ADR of Arao City and neighboring Tamana City and Omuta City, and site conditions such as officially assessed land prices, liquefaction risk and catchment population. Since the room count has not been disclosed, we estimate the required ADR under three cases: 100, 150 and 200 rooms.

About the Data in This Article
• ADR (average daily rate) = an estimated settled rate (tax-exclusive equivalent), calculated by applying segment-specific correction factors to the lowest plan price each property publishes on OTAs (per-room rate for two guests, tax included). Cross-checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled rates and accounting figures.
• Area-level ADR (prefecture / municipality) is the median of the estimated settled rates of the properties covered (the level of a typical property in the area).
• Where listed prices are mentioned, they are per-room rates for two guests (tax included).
• OCC (occupancy) = rooms sold as a share of total rooms in the area (an estimate based on OTA sales inventory).
• Source: MetroEngines Research (continuously tracking OTA public prices for about 168,000 properties in Japan, of which about 27,000 are confirmed active)
Key Takeaways
  • — 2 properties, 305 rooms within 1 km: Only two properties with 305 rooms lie within a 1 km radius of the site; even within 3 km there are just 4 active properties with 370 rooms, all of them business hotels (as of October 28, 2026).
  • — Arao City ADR ¥8,486: Estimated settled ADR rose +32.2% YoY in September 2026 (N=5). Tamana City, dominated by onsen ryokan, stands at ¥22,437 (N=12), about 2.6 times higher.
  • — A gap at ¥10,000–¥20,000: Arao City has no mid-priced lodging with onsen baths, so this project would be the first entrant between the business-hotel tier and the onsen-ryokan tier.
  • — Required ADR ¥18,200: Base case of 150 rooms, 7% yield, 35% GOP margin and 70% occupancy. It falls to ¥16,000 at a 40% GOP margin, and to ¥17,100 with 200 rooms.
  • — Room count not disclosed: Opening is expected around spring 2028 (early 2028 in the September report). Liquefaction-prone ground and a storm-surge inundation forecast are upside risks to construction cost.

Executive Summary — 2 Properties and 305 Rooms Within 1 km, No Mid-Priced Onsen Hotel

The bottom line first: the investment opportunity here comes down to one thing — being the first onsen hotel in a thinly supplied market. Within a 1 km radius of the former Arao Racecourse site there are two lodging properties with 10 or more rooms, totaling 305 rooms. Widening the radius to 3 km adds only a little: 5 listed properties with 381 rooms (4 active with 370 rooms), and every active property is a business hotel (MetroEngines Research tally, as of October 28, 2026). Meanwhile, neighboring Tamana City, where onsen ryokan dominate, posted an estimated settled ADR of ¥22,400 (N=12) in September 2026 — 2.6 times Arao City’s ¥8,500 (N=5). The onsen-equipped mid-price band of ¥10,000–¥20,000 that lies between the two cities is the gap a hotel on the site can target.

However, given current construction costs, the required ADR for 150 rooms is ¥18,200 (assuming a 7% yield, 35% GOP margin and 70% occupancy), more than double Arao City’s current business-hotel tier. The deciding variables are the drawing power of a catchment where a roadside station, park and large discount store opened first, and how much of the added value of onsen baths and glamping can be priced into the room rate.

Project Facts — From Operator Selection in September 2025 to the December Siting Agreement

We start with the facts that can be confirmed from news reports. According to the Kumamoto Nichinichi Shimbun (September 30, 2025), Arao City selected LiveMax (Tokyo), a business-hotel operator, as the top-ranked bidder in a proposal-based tender for the bathhouse and lodging facility planned on the former racecourse site. It is the company’s first entry into Kumamoto Prefecture; a contract was to be signed within the year after approval by the city council, and the headline reported a planned “opening in early 2028.” A follow-up report on December 19, 2025 stated that the company had signed a siting agreement with Arao City, that an 11-story main building with guest rooms would stand on the west side of the site, that a glamping facility was also planned, and that opening was expected “around spring 2028.” Because the September report says “early 2028” and the December report says “around spring 2028,” this article uses the later siting-agreement wording of “around spring 2028” as its reference while noting both.

Neither the room count nor the project cost appears in any report. This article does not estimate the room count and treats it as “undisclosed,” modeling development scenarios for 100, 150 and 200 rooms. Once an official announcement or press release confirms the room count, readers can simply apply the matching case.

The context of the site as a whole is also worth noting. Arao Racecourse ended racing at its home track on December 23, 2011, and the city began redeveloping the site in 2016. In July 2023, a group of five companies from inside and outside the prefecture led by Daiichi Building Service (第一ビルサービス, Hiroshima) was tentatively selected to develop the core wellness facility, and the basic design was published in June 2024. Then, on Friday, June 5, 2026, Arao City’s first roadside station, “Wellness Arao,” opened. With a site of about 53,294 m², 350 parking spaces and 79 toilets, it is described as the first roadside station in Kyushu to include a dedicated car-camping zone from the outset. Alongside it, the health, welfare and childcare support facility “Mirairo” (みらいろ), Kaiyo Park (opened June 2) and a 24-hour large discount store have opened. In November 2025, a new town name, “Kaiyo-machi” (海陽町), was created for the site. The lodging facility is thus the last element to enter a piece of public land where the visitor attractions are already in place.

Market Trends — Arao City ADR +32.2%, Tamana City Holds 2.6 Times the Level

Next, the pricing backdrop. According to MetroEngines Research’s estimated settled ADR, Arao City reached ¥8,500 (N=5) in September 2026, up a sharp +32.2% from ¥6,400 a year earlier. August was also ¥8,300 (+16.0% YoY), so the level stepped up from summer into autumn. Note, however, that with only N=5 the sample is small, and a price change at a single property can easily move the city-wide median. Since June 2026 the number of listed properties in Arao City has grown from 7 to 13, mainly vacation rentals, but the estimated settled ADR covers only property types whose correction factors have been validated, so the N=5 series remains continuous.

Compared with the surroundings, Arao City’s level is almost identical to the median for business hotels in Kumamoto Prefecture, ¥8,200 (September 2026, N=122), and below the prefecture-wide ¥11,000 (N=404). Omuta City (Fukuoka Prefecture), which borders Arao to the north, is at ¥6,000 (N=12), still a lower band than Arao City even after the opening of a 328-room Route-Inn (supply absorption and the ADR breakdown for Omuta are analyzed in Omuta’s 328-Room Route-Inn: Rooms 455→841 Within 3 km of the Station). In contrast, Tamana City to the east, dominated by onsen ryokan, stands at ¥22,400 (N=12, +23.2% YoY), 2.6 times Arao City. No onsen-equipped lodging is found in the ¥10,000–¥20,000 range between Arao City’s business tier and Tamana City’s onsen-ryokan tier. This is the positioning gap for the project.

We also check the macro demand indicators. In the Japan Tourism Agency’s Overnight Travel Statistics Survey for full-year 2025 (final figures), Kumamoto Prefecture’s room occupancy was 58.9% overall (16th nationwide), 73.8% for business hotels (17th), 77.2% for city hotels (5th), 52.9% for resort hotels and 41.9% for ryokan. Total guest nights in the prefecture were 8.438 million, up +4.4% YoY, of which foreign guests accounted for 1.762 million, up +19.7%, with inbound demand driving growth. Fukuoka Prefecture’s business hotels ran at 77.8% (5th), so the northern side of the Ariake Sea coast sits in a higher occupancy band. Our model uses 70% occupancy as the base case, a slightly more conservative level than the 73.8% of Kumamoto’s business hotels.

Site Analysis — Neighborhood Commercial Zone, Liquefaction-Prone Ground, Flat Land Prices

Site conditions were checked against data in the MLIT Real Estate Information Library (不動産情報ライブラリ). The center of the site (Miyauchi Ideme, Arao City) lies in a neighborhood commercial zone within the city planning area (floor area ratio 200%, building coverage ratio 80%). There are no regulatory constraints on siting a hotel, and the planned 11-story main building is consistent with the floor area ratio if a tall building with a small footprint is placed on a large plot. Because zoning may be under review alongside the Minami-Shinchi land readjustment project, the current designation should be confirmed on Arao City’s city planning map.

Sediment disaster warning zoneNone

On ground conditions, the liquefaction tendency based on landform classification is “prone to liquefaction” at the center of the site, and “highly prone to liquefaction” zones are also distributed nearby. This is a natural result given the reclaimed, low-lying terrain of the Ariake Sea coast, and for an 11-story main building, the cost of pile foundations and ground improvement must be built into the construction budget. The flood inundation forecast (maximum scale) has no mapped zone in the tiles covering the site, and no sediment disaster warning zone applies. As for storm surge and tsunami, Kumamoto Prefecture published storm-surge inundation forecast maps for its entire coastline, including the Ariake Sea coast, in FY2021, and designated the zones under the Flood Control Act on March 27, 2026 (assuming a Muroto Typhoon-class storm with a central pressure of 900 hPa). The storm-surge and tsunami inundation data in the Real Estate Information Library contained no zone polygons for the tiles around the site, but we recommend checking the latest inundation depth and duration against the prefecture’s municipal map for Arao City. For lodging facilities on the Ariake Sea coast, evacuation routes and vertical evacuation to upper floors become design requirements.

Land prices are stable. The nearest official land price benchmark site, “Arao-4” (residential, 2,200 m from Arao Station), about 1.3 km southeast of the site, held flat at ¥23,800/m² from 2020 through 2024 and edged up to ¥23,900 (+0.4%) in 2025. The city’s commercial benchmark sites also rose only slightly, to ¥40,100 (+0.3%) and ¥50,000 (+0.4%). The standout +7.0% at the industrial site “Arao 9-1” likely reflects logistics demand around the Ariake Sea Coastal Road. With land prices this stable, land cost is unlikely to drive returns in a public-land project like this one, so the discussion can focus on whether the building investment can be recovered.

Competitive Landscape — 4 Active Properties, 370 Rooms Within 3 km; 90 Rooms Added Since 2024

We now check the room stock around the site property by property. Within a 1 km radius are two properties with 305 rooms: HOTEL AZ Kumamoto Arao (HOTEL AZ 熊本荒尾店, 255 rooms, opened 2008) and Business Inn Komeya Arao Kaiyo Smart Town (50 rooms), which opened on the north side of the Smart Town in 2026. Widening to 3 km adds HOTEL R9 The Yard Arao (HOTEL R9 The Yard 荒尾, 40 rooms, opened 2024) and Business Hotel Isuzuso (ビジネスホテル五十鈴荘, 25 rooms), for 5 listed properties with 381 rooms and 4 active properties with 370 rooms. All 4 active properties are business hotels, and apart from the single 255-room property, all have 50 rooms or fewer. No property within 3 km offers onsen baths; only when the radius is widened to 5 km do Hotel Verde (ホテルヴェルデ, 104 rooms, onsen with large public bath) next to Greenland and Hotel Blanca (ホテルブランカ, 29 rooms, onsen) come into range.

Over time, rooms within 3 km held steady at 3 properties and 291 rooms from 2017 to 2023; HOTEL R9 added 40 rooms in 2024 and Komeya added 50 in 2026, bringing the total to 381 rooms (+30.9%). Within 5 km, including properties on the Omuta side, stock grew from 9 properties with 494 rooms in 2017 to 14 properties with 656 rooms in 2026 (+32.8%). Into a market that saw no new supply for nearly a decade, two small business hotels have arrived in the past three years, and this onsen-equipped project now comes on top. Assuming a 150-room main building, the supply impact would be +40.5% against the 370 active rooms within 3 km and +49.2% against the 305 rooms within 1 km — a single building large enough to reshape the market’s room mix.

On pricing, the estimated settled ADR of each business hotel within 3 km falls in the ¥5,900–¥8,500 band as of September 2026. By contrast, Hotel Verde, which has onsen baths, posted ¥12,400 that month and ¥18,400 in August, sustaining 1.5 to 2 times the business-hotel level thanks to its onsen and its location next to an amusement park. When a new hotel on the site combines onsen baths with the visitor draw of the roadside station and park, this onsen-resort band is the price range it should benchmark against.

Catchment Area — 28,000 Residents Within 3 km, Employment Concentrated Around the Roadside Station

We verify the catchment’s demand sources with public statistics. According to MLIT’s National Land Numerical Information 250 m mesh future population estimates, the resident population within 3 km of the site is estimated at 27,906 in 2025, and is projected to decline from 29,751 in 2020 to 23,652 by 2040 (-20.5% vs. 2020). The share of residents aged 65 and over is high, at 35.7%. Within 1.5 km, the population is 8,738 (7,594 in 2040, -18.0%), with an elderly share of 33.5%. Note that these are census-based resident populations and do not include visitors to the roadside station or park. Local resident-driven demand (weddings and funerals, homecoming visits, stays by relatives) is shrinking, so lodging demand depends on visitors from outside the area.

On the employment side, the Economic Census by the Ministry of Internal Affairs and Communications and METI counts 1,417 establishments and 13,662 workers within 3 km, with a low office-type share of 3.9%. Within 1 km there are 166 establishments and 1,165 workers, but the office-type share rises to 15.3%, showing that business functions are relatively concentrated around the Smart Town. Even so, business-travel demand in the Omuta–Arao area is already served by existing small business hotels; what this project needs to capture is not business travelers but leisure and family demand from the Fukuoka metropolitan area, connected via the roadside station, Greenland and the Ariake Sea Coastal Road, plus stays motivated by the onsen.

Positioning — The ¥10,000–¥20,000 Onsen Mid-Price Band Is Empty

Organizing the above by price band and property type: within 3 km, 4 properties with 370 rooms are concentrated in the ¥6,000–¥8,500 business-hotel band, and the only onsen-equipped properties are 2 resorts with 133 rooms within 5 km. Tamana Onsen’s ryokan operate at an estimated settled ADR of around ¥22,400, but Arao City has no mid-priced lodging with onsen baths. This project — an 11-story onsen hotel with glamping, integrated with a roadside station, park and large discount store — would be the first entrant into the gap above the business tier and below the onsen-ryokan tier.

Crowded Business-hotel band

¥6,000–¥8,500 × 25–255 rooms
4 properties with 370 rooms within 3 km. Existing properties already serve business-trip and construction-related demand, leaving limited room to differentiate in the same band.

WS1 Onsen mid-price band

¥10,000–¥20,000 × 100–200 rooms
No such property in Arao City. The band that can capture leisure and family demand from the Fukuoka metro area through onsen baths and a location integrated with the roadside station and park. The project’s main battleground.

Reference Onsen-ryokan band (Tamana City)

¥20,000+ × 10–50 rooms
Tamana City’s estimated settled ADR is ¥22,400 (N=12). These are half-board prices at small ryokan, a different format from an 11-story hotel, but they serve as a reference point for the price ceiling of onsen demand.

Development Scenarios — Required ADR at 100, 150 and 200 Rooms

Because the room count is undisclosed, we model construction cost and required ADR for three cases: 100, 150 and 200 rooms. The construction unit cost is based on the all-structure average for “hotels or ryokan” in MLIT’s Building Construction Starts Statistics for calendar 2025, ¥2.178 million per tsubo (calculated from a floor area of 1,806,839 m² and planned construction cost of ¥1.1906 trillion), with structure-specific sensitivities of ¥2.030 million for RC and ¥2.410 million for steel frame. For gross floor area, we assume 1,200 m² of fixed space for the baths, lobby, restaurant and similar, plus 24 m² per room for guest-room space (12–15 m² room plus corridors, elevators and back-of-house), giving 36 m² per room at 100 rooms, 32 m² at 150 rooms and 30 m² at 200 rooms. The cost of the glamping facility and onsen drilling is excluded because their scale has not been disclosed.

Inflation during construction is shown in two stages. Stage 1 uses 2025 actuals; Stage 2 compounds Turner & Townsend’s construction cost forecast (+5.3% in 2026, +5.0% in 2027) through 2027, the midpoint of construction (×1.106). For the GOP margin, we adopt a conservative 35%, accounting for bath-operation labor and utility costs, given that the 38.9% GOP achieved across 91 operating properties disclosed by Invincible Investment Corporation (fiscal period ended December 2024) reflects stabilized existing assets. Since the land is public and the terms (sale or lease) have not been disclosed, the model targets a 7% yield on the building investment and treats ground rent as a separate sensitivity. The method for back-calculating per-room ground rent and required ADR from officially assessed land prices is laid out in Lease or Buy Hotel Land? 13 of 17 Japan Markets Clear a 30-Yr Lease.

That is more than double Arao City’s current estimated settled ADR of ¥8,500, 1.5 to 1.7 times Kumamoto Prefecture’s overall ¥11,000, and 70–80% of Tamana City’s onsen-ryokan band at ¥22,400. In other words, the project only works when priced as an “onsen leisure hotel on the Ariake Sea coast,” not as an “Arao City business hotel.” Economies of scale are clear: going from 100 to 200 rooms lowers construction cost per room by 16%, from ¥26.2 million to ¥21.9 million, and lowers the required ADR by ¥3,400. The 11-story plan can be read as a configuration designed to capture these economies of scale.

Sensitivity Analysis for the 150-Room Case — Required ADR by Target Yield × GOP Margin (70% OCC)
Target yield (on building investment)GOP 30%GOP 35%GOP 40%
6%¥18,200¥15,600¥13,700
7% (base case)¥21,300¥18,200¥16,000
8%¥24,300¥20,900¥18,200
Source: Estimates by MetroEngines Research & Consulting (150 rooms, construction cost ¥3.50B, 70% occupancy). This is a simplified estimate; actual investment decisions require a detailed feasibility study

The sensitivity analysis shows that raising the GOP margin to 40% lowers the required ADR at a 7% yield to ¥16,000, and setting the target yield at 6% lowers it to ¥15,600. If an operator with know-how in limited-service hotels can run the baths efficiently, the break-even line would fall into the ¥15,000s — a realistic price as the upper end of the onsen mid-price band. Seen from the other side, soaring construction costs also restrain new supply in the area, which works in favor of a project that can leverage visitor attractions already in place.

J-REIT Holdings — All 5 Properties in Kumamoto Prefecture Are in Kumamoto City, Leaving the North Empty

From an investor’s perspective, we also review J-REIT holdings in Kumamoto Prefecture. Of the 300 domestic properties in our ownership master, 5 properties with 850 rooms are in Kumamoto Prefecture, all located in Kumamoto City. There are no J-REIT-owned hotels in Arao City, Tamana City or, on the Fukuoka side, Omuta City. The Ariake Sea coast in the north of the prefecture is an area institutional capital has yet to enter; if this project reaches stabilized operations, it could become the first regional lodging asset to attract the attention of REITs or private funds as an exit route.

Investment Assessment — Conditions for Attracting a Hotel to Public Land

To sum up, the investment opportunity rests on three conditions. First, thin supply. In a market with almost no new supply for a decade, there are zero onsen-equipped properties within 3 km and just 4 business hotels with 370 rooms; a 150-room onsen hotel would reshape the market’s room mix on its own. Second, existing upfront investment. The city and private sector have already built the visitor attractions — a roadside station, park, health and welfare facility and large discount store — and the hotel rides on top of them. Third, a price gap. There is no onsen-equipped mid-price option between Arao City’s business tier at ¥8,500 and Tamana City’s onsen-ryokan tier at ¥22,400, and a required ADR of ¥16,000–¥18,000 sits inside this gap.

On the other hand, the variables to watch are equally clear. A required ADR more than double the city’s current level demands a distribution strategy that sells out at leisure prices from the first year. Liquefaction-prone ground and storm-surge and tsunami forecasts along the Ariake Sea coast push construction costs up through foundation and evacuation-plan expenses. The resident population within 3 km is expected to fall by 20% by 2040, so a design that relies on local demand will not work. And as reported traffic congestion around the roadside station right after it opened suggests, a weekend-heavy visitor pattern leaves the task of securing weekday occupancy.

For municipal PRE (public real estate) officers, this project is a working example of a model that stacks a roadside station, welfare facilities, a park, housing, retail and lodging in stages on a large piece of public land such as a former racecourse. For regional developers and regional banks, the method of back-calculating required ADR from the catchment’s room stock and neighboring cities’ estimated settled ADR can be applied directly when attracting a national chain through a public-land proposal. Shin-Hakodate-Hokuto: 125-Room Hotel on City Land by 2029, which attracted 125 rooms to city-owned land, is another useful example of the same method applied to public land in front of a station. The next step, ahead of the opening around spring 2028, is to re-run this article’s three cases once the room count and project cost are announced.

⚠ Note on ADR for future dates: In this article, estimated settled ADR for October 2026 onward is based on selling price levels published on OTAs and other channels at the time of the survey, and will change as check-in dates approach. Prices currently set high may come down through last-minute price adjustments. The development scenario figures are simplified estimates based on public statistics and industry benchmarks; actual investment decisions require a detailed feasibility study.

Frequently Asked Questions

Q. How many rooms will the hotel on the former Arao Racecourse site have?
The room count had not been disclosed as of October 2026. What the Kumamoto Nichinichi Shimbun reports confirm is the layout — an 11-story main building on the west side of the site, with a glamping facility also planned — and an expected opening around spring 2028 (early 2028 in the September report). This article models three cases: 100, 150 and 200 rooms.

Q. How many hotels are nearby?
There are 2 properties with 305 rooms within 1 km of the site and 5 listed properties with 381 rooms within 3 km (4 active with 370 rooms), and all active properties are business hotels (properties with 10+ rooms, as of October 28, 2026). Onsen-equipped properties are limited to 2 resort hotels with 133 rooms within 5 km.

Q. What is the hotel price level in Arao City?
MetroEngines Research’s estimated settled ADR was ¥8,500 (N=5) in September 2026, up +32.2% YoY. Neighboring Tamana City, dominated by onsen ryokan, was at ¥22,400 (N=12), and Omuta City at ¥6,000 (N=12).

References and Sources

■ Data Sources

Estimated settled ADR and room stock by radius are MetroEngines Research tallies (continuous tracking of OTA public prices, as of October 28, 2026). Room occupancy is from the Japan Tourism Agency’s Overnight Travel Statistics Survey, full-year 2025 (final); construction unit cost from MLIT’s Building Construction Starts Statistics, calendar 2025; zoning, ground conditions and land prices from the MLIT Real Estate Information Library; population and employment from National Land Numerical Information and the Economic Census; and project facts from Kumamoto Nichinichi Shimbun reports.

■ Model Assumptions

Because the room count is undisclosed, three cases (100, 150 and 200 rooms) were modeled. Gross floor area is 1,200 m² of fixed space plus 24 m² per room of guest-room space; construction unit cost is ¥2.178 million per tsubo (2025, all structures) with inflation through 2027 of ×1.106 applied. The base case assumes a 7% target yield (on building investment), 35% GOP margin and 70% occupancy (75% occupancy and a 6–8% yield × 30–40% GOP margin grid are shown as sensitivities).

■ Limitations

Estimated settled ADR is an estimate; Arao City’s sample is small at N=5, so a price change at one property can easily move the median. Months from October 2026 onward are based on listed price levels at the time of the survey. The model is a simplified estimate excluding glamping, onsen drilling, ground rent and interest, and the land sale/lease terms are also undisclosed. Actual investment decisions require a detailed feasibility study.
