Tabino Hotel (たびのホテル), the limited-service brand of Sun Frontier Fudousan (サンフロンティア不動産), is opening four hotels with a combined 736 rooms across Kyushu, the northern Kanto region, Tohoku and Tokai in 2026: Aso Kumamoto Airport (213 rooms) on April 17, Utsunomiya Yuinomori (201 rooms) on August 7, Aomori Rokkasho (210 rooms) on October 2, and lit Toyokawa (112 rooms) on November 15. None of them sits in the middle of a tourist destination. Each was placed where people come to work — a semiconductor cluster, an industrial park, an energy research hub, and a manufacturing town. This article treats the four sites as a single development model. We quantify the depth of demand through the number of workers and residents within a 3km radius, estimated settled ADR, growth in nearby room stock, and prefecture-level estimated OCC, and then model the development economics of placing a 200-room-class limited-service hotel in a business-demand location.
• ADR (average daily rate) = an estimated settled rate (tax-exclusive equivalent), calculated by applying segment-specific adjustment factors to the lowest plan price each property publishes on OTAs (per room, two guests, tax-inclusive). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual transaction prices and accounting figures.
• Area-level ADR (prefecture or municipality) is the median of the estimated settled rates of the properties covered (the level of a typical property in the area).
• Where listed prices are mentioned, they are per-room rates for two guests (tax-inclusive).
• OCC (occupancy) = the share of rooms sold against total rooms in the area (an estimate based on OTA sales inventory).

Key Takeaways
- Workers within a 3km radius of the four sites range from 8,708 (Rokkasho) to 33,526 (Toyokawa). The ratio of workers to residents is 2.4x in Rokkasho and 1.5x in Utsunomiya Yuinomori — the brand is choosing locations that people flow into during the day.
- Estimated settled ADR is ¥9,000 in Ozu Town (September 2026, +5.5% YoY, N=12) and ¥7,200 in Utsunomiya City (-4.6% YoY, N=51). The opening prices of all four Tabino Hotels are set above the area median.
- Room stock within a 3km radius has grown +88.0% around Aso Kumamoto Airport and +86.3% around Utsunomiya Yuinomori versus 2024. Despite the added supply, estimated business-hotel OCC remains high at 91.8% in Kumamoto and 91.4% in Aichi (September 2026, based on OTA-listed inventory).
- Modeling the Kumamoto prototype (213 rooms, 6,270㎡ gross floor area) at construction costs of ¥1.648–1.95 million per tsubo gives a total investment of approximately ¥3,365–3,938 million, and a GOP yield of 6.6–7.7% at ADR ¥9,300 × annual OCC 80%.
- By day of week, estimated business-hotel OCC in Tochigi is 81.0% Monday–Thursday versus 69.4% on Sunday, an 11.6pt gap (September 2026). Returns in business-demand locations depend on how the Sunday trough is filled with mid-to-long stays and weekend leisure.
Summary — What the Four Hotels and 736 Rooms Share: Business-Demand Sites × 200-Room Scale × Rooms You Can Live In
The bottom line: what the four hotels have in common is not tourist pull but locations chosen to capture overnight demand from people who come to work from outside commuting range. Aso Kumamoto Airport is about a 5-minute drive from the Semicon Techno Park semiconductor cluster; Utsunomiya Yuinomori is about 6 minutes by car from the Kiyohara Industrial Park; Aomori Rokkasho has Japan Nuclear Fuel Limited’s facilities and the International Fusion Energy Research Centre within a 10-minute drive; and lit Toyokawa occupies a mixed-use building in front of JR Toyokawa Station, serving both the Honohara Industrial Park and Toyokawa Inari shrine. According to the company’s releases, all four hotels offer a washing machine, microwave and two-door refrigerator in every room (in Toyokawa, washing machines are in some rooms only) plus a large public bath, under the concept of “a hotel where you can stay as if you live there.”
On the demand side, workers within a 3km radius total 84,254 across the four sites, and in Utsunomiya Yuinomori and Rokkasho workers outnumber residents. These are areas where the daytime population is larger than the nighttime population, and the hotel rooms serve engineers, construction crews and business travelers who cannot commute home. Supply is also thickening: within 3km of Aso Kumamoto Airport, room stock nearly doubled from 772 rooms in 2024 to 1,451 in 2026. Even so, estimated business-hotel OCC in Kumamoto Prefecture was a high 91.8% in September 2026, which suggests demand is still absorbing the new supply. Below we examine location, demand, pricing, supply and returns in turn.
Location Profiles of the Four Sites — Airport-Adjacent, Industrial Park, Research Hub, Station-Front Mixed-Use
We start by aligning the basic specifications of the four hotels from the official releases. Room counts are Kumamoto 213, Utsunomiya 201, Rokkasho 210 and Toyokawa 112, for a total of 736, matching the room counts we track from major booking-site listings. All are steel-frame buildings: Kumamoto has 10 floors (gross floor area 6,270.75㎡), Utsunomiya 6 floors, and Rokkasho 8 floors (gross floor area 4,713.69㎡), while Toyokawa places its rooms on floors 6–11 of the 12-story mixed-use building FRONTIS TOYOKAWA.
| Property | Address | Rooms | Structure / floors | Opening date | Location type | Core demand sources (per release) |
|---|---|---|---|---|---|---|
| Tabino Hotel Aso Kumamoto Airport (たびのホテル阿蘇熊本空港) | 1473-5 Muro, Ozu Town, Kikuchi District, Kumamoto | 213 | Steel frame, 10 floors; GFA 6,270.75㎡ | April 17, 2026 | Airport-adjacent × semiconductor cluster | About 5 min by car to Semicon Techno Park, about 10 min to Kumamoto Airport; mid-to-long stays; 150 parking spaces |
| Tabino Hotel Utsunomiya Yuinomori (たびのホテル宇都宮ゆいの杜) | 8-3-51 Yuinomori, Utsunomiya City, Tochigi | 201 | Steel frame, 6 floors | August 7, 2026 | Near industrial park × LRT line | About 6 min by car to Kiyohara Industrial Park; about 35 min by Light Line from Utsunomiya Station East Exit; business travel to corporate R&D and manufacturing sites |
| Tabino Hotel Aomori Rokkasho (たびのホテル青森六ヶ所村) | 58-9 Ienomae, Obuchi, Rokkasho Village, Kamikita District, Aomori | 210 | Steel frame, 8 floors; GFA 4,713.69㎡ | October 2, 2026 | Energy and research hub | Japan Nuclear Fuel Limited facilities and the International Fusion Energy Research Centre within a 10-min drive; mid-to-long stays for construction and research; 160 parking spaces |
| Tabino Hotel lit Toyokawa (たびのホテルlit豊川) | Block 59, 2-1, Toyokawa Station East Land Readjustment Project, Toyokawa City, Aichi (inside FRONTIS TOYOKAWA) | 112 | Steel frame, 12 floors (rooms on floors 6–11) | November 15, 2026 | Station-front mixed-use × manufacturing × shrine town | About 1 min walk from JR Toyokawa Station; engineers staying for Honohara Industrial Park; over 5 million annual visitors to Toyokawa Inari |
The site selection shows that walking distance to a railway station is not necessarily a requirement. Kumamoto and Rokkasho assume car access and secure 150 and 160 parking spaces respectively. Utsunomiya is about a 15-minute walk from the Yuinomori-higashi LRT stop, and here too the main focus is car access to the Kiyohara Industrial Park. Only Toyokawa is in a mixed-use building one minute from the station, and it is also the one given the upscale “lit” brand. In business-demand locations, the siting formula is “5–10 minutes by car to the workplace” plus “rooms you can live in,” while station-front sites are developed under the upper brand only where they can also capture shrine-town tourism — that is the division of roles we can read here.
Quantifying Business Demand — Workers and Office-Type Share Within a 3km Radius
How, then, should a “business-demand location” be measured? For this article we aggregated the Economic Census for Business Activity (2021) by the Ministry of Internal Affairs and Communications and the Ministry of Economy, Trade and Industry at the small-area level, and calculated the number of establishments, workers and the share of office-type workers within a 3km radius of each hotel. We also took resident population from the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) 250m-mesh future population estimates to compare daytime inflows of workers with nighttime residents.
| Site | Establishments | Workers | Office-type share | Residents (2025) | Population change 2020→2040 | Workers ÷ residents | Active rooms per 1,000 workers |
|---|---|---|---|---|---|---|---|
| Aso Kumamoto Airport | 924 | 15,335 | 6.3% | 23,807 | +8.0% | 0.64x | 97.0 |
| Utsunomiya Yuinomori | 563 | 26,685 | 31.3% | 17,948 | -1.9% | 1.49x | 17.6 |
| Aomori Rokkasho | 275 | 8,708 | 25.1% | 3,692 | -9.8% | 2.36x | 24.1 |
| lit Toyokawa | 3,038 | 33,526 | 7.8% | 71,161 | -7.0% | 0.47x | 21.2 |
In absolute terms, Toyokawa (33,526) and Utsunomiya Yuinomori (26,685) have the most workers, while Rokkasho has only 8,708. The ranking changes, however, when measured against residents. In Rokkasho, 8,708 workers compare with 3,692 residents within 3km — 2.4x — and Utsunomiya Yuinomori is 1.5x; both are areas where more people come to work than live there. The working-age share within 3km of Rokkasho is also high at 77.6%, suggesting that demand from employees posted away from their families and construction crews lies outside resident statistics. Office-type shares are high in Utsunomiya Yuinomori (31.3%) and Rokkasho (25.1%), meaning business travelers from R&D and administrative functions — not just production lines — can be expected.
By contrast, the 3km radius around Aso Kumamoto Airport has 15,335 workers and an office-type share of 6.3%, the thinnest business concentration of the four on paper. A caveat is that the Economic Census base year is 2021, so it does not reflect JASM’s Kumamoto Fab 1 (opened in 2024) or the subsequent clustering of related companies. Semicon Techno Park lies on the Kikuyo Town side, and Ozu Town’s hotels sit on its “lodging side.” The fact that active rooms per 1,000 workers are 97.0 — more than four times the other three sites (17.6–24.1) — can be read as supply that factors in both the airport’s wide-area demand and semiconductor-related demand not yet captured in the statistics.

For Utsunomiya Yuinomori, the city’s demand forecast materials show 37 companies and about 11,000 workers in the Kiyohara Industrial Park (as of the survey), and the LRT (Light Line) reached a cumulative 15 million riders in July 2026, seven months earlier than projected. How much of the weekday average of 19,000 riders is commuting has not been disclosed, but a location where an industrial park and an LRT line share the same axis is unusual: it is a business-demand site that travelers can reach from Utsunomiya Station by public transport.
Changes in Nearby Room Stock — How Many Rooms Were Added Within 3km Around the Openings
Next, the supply side. Figure 2 stacks, by year, the lodging facilities with 10 or more rooms (excluding leisure/love hotels) within a 3km radius of each hotel, for facilities whose opening year can be confirmed.
Source: MetroEngines Research & Consulting (based on confirmed OTA listings; within 3km, 10+ rooms; 4–15 properties; as of October 21, 2026)
| Site | Listed properties / rooms | Active properties / rooms | 2024 | 2025 | 2026 | 2024→2026 | Tabino share (2026 stock) |
|---|---|---|---|---|---|---|---|
| Aso Kumamoto Airport | 15 / 1,589 | 12 / 1,487 | 772 | 1,184 | 1,451 | +88.0% | 15% |
| Utsunomiya Yuinomori | 4 / 470 | 4 / 470 | 233 | 233 | 434 | +86.3% | 46% |
| Aomori Rokkasho | 7 / 492 | 1 / 210 | 188 | 188 | 398 | +111.7% | 53% |
| lit Toyokawa | 11 / 1,000 | 6 / 710 | 779 | 779 | 891 | +14.4% | 13% |
Room stock in this article covers lodging facilities with 10 or more rooms (excluding leisure/love hotels) within a 3,000m radius of each Tabino Hotel (e.g., Aso Kumamoto Airport); “active” means a sales price was observed on a major booking site in the most recent three months (August–October 2026) (as of October 21, 2026, MetroEngines Research). Facilities whose opening year cannot be confirmed (Kumamoto 2 properties / 52 rooms, Utsunomiya 1 / 36, Rokkasho 2 / 94) are excluded from the year-by-year trend.
Within 3km of Aso Kumamoto Airport, room stock went from 772 in 2024 to 1,184 in 2025 and 1,451 in 2026, an increase of +88.0% in two years. Toyoko Inn Kumamoto Airport (208 rooms) and Super Hotel Premier Aso Kumamoto Airport (203 rooms) opened in 2025 and Tabino Hotel (213 rooms) was added in 2026, so 200-room-class limited-service hotels are clustering between the airport and Higo-Ozu Station. Utsunomiya Yuinomori also rose +86.3% from 233 rooms in 2024 to 434 in 2026, but from a small base: Route Inn Utsunomiya Yuinomori (198 rooms, opened 2018) and Tabino Hotel account for almost all of it. In Rokkasho, of 7 listed properties with 492 rooms, the only one with a sales price observed in the last three months is Tabino Hotel’s 210 rooms, so the new 210 rooms effectively are the area’s active stock. In Toyokawa, eight existing hotels line the station area and the expressway interchange, and the increase of +14.4% is the mildest of the four.
Putting this together, the four openings fall into two patterns: “placing the largest room count in the area at a business-demand site with little existing supply,” and “lining up at the same scale around airports and interchanges where existing chains already cluster.” The former (Rokkasho, Utsunomiya) faces little competition but requires the operator to verify the depth of demand itself; the latter (Kumamoto, Toyokawa) benefits from demand already proven by earlier entrants but faces pricing pressure.
Estimated Settled ADR Levels — Municipal Medians vs. Opening Prices at the Four Hotels
On pricing, we track MetroEngines Research’s estimated settled ADR (municipal level, median of covered properties) monthly. In September 2026, Ozu Town was ¥9,000, up +5.5% from ¥8,500 a year earlier (N=12 properties), while Utsunomiya City was ¥7,200, down -4.6% from ¥7,600 (N=51 properties). Ozu Town beat the prior year even though three 200-room-class hotels were added around the airport, suggesting semiconductor-related business demand is supporting rates.
Source: MetroEngines Research & Consulting (estimated settled ADR, municipal median; Ozu Town N=10–13 properties, Utsunomiya City N=49–51 properties; July 2025–September 2026)
| Site | Municipal estimated settled ADR | Same month last year | YoY | N | Tabino Hotel estimated settled ADR | Notes |
|---|---|---|---|---|---|---|
| Ozu Town (Aso Kumamoto Airport) | ¥8,961 (Sep 2026) | ¥8,490 | +5.5% | 12 | ¥9,293 (Sep 2026) | +3.7% vs. town median |
| Utsunomiya City (Yuinomori) | ¥7,242 (Sep 2026) | ¥7,589 | -4.6% | 51 | ¥10,093 (Sep 2026) | +39.4% vs. city median. Route Inn in the same Yuinomori area: ¥8,789 |
| Rokkasho Village | — | — | — | 2 | ¥14,528 (Oct 2026, estimated from listed prices) | Too few listed properties to estimate a village-level ADR |
| Toyokawa City (lit Toyokawa) | ¥6,952 (Aug 2026) | ¥7,288 | -4.6% | 8 | ¥10,755 (Nov 2026, estimated from listed prices) | September 2026 was ¥11,890 but is not used as the baseline because it was affected by the Asian Games (Sep 19–Oct 4) |
What stands out is how the four hotels are priced. Aso Kumamoto Airport’s estimated settled ADR in September 2026 was ¥9,300, slightly above the town median, while Utsunomiya Yuinomori was ¥10,100, nearly 40% above the city median (¥7,200). Because Utsunomiya’s median includes the existing business hotels around the station, the picture is one of new-build rooms with full in-room appliances on the suburban industrial-park side commanding a premium. Since May 2026, Rokkasho has not had enough listed properties to calculate a village-level estimated settled ADR, so no figure can be given. Toyokawa City jumped to ¥11,900 in September 2026 from ¥7,000 in August, but this was the month in which the Asian Games held in Aichi and Nagoya from September 19 to October 4 affected the whole prefecture, and the surrounding business hotels also spiked in that month only. It is therefore reasonable to use August’s ¥7,000 (-4.6% YoY) as Toyokawa’s baseline.
The figures for the Rokkasho and Toyokawa hotels are estimates from listed prices around their openings; Rokkasho’s October figure of ¥14,500 also includes demand from the Aomori National Sports Festival (October). Note that both will fluctuate as stay dates approach.
Estimated OCC and Booking Curves — Prefecture-Level Business Hotels, LT45→1 and Day-of-Week Gaps
We check the depth of demand from the occupancy side. Our estimated OCC is calculated from inventory listed on major booking sites, so at the municipal level the number of properties does not meet our aggregation threshold. We therefore compared, for business hotels in the prefectures where the four sites are located, how inventory was absorbed from 45 days before arrival (LT45) to the day before (LT1) for September 2026 stay dates, along with occupancy by day of week. Coverage is Kumamoto 58–61 properties / 7,123–7,398 rooms, Tochigi 58–66 / 4,833–5,657, Aomori 32–40 / 4,202–4,835, and Aichi 171–175 / 24,654–26,210 (all based on major booking-site listings).
Source: MetroEngines Research & Consulting (monthly average booking curve for September 2026 stays; prefecture × business hotels; LT45→1; based on major booking-site listings)
At 45 days out, Aomori was already 71.6% filled, Aichi 73.8% and Kumamoto 60.4%, reaching 96.9%, 91.4% and 91.8% respectively by the day before arrival. Aomori and Aichi need to be discounted for event factors in September–October — the Aomori National Sports Festival opening in October and the Asian Games — but Kumamoto reached 91.8% the day before arrival with no major event, lifted by semiconductor-related weekday demand. Tochigi went from 41.8% at 45 days out to 79.0% the day before, a “last-minute” curve with the largest late pickup.
Source: MetroEngines Research & Consulting (September 2026; prefecture × business hotels; average estimated OCC by day of week; based on major booking-site listings)
| Prefecture | Monthly average | Mon–Thu | Fri | Sat | Sun | Properties / rooms covered |
|---|---|---|---|---|---|---|
| Kumamoto | 91.8% | 93.5% | 89.0% | 91.9% | 86.8% | 58–61 / 7,123–7,398 |
| Tochigi | 79.0% | 81.0% | 75.1% | 83.1% | 69.4% | 58–66 / 4,833–5,657 |
| Aomori | 96.9% | 97.6% | 96.4% | 98.3% | 93.1% | 32–40 / 4,202–4,835 |
| Aichi | 91.4% | 92.1% | 89.5% | 92.9% | 88.6% | 171–175 / 24,654–26,210 |
By day of week, the pattern of business demand comes through clearly. Kumamoto runs 93.5% Monday–Thursday, above Saturday’s 91.9%, dropping to 86.8% on Sunday — a “weekday-driven” market. Tochigi is 81.0% Monday–Thursday versus 69.4% on Sunday, an 11.6pt gap, the widest of the four prefectures. Business travelers do not stay on Sunday nights, so for hotels in business-demand locations, how the Sunday trough is filled determines returns. That Tabino Hotel equips all four properties with a large bath, sauna and appliance-equipped rooms, and lists family visits, tourism and families as target demand in its releases, can be read as a design to fill this Sunday trough with mid-to-long stays and weekend leisure.
*Occupancy (estimate based on OTA-listed inventory) is based on how inventory sold on OTAs is absorbed and differs from the actual occupancy of each property as a whole. Because rooms not listed are counted as sold, it tends to read higher than actual room occupancy.
Location Assessment — Land Prices, Resident Population Projections and Transport Infrastructure
We also cover land conditions, the starting point for development. According to figures re-aggregated by private websites from MLIT’s Official Land Price Publication (as of January 1, 2026), the residential average in Ozu Town was ¥158,000 per tsubo, -2.2% YoY (3 points); Yuinomori in Utsunomiya City was about ¥70,050/㎡, +5.17%; Rokkasho Village averaged ¥7,666/㎡, -0.46%; and commercial land in Toyokawa City was ¥95,954/㎡, +0.21%. Ozu Town ranked first nationwide in commercial and industrial land price growth in 2024–2025, but the Kumamoto Nichinichi Shimbun reported that growth in the 2026 official land prices slowed due to an oversupply of housing.
Aso Kumamoto Airport — a growing suburb
Residents within 3km are estimated at 23,807 in 2025 and projected to rise to 24,820 by 2040 (+8.0% vs. 2020). Ozu Town has grown for more than 30 years as a commuter town for Kumamoto City (35,961 as of March 2024), and the airport access railway (Higo-Ozu route) is scheduled to open at the end of FY2034 with an intermediate station in the town.
Utsunomiya Yuinomori — a suburb transformed by LRT
Residents number 17,948, roughly flat at -1.9% for 2020→2040. Land prices in Yuinomori are rising in the +5% range, above the city average (+1.2%), and as a land-readjustment district on the LRT line both housing and business uses are growing.
Rokkasho and Toyokawa — shrinking population, thick daytime population
Within 3km of Rokkasho, residents number 3,692 (-9.8% for 2020→2040); within 3km of Toyokawa Station, 71,161 (-7.0%). In these locations the inflow of workers (2.4x in Rokkasho, 33,500 in Toyokawa) offsets the decline in residents; lodging demand does not come from the nighttime population.
Mapping the resident population shows that the 3km radius around Aso Kumamoto Airport divides into the urban area around Higo-Ozu Station and farmland north of the airport, with the hotels lined up along the arterial road between the station and the airport. Resident population is an estimate based on the national census, not visitor or transit population.
Source: MLIT National Land Numerical Information (250m-mesh future population estimates, R6 National Land Policy Bureau estimates) (3km radius, 250m mesh, centered on Tabino Hotel Aso Kumamoto Airport)
On transport infrastructure, Kumamoto’s airport access railway and Utsunomiya’s LRT are a study in contrast. The LRT opened in 2023 and is already established as a commuting and school route, so it can be factored into a hotel’s location assessment. The airport access railway is scheduled to open at the end of FY2034; it does not contribute to current demand, but for investors assuming long-term ownership it is a future upside factor. Rokkasho and Toyokawa rely on cars and existing rail (JR Iida Line, Meitetsu) and do not depend on new infrastructure.
Competitive Map — Eight 200-Room-Class Hotels Within 3km of Aso Kumamoto Airport
We take Aso Kumamoto Airport, the site with the thickest supply of the four, and show the lodging facilities within a 3km radius on a map and in a table. The 200-room-class business hotels fall into two clusters — four along the prefectural road south of the airport and four in front of Higo-Ozu Station — and Tabino Hotel stands at the northern end of the airport cluster, next to Airport Hotel Kumamoto.

|---|---|---|---|---|
| Tabino Hotel Aso Kumamoto Airport | 213 | 2026 | 47m | ¥9,293 |
| Toyoko Inn Kumamoto Airport (東横INN熊本空港) | 208 | 2025 | 436m | ¥8,841 |
| Hotel Route Inn Aso Kumamoto Airport Ekimae (ホテルルートイン阿蘇くまもと空港駅前) | 207 | 2006 | 2,109m | ¥9,858 |

| Vessel Hotel Kumamoto Airport (ベッセルホテル熊本空港) | 132 | 2004 | 1,950m | ¥9,940 |
| Airport Hotel Kumamoto (エアポートホテル熊本) | 106 | 1994 | 137m | ¥10,870 |
The eight hotels’ estimated settled ADRs for September 2026 fall in a ¥8,100–¥10,900 band. Only Airport Hotel Kumamoto, opened in 1994 on the airport side, exceeds ¥10,000, and the four in front of Higo-Ozu Station sit at ¥8,100–9,900. The three that opened in 2025–2026 (Toyoko Inn, Super Hotel Premier and Tabino Hotel) run side by side in the same ¥8,800–9,600 band, so new supply is thickening the existing band rather than widening the price range. In a market where it is hard to differentiate on price, room specifications aimed at mid-to-long stays — a washing machine and microwave in every room — plus 150 parking spaces become the differentiators for capturing semiconductor-related guests who stay for weeks at a time.
Development Scenario — What It Costs to Build the Kumamoto Prototype (213 Rooms, 6,270㎡ GFA)
Finally, using Aso Kumamoto Airport as the template — the largest of the four by room count, with gross floor area and site area both disclosed (213 rooms, GFA 6,270.75㎡, site 4,999.94㎡) — we model the economics of building a new 200-room-class limited-service hotel in a business-demand location. GFA is about 1,897 tsubo, or 29.4㎡ per room, a standard efficiency for limited-service hotels.
• Construction cost: based on MLIT’s “Building Construction Starts Statistics,” 2024 hotel construction costs averaged ¥1.95 million per tsubo across all structures and ¥1.648 million per tsubo for steel frame. This model uses two cases, with steel frame as the low case and the all-structure average as the high case.
• Land: the site of 4,999.94㎡ (about 1,512 tsubo) is valued at about ¥239 million using Ozu Town’s average official residential land price (¥158,000/tsubo) as a lower bound. Actual commercial or industrial land prices may be higher.
• ADR: ¥9,300, rounded from Tabino Hotel Aso Kumamoto Airport’s September 2026 estimated settled ADR of ¥9,293. Annual OCC is set at 80% (set conservatively because Kumamoto’s September 2026 estimated business-hotel OCC of 91.8% is based on OTA-listed inventory and reads high).
• GOP margin: 45%. Set higher than the 38.9% GOP margin for the 91 MHM-operated properties disclosed by Invincible Investment Corporation (FY ended December 2024, including full-service hotels) (business hotels tend to have relatively high GOP margins — Relo Hotel Solutions).
• This is a simplified estimate; actual investment decisions require a detailed feasibility study.
| Item | Steel frame ¥1.648M/tsubo | All-structure average ¥1.95M/tsubo |
|---|---|---|
| Construction cost (GFA 1,897 tsubo) | 3,126 | 3,699 |
| Land (lower bound, official residential price basis) | 239 | 239 |
| Total investment | 3,365 | 3,938 |
| Investment per room | 15.8 | 18.5 |
| Annual revenue (213 rooms × ¥9,300 × annual OCC 80% × 365 days) | 578 | 578 |
| GOP (45%) | 260 | 260 |
| GOP yield (on total investment) | 7.7% | 6.6% |
| Payback period (GOP basis) | 12.9 years | 15.1 years |
Total investment comes to ¥3,365–3,938 million, or ¥15.8–18.5 million per room, for a GOP yield of 6.6–7.7%. This assumes land at the lower bound based on official residential prices; acquiring at actual commercial-land prices would reduce the yield by roughly 0.5–1pt. It is still thicker than the roughly 5% typical for new urban hotels because of the economies of scale of 1,900 tsubo and 213 rooms, and because the ¥9,300 ADR is relatively high for a regional business-demand location.
| Scenario | Annual revenue | GOP | Yield (steel frame) | Yield (all-structure avg.) |
|---|---|---|---|---|
| Base case (ADR ¥9,300, annual OCC 80%) | 578 | 260 | 7.7% | 6.6% |
| ADR −10% (¥8,370) | 521 | 234 | 7.0% | 5.9% |
| Annual OCC −5pt (75%) | 542 | 244 | 7.3% | 6.2% |
| Both (ADR ¥8,370, annual OCC 75%) | 488 | 220 | 6.5% | 5.6% |
Even if ADR and annual OCC fall at the same time, the yield does not drop below 5.6% in this calculation. The strength of business-demand locations is that rates do not swing by half or double between peak and off-peak as in tourist destinations, and solid weekday occupancy stabilizes revenue. The sensitivity analysis holds the GOP margin at 45%, but in practice fixed costs take a larger share when revenue falls, so downside yields should be viewed somewhat more conservatively.
Table 8 moves one variable at a time, but in reality ADR and occupancy move together. Table 9 shows the two-way combinations of ADR ±10% and annual OCC from 70% to 90%. On the upside (ADR +10%, annual OCC 90%), yields rise to 9.6% for steel frame and 8.2% for the all-structure average; on the downside (ADR −10%, annual OCC 70%), they fall to 6.1% and 5.2% respectively.
| Annual OCC \ ADR | ¥8,370 (−10%) | ¥8,835 (−5%) | ¥9,300 (base) | ¥9,765 (+5%) | ¥10,230 (+10%) |
|---|---|---|---|---|---|
| Annual OCC 70% | 6.1% / 5.2% | 6.4% / 5.5% | 6.8% / 5.8% | 7.1% / 6.1% | 7.4% / 6.4% |
| Annual OCC 75% | 6.5% / 5.6% | 6.9% / 5.9% | 7.3% / 6.2% | 7.6% / 6.5% | 8.0% / 6.8% |
| Annual OCC 80% | 7.0% / 5.9% | 7.3% / 6.3% | 7.7% / 6.6% | 8.1% / 6.9% | 8.5% / 7.3% |

| Annual OCC 90% | 7.8% / 6.7% | 8.3% / 7.1% | 8.7% / 7.4% | 9.1% / 7.8% | 9.6% / 8.2% |

At an annual OCC of 80%, the minimum ADR needed to secure a 5% GOP yield is about ¥6,000 for steel frame and about ¥7,000 for the all-structure average. The municipal medians of estimated settled ADR for Utsunomiya City (¥7,242) and Toyokawa City (¥6,952, August 2026) sit close to this floor at all-structure-average construction costs. That all four Tabino Hotels price above the area median can also be read as a design to secure this break-even line. The closer an area’s construction cost is to the all-structure average, the more the investment decision hinges on whether new-build, appliance-equipped rooms can command a premium over the area median.
Implications of the Development Model — For Developers, Landowners and Regional Lenders
Here we sort the development model that emerges from the four sites by reader type.
For developers looking for limited-service hotel sites
It is efficient to shortlist candidate sites where “workers ÷ residents within 3km” exceeds 1x. Utsunomiya Yuinomori (1.5x) and Rokkasho (2.4x) meet this condition, and both had less than 500 rooms of existing active stock. If active rooms per 1,000 workers are around 20, placing a single 200-room-class hotel is unlikely to create oversupply.
For companies owning land near industrial parks or airports
In the Kumamoto model, land accounts for only 6–7% of total investment; construction costs and rates determine returns. Keeping the land, building on it and leasing the building to an operator allows the land to generate income through rent even when official land prices soften. As in Rokkasho, where an agreement was signed with the local government, there is also room to combine this with dormitory demand from local companies.
For regional financial institutions
Unlike tourism demand, demand from semiconductor fabs, a reprocessing plant and industrial parks is tied to multi-year investment plans. In credit assessment, the Economic Census and corporate capex plans — rather than tourism statistics — provide the basis for demand. JASM’s Kumamoto Fab 2 is scheduled to start operating at the end of 2027, and the Rokkasho Reprocessing Plant has a completion target within FY2026; in both cases, accommodation demand during construction comes first, which suits limited-service hotels.
That said, business-demand locations carry their own sources of volatility. Because demand is concentrated in specific companies and plants, revisions to their investment plans feed directly into lodging demand. Speculation reported by the Kumamoto Nichinichi Shimbun about a construction pause at TSMC’s second fab dampened land price growth, and the completion date of the Rokkasho Reprocessing Plant may also shift depending on regulatory review. Tabino Hotel’s releases for the four hotels include tourism and family travel (and, for Rokkasho, family visits home) among target demand, and the properties target weekend leisure demand with large baths and saunas — a design that dilutes this concentration. For developers, a two-layer structure — “fill weekdays with business demand, fill weekends with room specifications and public spaces” — is the direction that widens growth potential for regional limited-service hotels.
Rokkasho and lit Toyokawa — Our Earlier Site-Level Coverage and Where This Article Fits
We have covered Rokkasho and lit Toyokawa individually in earlier articles. Rokkasho was covered in Nuclear Plant 10km Rooms: Kashiwazaki 641, Onagawa 442, Tomari 277, which examined room stock around nuclear facilities, and in Aomori Hotel Investment Map 2026; Toyokawa was covered in Toyohashi & Toyokawa Add 327 Rooms in Nov 2026: +6.0% Supply. In this article we only summarize both sites as part of the four-hotel development model.
The key point for Rokkasho is that it matches the “gap in active stock” — of 7 listed properties with 492 rooms, the only one with sales observed in the last three months is the new 210-room hotel — with 8,708 workers at research and energy facilities (2.4x the resident population). The key point for lit Toyokawa is that it introduces 112 rooms under the upper brand into an existing market of eight hotels around the station and the interchange, aiming to capture both manufacturing engineers and the more than 5 million annual visitors to Toyokawa Inari from a location one minute’s walk from the station. It is the only one of the four that squarely targets tourism demand, which is likely why “lit” rather than the standard brand was chosen.
Frequently Asked Questions
Q. What are the room counts and opening dates of Tabino Hotel’s four 2026 openings?
A. Aso Kumamoto Airport, 213 rooms (April 17, 2026); Utsunomiya Yuinomori, 201 rooms (August 7); Aomori Rokkasho, 210 rooms (October 2); and lit Toyokawa, 112 rooms (November 15), for a total of 736 rooms. All figures are based on Sun Frontier Fudousan’s news releases and match the listed room counts we track.
Q. Which metrics should be used to assess hotel sites in business-demand locations?
A. This article used the ratio of workers within a 3km radius (Economic Census) to residents (250m-mesh estimates), and active rooms per 1,000 workers. Where the former exceeds 1x and the latter is around 20, the area can be judged a business-demand location with thin lodging supply relative to its daytime population.
Q. How is the development yield of the Kumamoto model calculated?
A. We applied MLIT “Building Construction Starts Statistics” 2024 hotel construction costs (steel frame ¥1.648 million/tsubo; all-structure average ¥1.95 million/tsubo) to 213 rooms and 6,270.75㎡ GFA, and counted land at Ozu Town’s average official residential price as a lower bound. Revenue is ADR ¥9,300 × annual OCC 80% × 365 days with a 45% GOP margin, giving a GOP yield of 6.6–7.7%. This is a simplified estimate; actual investment decisions require a detailed feasibility study.
Q. Why are estimated OCC and booking curves shown at the prefecture level?
A. Our estimated OCC is calculated from a fixed cohort of properties that list at least 30% of their total rooms on major booking sites, and at the municipal level the number of properties does not meet the aggregation threshold. We show the number of properties and rooms covered for prefecture × business hotels, and use only the points from 45 days before arrival to the day before.
Conclusion
Tabino Hotel’s four 2026 hotels with 736 rooms follow a development model that places around 200 “rooms you can live in” in four kinds of business-demand locations: next to an airport in a semiconductor cluster, on an LRT line near an industrial park, at an energy research hub, and in front of the station in a manufacturing town. Workers within a 3km radius range from 8,708 to 33,526, exceeding residents in Utsunomiya Yuinomori and Rokkasho. Estimated settled ADR is ¥9,000 in Ozu Town (+5.5% YoY) and ¥7,200 in Utsunomiya City, and the opening prices of all four hotels are set above the area median. Supply within 3km of Aso Kumamoto Airport jumped +88.0% in two years, yet estimated business-hotel OCC in Kumamoto was 91.8% in September 2026, showing the new rooms are being absorbed. The new-build model for Kumamoto gives a GOP yield of 6.6–7.7%, holding at 5.6% even if ADR and annual OCC fall together. Limited-service hotels in business-demand locations see smaller demand swings than tourist destinations but depend on the investment plans of specific companies. A two-layer structure — filling weekdays with business demand and weekends with room specifications and large baths — will determine the growth potential of this development model.
• Room stock, estimated settled ADR, estimated OCC and booking curves: MetroEngines Research (tracking approximately 168,000 properties, of which approximately 27,000 properties and 1.26 million rooms confirmed active on OTAs are analyzed). Room stock within a 3km radius was aggregated as of October 21, 2026 (snapshot IDs: Kumamoto e125a501bcbad0e1, Utsunomiya 0d624ad97bacc811, Rokkasho ca99a6b4f1a988da, Toyokawa 16ef10aa85bc16a6).
• Workers: MIC/METI “Economic Census for Business Activity” (2021), aggregated within a 3km radius using small-area (2020 Census) boundaries. Residents: MLIT National Land Numerical Information “250m-mesh future population estimates.”
• Property specifications: Sun Frontier Fudousan news releases (December 9, 2025; April 14, 2026; May 13, 2026; May 27, 2026; June 29, 2026).
• The Economic Census base year is 2021 and does not reflect the clustering since JASM’s Kumamoto Fab 1 (opened 2024).
• Estimated OCC is based on OTA-listed inventory and counts unlisted rooms as sold, so it reads higher than actual occupancy. September 2026 includes event factors in Aomori (National Sports Festival) and Aichi (Asian Games).
• Rokkasho has too few listed properties, so no village-level estimated settled ADR is calculated. Toyokawa City’s September 2026 figure is not used as a baseline because that month was affected by the Asian Games.
• Prices for Tabino Hotels around their openings are estimates from listed prices and will fluctuate as stay dates approach.
⚠ Note on ADR for future dates: Prices for the Rokkasho (October 2026) and Toyokawa (November 2026) Tabino Hotels are estimates based on sales prices published on OTAs at the time of research and will change as check-in dates approach. Please note that prices currently set high may fall with last-minute discounts.
