Okayama Hotel Campaigns Oct 2026: No Prefecture Discount, Prices +5-7%

Posted: 2026.10.27

The short answer: as of October 20, 2026, Okayama Prefecture is not running any prefecture-led lodging campaign that discounts room rates themselves. The “Hare-Tabi Lodging Discount Plan” (ハレ旅宿泊割引プラン) that the prefecture ran in 2025 (¥5,000 off per adult per night) ended with its stay period of July 19 to October 31, 2025, and the information page of Nippon Travel Agency, which was the sales channel, now states that “this campaign has ended.” The Okayama Prefecture Tourism Federation’s news listings (posted August to October 2026) show no successor lodging discount.

What the prefecture is running in autumn 2026 is the “Okayama Hare-iro Campaign 2026” (September 5 to November 30, 2026), but its content consists of demand-generation measures — an opening event at Osaka Station, cycling programs, a digital sightseeing pass and a JR-affiliated stamp rally — and it does not include any discount on room rates. At the municipal level, what we could confirm were transport subsidies and local-currency points for overnight guests in Maniwa City and Shinjo Village, a rental-car subsidy in Niimi City, and a rental-car discount for the “Kurashiki Stay × Takahashi River Area” tour. All of these are designed to reduce “the transport costs of people who stay,” not to lower room rates directly.

This article is written for lodging operators and investors in Okayama Prefecture and covers, in order: (1) what exists now and what does not, (2) a re-reading of the 2025 Hare-Tabi design from the operator’s side, (3) subsidies for travel agencies as “the other funding source,” (4) current market prices in the absence of discounts, with an estimate of which price bands a per-person-per-night threshold would affect in the next call for participants, and (5) a checklist to prepare for the next call. The article is intended to be updated monthly, and all figures are observations as of October 2026.

About the Data in This Article
• ADR (average daily rate) = an estimated settled rate (tax-excluded equivalent), calculated by applying segment-specific adjustment factors to the lowest-plan level each property publishes on OTAs (per room, 2 guests per room, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures.
• ADR at the area level (prefecture, city/ward) is the median of the estimated settled rates of the properties covered (the level of a typical property in the area).
• Where listed prices are mentioned, they are the per-room rate for 2 guests per room (tax included).
• OCC (occupancy) = the share of sold rooms in the area’s total room count (an estimate based on OTA sales inventory).
• Source: MetroEngines Research (continuously tracking OTA published prices for about 168,000 properties in Japan, of which about 27,000 have confirmed active operations)

The figures this article calls “listed prices” are the average of all plans each property publishes on OTAs and elsewhere (2 guests per room, per room, tax included), a different metric from the ADR (estimated settled rate) defined above. Because campaign conditions such as “¥X or more per person per night” are judged on the listed-price side, the estimates in this article are based on listed prices.

Key Takeaways
  • — No prefecture-led lodging discount is running now: the 2025 “Hare-Tabi Lodging Discount Plan” (¥5,000 off per adult per night, planned for 6,000 person-nights) ended with stays on October 31, 2025. As of October 20, 2026, no successor has been announced.
  • — Hare-Tabi covered 54 properties (34 hotels, 20 ryokan, per the list as of September 11, 2025). Because sales were limited to a single travel agency, bookings via OTAs or direct channels were not eligible. Participation required a wholesale contract with the travel agency.
  • — The funding active in FY2026 is aimed at travel agencies: the prefectural Touring Tourism Subsidy (¥1,000 per person per night), the Inbound Group Tour Development Subsidy (¥2,000 per person), and bus subsidies in Bitchu, Mimasaka, Asakuchi and Maniwa. Properties are on the side of being chosen as “suppliers for group products.”
  • — Market prices without discounts are rising: October 2026 listed prices are ¥17,000 per room for business hotels (N=99, +5.2% YoY), ¥29,700 for city hotels (N=17, +7.2%), and ¥35,500 for ryokan (N=55, +7.2%).
  • — A condition of the “¥10,000 or more per adult per night” type is not met by the average business-hotel plan (¥8,500 per person). If the next call uses the same design, it will bite in the price bands from Okayama City Kita Ward (¥12,100 per person) upward, and for ryokan and city hotels.

Current Hotel Campaigns and Coupons in Okayama (Checked October 20, 2026)

We list only what we could confirm on official websites, in the order of prefecture, municipalities and furusato nozei (hometown tax donation). The rightmost column shows “whether the room rate itself goes down.” Items we could not confirm are marked “none” or “not confirmed,” and we have not filled gaps with guesses.

What the list shows is an allocation: in autumn 2026, Okayama’s public funding is aimed at “the movement of people who stay.” Half-price taxis in Maniwa City and Shinjo Village (subsidy capped at ¥30,000) and ¥50,000 per chartered bus per night reflect the region’s thinking on how to fill gaps in secondary transport in the north of the prefecture, and they do not touch room rates. The answer to the search “Okayama hotel campaign” is therefore, for travelers, “no prefectural lodging discount — only transport subsidies and furusato nozei coupons,” and for operators, “no funding that lowers room rates is currently in place.”

Re-reading the 2025 Hare-Tabi Lodging Discount Plan from the Operator’s Side

The quickest way to prepare for a possible next call is to break down the design of the most recent prefectural program “from the participating property’s side.” Table 2 organizes it from published materials (Okayama Prefecture Tourism Federation notices, the Nippon Travel Agency sales page and the list of eligible properties).

Table 2: Design elements of the Hare-Tabi Lodging Discount Plan (2025) and implications for operators
ItemPublished designImplications for operators
FundingUses national grants (noted on the sales page)Ends with the grant’s fiscal-year cycle. Assume the next one will also be single-year and stop when the budget is used up
Sales period and stay periodSales May 20 to October 31, 2025 / stays (domestic) July 19 to October 31. Overseas: stays from June 1A two-month lead between the start of sales and the start of stays. Summer holidays and Obon were covered
Discount amount and minimum¥5,000 per adult person-night (¥2,500 for children). Requires a lodging charge of ¥10,000 or more per adult per night (¥5,000 or more for children). Room-only and meal-inclusive plans both eligibleThe ¥10,000-per-person minimum decides “which plans qualify” (see the estimate below)
Guests and nights2 or more guests including at least 1 adult. Up to 7 consecutive nights. Multi-night bookings get the discount for only 1 night (book one night at a time). No limit on number of usesSingle-occupancy business demand is not eligible. Consecutive stays require splitting bookings
ScalePlanned 6,000 person-nights. Sales end when the budget is reached (a “sales resumed” notice on June 24, then a note on August 1 that two domestic plans had ended)6,000 person-nights for the whole prefecture is less than one day’s worth against the estimated inventory absorption in September described below (8,197 rooms × 30 days). Mainly a promotional effect rather than demand creation
Sales channelDomestic: Nippon Travel Agency’s room-only plans and JR + hotel packages (members only). Overseas: a separate booking channelOTA and direct bookings not eligible. Participation requires a wholesale contract and plan registration with the travel agency serving as sales channel
Eligible properties54 properties on the list as of September 11, 2025 (34 hotels, 20 ryokan). By area: Okayama 17, Kurashiki 10, Yunogo 7, Yubara 3, Washuzan 3, etc. List updated as neededOnly part of the hotels and ryokan confirmed on OTAs in the prefecture. Non-participating properties were outside the discount
ExclusionsPublicly funded business trips, school-organized educational trips, combination with other campaigns, switching existing bookings, facility fees for infants and toddlersCorporate business-trip and school-trip revenue is not covered by the funding
Cancellation feesTravel agency’s own cancellation fees, based on the pre-discount travel priceCancellation policy follows the travel agency’s terms and conditions
SettlementApplied automatically to guests at booking. The settlement method between properties and the travel agency is not stated in published materialsBecause sales go through a travel agency, properties are likely paid through normal referral settlement (confirm individually)

Source: Compiled by HotelBank Editorial Team from the Okayama Prefecture Tourism Federation “Sales Resumed! ¥5,000 Off per Night for Lodging in Okayama Prefecture — Hare-Tabi Lodging Discount Plan” (June 24, 2025), and Nippon Travel Agency “[Okayama Prefecture] Hare-Tabi Lodging Discount Plan” and “List of Eligible Properties” (as of September 11, 2025)

There are two points operators should note here. The first is the sales channel. While the nationwide travel support program (2022–23) ran across multiple channels including OTAs and direct bookings, Hare-Tabi was limited to member sales through a single travel agency. As a result, only 54 properties (34 hotels, 20 ryokan) were eligible as of September 11, 2025, skewed toward urban areas with 17 in the Okayama area and 10 in the Kurashiki area. Compared with the 99 business hotels, 55 ryokan and 17 city hotels in the prefecture whose listed prices we can observe for October 2026 in our data, only a portion of properties were inside the discount’s reach. If the next program uses the same channel design, whether a property can participate will be decided up front by “whether it has a wholesale contract with the travel agency acting as sales channel” and “whether it can register plans as discount-eligible.”

The second is scale. The planned 6,000 person-nights is less than one day’s worth for the whole prefecture against the estimated inventory absorption for September 2026 described below (127 properties, 8,197 rooms, averaging 85.1%). In other words, it is closer to reality to see the program as a promotion for specific periods and channels than as demand creation that pushes up rates. That is exactly why it moved as “sales ended on reaching budget → sales resumed,” and participating properties found it hard to anticipate when the discount would apply. What operators should check in the next call is not the discount amount but three things: “sales channel,” “number of eligible person-nights” and “how suspensions and resumptions are notified.”

FY2026 Funding Targets Travel Agencies — Properties Are Chosen as “Suppliers”

While there is no lodging discount, the subsidies the prefecture and municipalities are running in FY2026 are concentrated on supporting travel agencies’ product development. These are not schemes lodging operators apply for directly, but they bear directly on whether a property is chosen as a supplier for group products, so the conditions are worth knowing.

What these schemes have in common is a process in which the travel agency later submits lodging certificates and proof of use of designated sightseeing facilities. What a lodging property can prepare is a format and a staff member able to issue group lodging certificates on the same day, plus a group rate sheet ready to hand to travel agencies’ product planners. Because the Touring Tourism Subsidy requires “at least 1 paid dining venue or 2 paid sightseeing/experience venues in the prefecture each night,” dinner-inclusive plans and paid in-house experiences may also help products meet the conditions. In short, the sales work available while there is no lodging discount is not discounting for individual guests but increasing exposure as a supplier for group products.

Market Prices Without Discounts — Listed Prices by Segment Up 5–7% YoY

So where are Okayama Prefecture’s prices in October 2026, with no campaign in place? Figure 1 and Table 4 compare listed prices by segment (all-plan average, 2 guests per room, tax included) with the same month a year earlier, using MetroEngines Research data. Because October 2025 fell within the Hare-Tabi stay period, this comparison sets “last year with the discount” against “this year without it.”

Business hotels are at ¥17,000 per room (N=99), +5.2% YoY; city hotels at ¥29,700 (N=17), +7.2%; and ryokan at ¥35,500 (N=55), +7.2%. Listing levels are higher this year, with the discount funding gone. The first thing to confirm is that the relationship “no discount, so prices fall” does not hold. Note, however, that the October and November 2026 values are listing levels at the time of the survey (October 19) and will change as stay dates approach.

On the other hand, the change from October to November is small: business hotels +0.8%, city hotels +1.8%, ryokan −0.8%, so at the prefectural level there is almost no autumn-foliage premium. By city, as shown below, some areas rise in November — Kurashiki City +7.8%, Mimasaka City +8.2% — while Okayama City Kita Ward stays at +1.6%, so the flat prefectural average is “a mix of cities that rise and cities that do not.” Without discount measures, the areas able to capture higher November rates appear to be Kurashiki and the Mimasaka Santo hot-spring area.

Price Tiers by City and the “¥10,000 per Person per Night” Line — Where a Discount Would Apply Next Time

A Hare-Tabi-type discount required “a lodging charge of ¥10,000 or more per adult per night.” Figure 2 and Table 5 show which cities and segments this line falls on, using a per-person figure equal to the 2-guests-per-room listed price divided by 2. For reference, we also overlay the lodging tax that Okayama City and Kurashiki City are introducing (¥200 per person per night; Kurashiki City’s draft ordinance exempts stays under ¥5,000 per person per night).

Source: MetroEngines Research, compiled by HotelBank Editorial Team. Only cities/wards with 5 or more properties are shown. The per-person figure is a convenience value equal to the 2-guests-per-room listed price divided by 2, and differs from each property’s single-occupancy or child rates

The reading is clear. The condition “¥10,000 or more per adult per night” is not met by the average plan of business hotels in the prefecture (¥8,500 per person); the discount would apply to the upper urban band, including the Okayama City Kita Ward average (¥12,100), and to the ryokan, city-hotel and resort bands. For a business hotel to be covered by a call of the same type, it would need to register a product that crosses the ¥10,000-per-person line — a breakfast-inclusive plan or a higher room type — as a discount-eligible plan, which presupposes pricing 17.9% above average. The presence of many business-hotel-type properties among the 54 Hare-Tabi properties is likely because they registered such “plans that cross the line.”

In terms of discount rate, the same ¥5,000 works out to 37.1% of the per-person price in Maniwa City but 22.3% in Kurashiki City. Because a flat per-person-per-night discount yields a larger discount rate at lower price points, for ryokan in the north of the prefecture and hot-spring areas and for mid-priced properties, the promotional effect will differ entirely depending on whether the next call is “flat-amount” or “percentage-based” (the nationwide travel support was 20%, with caps). A sensible preparation is to calculate, as soon as the call guidelines are published, the per-person price and discount rate of your main plans. As for the lodging tax, Okayama City plans no exemption threshold (¥200 per person per night, with collection expected to start around mid-FY2027), while Kurashiki City’s draft exempts stays under ¥5,000; every band in Table 5 is above Kurashiki City’s threshold. If the introduction of the lodging tax overlaps with a discount program, whether the definitions of “lodging charge after discount” and “lodging charge used to determine taxability” line up is one of the items operators should check in the next call. The design of the Okayama City and Kurashiki City ordinance proposals and the effective burden rate relative to market rates are analyzed in detail in Kamakura ¥300, Okayama ¥200 Lodging Tax Bills: 4.94% Burden, 65 Cities.

Prefecture-Wide Monthly Trend and Estimated September Occupancy — Compared with the Discounted Prior Year

Figure 3 overlays Okayama Prefecture’s overall listed prices (all segments, all-plan average, 2 guests per room, tax included) for 2024, 2025 and 2026. The Hare-Tabi stay period of July 19 to October 31, 2025 is shown as a shaded band.

Figure 3: Okayama Prefecture monthly listed prices (all segments, 2 guests per room, tax included). October–December 2026 are listing levels at the time of the survey. Source: MetroEngines Research, compiled by HotelBank Editorial Team

During the 2025 Hare-Tabi period (July–October), listing levels were higher than in the same months of 2024. In 2026, September (¥21,719) was above the prior year, but July (¥20,610), August and October were slightly below, and the year is running at roughly the same level as 2025. Against ¥22,700 in October 2025 (N=320), October 2026 is ¥22,400 (N=398), on par with the prior year. The fact that the prefecture-wide listing level has not collapsed without discount funding shows operators that “no discount” does not mean “price cuts are required.” The August peak (¥24,600 in 2025, ¥23,300 in 2026) and the September dip have the same shape in both years; the seasonality appears regardless of whether funding is present.

Source: MetroEngines Research, compiled by HotelBank Editorial Team. Covers a fixed cohort of properties listing 30% or more of their total rooms on OTAs (127 properties / 8,197 rooms, based on major booking-site listings). These are estimates based on the absorption of inventory sold on OTAs; because unlisted rooms are counted as absorbed, they run higher than actual property-wide occupancy

Estimated occupancy in September 2026 was 86.8% for business hotels (46 properties, 5,423 rooms), 82.8% for resorts and 77.8% for ryokan, with a small day-of-week gap: 86.7% on Monday–Thursday on average versus 87.7% on Saturdays. A demand mix not skewed toward weekends means there is little room for a discount designed to “fill weekdays”; if there is a next call, the funding would have more effect on the inventory remaining at ryokan in the north of the prefecture (77.8%). Setting Hare-Tabi’s planned 6,000 person-nights against the 8,197 rooms across all segments, it is less than one day’s worth for the whole prefecture, consistent with the earlier conclusion that the discount worked as a promotion for specific properties and periods rather than moving occupancy. For a test of whether lodging discounts lift occupancy, comparing prefectures with and without support at the same lead-time cross-section, see also Kyushu Subsidy at Equal LT: Saturday OCC +1.1pt, Nov Weekdays +6.2pt.

Checklist for the Next Call — 10 Items to Check the Day the Guidelines Are Published

Based on the 2025 Hare-Tabi design and the guidelines of local-government discounts running in other prefectures in autumn/winter 2026 (such as the Kyushu Fukko Support Discount), Table 7 summarizes the items an operator should check on the first day when Okayama Prefecture or a municipality issues a call. The design of other prefectures’ schemes (discount type, per-night cap, budget, residents-only or nationwide) is listed for 8 schemes in Local Lodging Discounts Oct-Dec 2026: 8 Schemes, Funding = 5-18 Nights.

Of the 10 items, the ones that create the most work in-house are 2 (channels) and 9 (settlement). A Hare-Tabi-type program is completed through the travel agency’s product registration and referral settlement, but in the “local-government coupon on a booking site” type that is spreading in other prefectures, the OTA’s coupon settings and the property’s handling of the post-discount price are separate, which also interacts with lodging-tax taxability decisions based on the post-discount lodging charge. Okayama City’s lodging tax is a flat ¥200 with no exemption threshold, so there is little concern about the determination, but under Kurashiki City’s draft (stays under ¥5,000 exempt), some bookings will cross the line after the discount. Okayama City submitted its lodging tax ordinance bill (Bill A No. 145) to the September 2026 regular session of the city council, with collection expected to start around mid-FY2027.

Supply-Side Moves — New Openings and Renovations Around Okayama Station

Even without discount measures, supply-side investment around Okayama Station continues. On August 6, 2026, APA Hotel & Resort Okayama-eki Shinkansenguchi (Kuwata-cho, Kita Ward, Okayama City; 14 floors, 600 rooms, per the company) opened. It is an “urban resort” type with a rooftop pool and a large public bath with sauna and open-air bath on the top floor, and as the brand’s first property in the Chugoku-Shikoku region it adds large-scale, leisure-oriented supply within walking distance of Okayama Station. At its groundbreaking ceremony in November 2024, the company presented a plan for 2,000 rooms in Okayama Prefecture, suggesting it positions Okayama as a demand market for both leisure and business.

Reinvestment in existing properties is also under way. Mitsui Garden Hotel Okayama reopened after a full renovation on August 9, 2026, expanding rooms that can accommodate 3 or more guests from 8 to 51. It is an example of an urban hotel centered on double occupancy shifting its room mix toward groups and families. In spring 2027, a new-brand JR Shikoku Group hotel (177 rooms, with bathing facilities and a gym) is scheduled to open in the redevelopment area at the east exit of JR Okayama Station, so supply around the station will deepen through 2026–27. To hold rates in a market without discount funding, plan design that does not compete head-on in the same band as this new and renovated supply (group capacity, breakfast, bathing) becomes meaningful.

Frequently Asked Questions

Q. Is there a prefecture-led lodging discount campaign in Okayama Prefecture in October 2026?
No. The 2025 “Hare-Tabi Lodging Discount Plan” ended with stays on October 31, 2025, and as of October 20, 2026, no successor lodging discount appears in the Okayama Prefecture Tourism Federation’s notices. The “Okayama Hare-iro Campaign 2026” (September 5 to November 30) that the prefecture is running is a demand-generation measure and does not include room-rate discounts.

Q. Are there lodging-related subsidies available at the municipal level?
We could not confirm any scheme that discounts room rates themselves, but as of October 2026 the following are running: transport subsidies for overnight guests in Maniwa City and Shinjo Village (half-price taxis, chartered-bus subsidies, local-currency points), Niimi City’s rental-car subsidy (¥3,000 with a stay in the city), and ¥5,000 off per rental car (first 180 cars) conditional on a stay in Kurashiki City and touring the Takahashi River area.

Q. What does a lodging operator need to participate in the next lodging discount?
The 2025 Hare-Tabi was limited to member sales through a single travel agency, and 54 properties were eligible as of September 11, 2025. For a call of the same type, a wholesale contract with the travel agency acting as sales channel and registration of eligible plans would be prerequisites. When the call guidelines are published, we recommend checking the sales channels, the per-person-per-night minimum, the settlement flow and how suspensions and resumptions are notified (Table 7).

Q. At what level are Okayama Prefecture’s lodging prices now, without discounts?
MetroEngines Research listed prices for October 2026 (2 guests per room, tax included, all-plan average) are ¥17,000 for business hotels (N=99), ¥29,700 for city hotels (N=17) and ¥35,500 for ryokan (N=55). By city, Kurashiki City is ¥44,800 (N=26), Tsuyama City ¥30,700 (N=9), Maniwa City ¥26,900 (N=12) and Okayama City Kita Ward ¥24,300 (N=46); Kurashiki City and Tsuyama City are above the same month a year earlier (the Hare-Tabi period), while Maniwa City (−7.7%) and Okayama City Kita Ward (−4.6%) are below it.

⚠ Note on prices for future dates: The October, November and December 2026 listed prices in this article are averages of the sales prices published on OTAs and elsewhere at the time of the survey (October 19, 2026), and will change as stay dates approach. Please note that prices currently set high may fall close to the date, and that the addition of new plans may move the average.

Methodology and Sources

The status of campaigns and subsidies was checked on October 20, 2026, against the notices and business notices on the Okayama Prefecture Tourism Federation’s “Okayama Kanko WEB,” Okayama Prefecture press releases, Nippon Travel Agency’s sales pages and Okayama City’s published materials. Only items whose existence could be confirmed on official pages are included in Tables 1 and 3; items that could not be confirmed are marked “none” or “not confirmed.” Furusato nozei lodging coupons are based on listings on a comparison site (updated October 19, 2026).

Listed prices are all-plan averages (2 guests per room, per room, tax included) aggregated by month, segment and city/ward for properties in Okayama Prefecture, from data on the roughly 27,000 properties with confirmed active operations tracked by MetroEngines Research. Cities/wards are shown only where there are 5 or more properties. YoY compares the finalized values for October and November 2025 with the October and November 2026 listing levels as of October 19, 2026. Occupancy (estimated) is estimated from remaining rooms listed on OTAs for a fixed cohort of properties listing 30% or more of their total rooms on OTAs, using September 2026 as the finalized month. The per-person figure is a convenience value equal to the 2-guests-per-room listed price divided by 2, and does not match each property’s single-occupancy or child rates.
