Kagawa Hotel Openings 2026: Only 316 of 686 Rooms Are Net New

Posted: 2026.10.25

Investment & Development

In 2026, five hotels with 80 or more rooms opened in Kagawa Prefecture, adding 686 rooms. Checking each one against the operators’ own announcements, however, only two can be confirmed as new builds: the HOTEL AZ properties in Kanonji City and Miki Town, with 316 rooms between them. The two Takamatsu openings (JR Clement Inn Takamatsu Hyogomachi, 191 rooms, and HOTEL RAH, 88 rooms) and Smile Hotel Kanonji (91 rooms) are conversions or rebrands of existing buildings. In other words, the net new supply of 2026 landed outside the prefectural capital: on the roadside of western Kagawa (Seisan) and along the Gakuen-dori corridor in eastern Kagawa (Tosan). This article traces how rooms within 2 km of Kanonji Station grew from 267 in 2017 to 786, combines that with employment, land prices, estimated settled ADR and Japan Tourism Agency occupancy data, assesses how much of the new supply outside Takamatsu the market can absorb, and estimates the ADR a newly built 100-160 room roadside hotel would need.

Metric Definitions Used in This Article

  • ADR (Average Daily Rate): An estimated settled rate (tax-excluded equivalent), calculated by applying a segment-specific adjustment factor to the lowest-plan rate each property publishes on OTAs (per room, double occupancy, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures. Area-level ADR is the median of the properties covered (the level of a typical property in the area).
  • OCC (Occupancy Rate): Rooms sold as a share of total rooms in the area (an estimate based on OTA inventory; consistency checks against monthly REIT disclosures show accuracy within a few points). Where the Japan Tourism Agency’s Overnight Travel Statistics Survey occupancy rate is cited, this is stated explicitly.
  • Listed price: Wherever listed prices are mentioned, they are the per-room price for double occupancy (tax included).
  • LT (Lead Time): Days until check-in. LT0 = same day. Inventory movements use only the LT45-1 range.
  • Data source: MetroEngines Research & Consulting (as of October 17, 2026. Tracks about 168,000 properties in Japan; the analysis covers about 27,000 properties and about 1.26 million rooms confirmed as active on major booking sites). Property and room counts are within MetroEngines Research’s coverage and exclude ryokan and simple lodgings not listed on major booking sites.

Key Takeaways
  • — Only 316 of the 686 rooms are new builds: Of the five 80+ room hotels that opened in Kagawa in 2026, the only new builds are the two HOTEL AZ properties in Kanonji and Miki. The two Takamatsu hotels and Smile Hotel Kanonji are conversions of existing buildings.
  • — Rooms within 2 km of Kanonji Station rose from 267 to 786: Route-Inn (November 2025) and AZ (January 2026) added 345 rooms in just over a year, close to 80% on top of the roughly 440 rooms already there.
  • — Occupancy held; rates gave way: Kagawa business hotel occupancy averaged 69.1% in January-July 2026 (66.3% a year earlier). Kanonji City’s estimated settled ADR was ¥6,653 in September 2026, down 5.1% YoY.
  • — Construction cost decides the outcome: For 150 rooms at 80% annual occupancy and a 7% yield, the required ADR is about ¥6,700 at ¥1.5M per tsubo, and about ¥10,300 at the 2025 steel-frame average of ¥2.405M per tsubo.
  • — Deducting operating costs raises the break-even line: After an FF&E reserve and property tax, the construction cost that delivers 7% at today’s ¥6,653 falls to about ¥1.17M per tsubo. The room to invest lies in small projects in Miki and conversions in Takamatsu.

Five Hotels, 686 Rooms in 2026: New Builds Are Kanonji and Miki’s 316 Rooms; the Two Takamatsu Hotels Are Conversions

Start with the full picture of what opened in Kagawa in 2026. Counted by first listing on major booking sites, MetroEngines Research recorded 31 openings with 856 rooms in 2026 as of October 17, 2026, but 18 of those are vacation rentals, most of them single-unit properties. Narrowing to 80+ rooms leaves five hotels with 686 rooms, and these five are effectively the ones that move the prefecture’s room supply.

Checking these five one by one against the operators’ announcements, though, shows they are quite different in nature. HOTEL AZ Kagawa Kanonji (158 rooms), operated by Amaze (based in Oita City), opened as a new build on January 18, 2026 in Sakamoto-machi along the national highway, the company’s third property in the prefecture. Amaze’s HOTEL AZ Kagawa Miki (158 rooms) opened in March in Kabushi, Miki Town, about a 7-minute walk from Gakuen-dori Station and about 7 minutes by car from the Takamatsu-higashi IC. In contrast, Smile Hotel Kanonji (91 rooms) in Sakamoto-machi, Kanonji City, is a July 1 rebrand of the former Hotel Shetowa Kanonji, and the operator Hospitality Operations explicitly calls it a “rebrand opening” in its release. JR Clement Inn Takamatsu Hyogomachi (191 rooms) in Hyogo-machi, Takamatsu City, opened on July 1 in the building of the Takamatsu Tokyu REI Hotel, which closed in March 2026, after a major interior renovation; the 191-room count is unchanged from before the renovation. HOTEL RAH (88 rooms, 11-17 Marunouchi, Takamatsu City) was confirmed as newly listed on major booking sites in September 2026, but no published material describing the building’s history or opening date could be found.

Putting this together, the net new 80+ room supply added in Kagawa in 2026 is essentially limited to the two HOTEL AZ properties in Kanonji and Miki, with 316 rooms. The two hotels in central Takamatsu replace existing stock and do not raise the capital’s total room count. For investment decisions, then, the picture of “316 rooms newly built outside the capital” matters more than the headline “686 rooms added in Kagawa in 2026.” Kanonji had also already gained Hotel Route-Inn Kanonji (187 rooms) in November 2025, 8 minutes from Onohara IC, so the supply build-up in western Kagawa has been a two-year process.

Within 2 km of Kanonji Station, Rooms Went From 267 to 786: 2.4x in Two Years; Miki Went From 39 to 197

Stacking up the rooms within a 2 km radius of Kanonji Station (34.1283°N, 133.6497°E) at each year-end, using properties whose opening and closing years can be confirmed, the area was stable at 7-9 properties and 267-280 rooms from 2017 through 2022. The 2023 additions, including Hyper Inn Kanonji Ekimae (41 rooms), took it to 330 rooms; Hotel Route-Inn Kanonji (187 rooms) and Hotel O. Setouchi (19 rooms) brought it to 536 in 2025; and HOTEL AZ Kagawa Kanonji (158 rooms) plus a small whole-house rental took it to 786 in 2026. The increase from end-2024 to 2026 was 456 rooms, meaning the area grew to 2.4 times its existing stock of 330 rooms.

Source: MetroEngines Research & Consulting (based on major booking site listings, as of October 17, 2026; 17 properties in 2026). The 91 rooms of Smile Hotel Kanonji are a rebrand of the former Hotel Shetowa Kanonji, and the same building is counted as a 2026 opening

The 786 figure, however, is not all net new. Smile Hotel Kanonji’s 91 rooms are a rebrand of the former Hotel Shetowa Kanonji, which operated in the same building before 2025. Moving them back to the existing side, the real net increase from 2025 to 2026 is HOTEL AZ’s 158 rooms plus one single-room vacation rental, roughly +25% on the existing 627 rooms (536 rooms plus the 91 rooms of Smile Hotel Kanonji). Even so, counting the 187-room Route-Inn of November 2025, rooms in western Kagawa’s main city grew by 345 in just over a year, close to 80% on top of the roughly 440 rooms that existed before Route-Inn opened (including the 91 rooms of the former Hotel Shetowa Kanonji). That is no small scale for Kanonji City, population about 54,000 (2025 Census preliminary results).

The change in Miki Town is even more extreme. Within 2 km of HOTEL AZ Kagawa Miki, the only property listed on major booking sites through end-2025 was Hanajukai Bekkan Sanuki Toresta Shiroyama (39 rooms); the 158 rooms added in 2026 made it 2 properties and 197 rooms. That is five times the existing stock, effectively supply created from zero. By contrast, the 2 km radius around JR Clement Inn Takamatsu Hyogomachi in Hyogo-machi, Takamatsu City, grew from 75 properties and 4,912 rooms in 2017 to 121 properties and 5,952 rooms in 2025, and in 2026, treating the Tokyu REI to JR Clement Inn conversion as the same building, it stands at 127 properties and 6,059 rooms, a net increase of only 107 rooms including HOTEL RAH’s 88 rooms and small properties. Supply in the center of the capital has entered a mature phase, and growth has shifted outside it.

Site Conditions at the Three Locations: Land at ¥59,000 in Kanonji, ¥33,000 in Miki and ¥486,000 in Takamatsu Hyogo-machi per m²

Land sets the denominator of an investment. Picking up the 2026 official land prices and prefectural benchmark land prices around the three sites from the MLIT Real Estate Information Library, the commercial site at Sakamoto-machi 5-chome, Kanonji City (about 240 m from HOTEL AZ Kagawa Kanonji) is ¥59,200/m², -0.2% YoY; a commercial site in Kanonji-machi Shirahama is ¥55,000/m² (-0.4%); and the benchmark site at Sakae-machi 1-chome is ¥58,100/m² (-0.9%). Kanonji’s commercial land sits just under ¥60,000 and is softening slightly. The benchmark site in Kabushi, Miki Town (about 200 m from AZ Miki, commercial) is ¥32,800/m², -0.6%, and the official site in Ikenobe is ¥32,100/m² (-0.3%), so Miki is a step lower still. Central Takamatsu, in contrast, is trending upward: commercial land in Togiya-machi is ¥486,000/m² (+3.6%), Marugame-machi ¥480,000/m² (+3.7%) and Nishinomaru-cho ¥268,000/m² (+3.1%). Land prices in the capital are 8 to 15 times those outside it.

Overlaying zoning makes the character of each location clearer. HOTEL AZ Kagawa Kanonji’s site is in a Category 1 residential zone (floor area ratio 200%, building coverage 60%), and Hotel Route-Inn Kanonji is in a quasi-industrial zone (also 200% / 60%). Neither is in the commercial zone around the station (400% / 80%); both are roadside formats on low-rise land along the national highway with large surface car parks, and Route-Inn Kanonji offers 137-140 free surface parking spaces. JR Clement Inn Takamatsu Hyogomachi, on the other hand, is in a commercial zone (600% / 80%), as is HOTEL RAH (400% / 80%); these reuse existing buildings in the high-density city center. Both are “2026 openings,” but outside the capital the supply is built on generous land, while in the capital it is converted buildings, a difference that also feeds into the required-ADR estimate.

Where the Demand Comes From: Manufacturing Business Trips, a University Hospital, Expressway ICs and the 88-Temple Pilgrimage

Behind the operators’ judgment that more than 300 limited-service rooms could work outside the capital lies business demand, not tourism. Tallying the MIC and METI Economic Census for Business Activity (2021) within 1 km of Kanonji Station gives 543 establishments and 4,475 employees, of whom office-type workers make up only 6.9%. In other words, there is no office district around the station; demand comes from factories outside the radius. METI’s RESAS regional economic analysis names pulp, paper and paper products manufacturing and food manufacturing as Kanonji City’s main industries, and presents neighboring Mitoyo City as an area where labor productivity in food manufacturing has risen sharply. Paper, sanitary product and food plants continuously generate business trips for capital investment and maintenance, supporting weekday demand from Monday through Thursday.

Amaze itself named two purposes when announcing the Kanonji property: business travelers and a base for the Shikoku 88-temple pilgrimage. Kanonji City is home to Temple No. 68 Jinne-in and No. 69 Kannon-ji side by side, followed by No. 70 Motoyama-ji and No. 71 Iyadani-ji in Mitoyo City, a stretch where pilgrims on foot or by bus need lodging. The site is also about 12 minutes from Onohara IC on the Takamatsu Expressway, with Sanuki-Toyonaka IC close by, so it can capture drivers using it as a stopover between Matsuyama or Kochi and the Seto Ohashi Bridge.

Miki Town’s demand structure is even clearer. Kagawa University Hospital in Ikenobe, within the town, had 613 beds and 1,614 staff as of April 1, 2025 (440 physicians, dentists and residents; 721 nurses and midwives). A university hospital generates year-round lodging demand from accompanying family members, academic meetings and training, and medical device and pharmaceutical sales, yet until 2025 Miki Town had only the 39 rooms of Toresta Shiroyama listed on major booking sites, and that demand flowed into Takamatsu City. AZ Miki’s 158 rooms are positioned to capture that outflow within the town, and being 7 minutes from Takamatsu-higashi IC also gives access to central Takamatsu. Because small-area tabulations of the Economic Census are sparse within 1 km of this site, this article does not use employment as evidence of demand there.

Takamatsu Hyogo-machi is a contrast, with 4,075 establishments and 43,448 employees within 1 km and an office-type share of 25.7%, one of the largest business concentrations in Shikoku. JR Clement Inn Takamatsu Hyogomachi is a 7-minute walk from JR Takamatsu Station and faces the Hyogo-machi stop of the airport limousine bus; as one of nine hotels the JR Shikoku Group operates across the four Shikoku prefectures and Hyogo Prefecture, it is located to capture both business and inbound travelers.

How the New Supply Is Filling: Kagawa Business Hotel Occupancy Is Above Last Year Despite the Added Rooms

First, check against official statistics whether demand has kept pace with the added supply. The Japan Tourism Agency’s Overnight Travel Statistics Survey occupancy rate (Kagawa, business hotels) rose from 62.5% for 2024 to 69.7% for 2025, and in 2026 has run at 60.9% in January, 74.6% in February, 75.6% in March, 71.0% in April, 71.3% in May, 63.6% in June and 66.8% in July (all preliminary). The same months of 2025 were 57.6%, 67.5%, 69.5%, 66.5%, 72.8%, 65.1% and 65.1%, so the simple January-July average rose from 66.3% to 69.1%, +2.8 points. Over this period the prefecture added Toyoko Inn Takamatsu Ekimae (150 rooms, March 2025), Route-Inn Kanonji (187 rooms), AZ Kanonji (158 rooms) and AZ Miki (158 rooms), yet occupancy came in above the previous year. Note, though, that the survey’s stratification basis changed from number of employees to number of rooms in January 2026, so year-on-year comparisons should be read with some latitude.

Source: Japan Tourism Agency, Overnight Travel Statistics Survey time-series tables (occupancy by prefecture and accommodation type). Stratification basis changed from January 2026

For the latest three months, MetroEngines Research’s estimated OCC (based on OTA inventory) fills the gap. Estimated OCC for Kagawa as a whole (128-133 properties / 5,506-5,694 rooms, based on major booking site listings) was 77.5% in July 2026, 83.9% in August and 80.1% in September; for business hotels alone (42 properties / 2,995 rooms) it was 79.3%, 82.9% and 79.4%. By day of week, business hotels in September ran at 79.4% Sunday-Thursday and 79.2% Friday-Saturday, almost flat, without the weekend tilt seen at ryokan (September: 77.4% Sun-Thu, 84.5% Fri-Sat) or resorts (78.4% and 84.3%). A structure of weekdays filled by business demand is visible across the prefecture’s business hotels, and weekdays are exactly the market the limited-service hotels outside the capital are targeting.

Estimates based on the sell-through of inventory sold on OTAs, which differ from each property’s actual overall occupancy

This article does not calculate an estimated OCC for Kanonji City alone, because its fixed cohort has fewer than 10 properties. Looking instead at property-level remaining-room trends over the 12 mostly weekday days from September 7 to 18, 2026, Hyper Inn Kanonji Ekimae (41 rooms; its allocation on major booking sites is 92.7% of total rooms) reached zero rooms remaining on 11 of the 12 days, and Family Lodge Hatagoya Sanuki Kanonji (14 rooms; 71.4%) also showed zero remaining on 11 days. Hotel Route-Inn Kanonji (187 rooms) also hit zero remaining on 11 days, but because its allocation on major booking sites is only 31% of its total rooms, this means it sold out its public allocation, not that the whole hotel was full. Possible reasons for the small allocation include selling mainly through other channels such as the official site and corporate contracts, releasing inventory gradually as check-in approaches, or contracts that limit the allocation to booking sites. Either way, the fact that a 187-room hotel less than a year old is using up its booking-site allocation on weekdays shows that weekday demand in western Kagawa is absorbing the new supply (in Kanonji City, 17 of 38 properties are observed, and the assessment uses the 11 properties with a public allocation of 30% or more).

Rates: Kanonji Was ¥6,653 in September, -5.1% YoY; Takamatsu ¥8,620, +5.9%

While occupancy held up, rates show the shadow of the supply increase. Kanonji City’s estimated settled ADR was ¥6,653 in September 2026 (N=12 properties), down 5.1% from ¥7,013 a year earlier (N=9 properties). July was ¥6,463 (prior year ¥6,484, -0.3%) and August ¥6,618 (prior year ¥6,362, +4.0%), so summer held at last year’s level before softening in September. Mitoyo City was ¥6,784 in September, down 10.2% from ¥7,557 (N=5 properties), and Miki Town ¥6,873 (note the small base of 2 properties). The capital, Takamatsu City, by contrast rose to ¥8,620 in September from ¥8,138 (+5.9%), and Marugame City to ¥7,096 from ¥6,544 (+8.4%). Takamatsu’s August looks like -15.5% at ¥9,014 against ¥10,665 a year earlier, but August 2025 was the summer session of the Setouchi Triennale 2025 (August 1-31), so the comparison is against a festival year in which the 107-day event drew 1.08 million visits.

Rates falling in western Kagawa while rising in the capital and Marugame means that where supply was added and where demand is strong do not line up. Both new hotels in Kanonji opened in the sub-¥10,000 per-room band on estimated settled ADR (September 2026: Hotel Route-Inn Kanonji ¥7,511, HOTEL AZ Kagawa Kanonji ¥5,796), adding a large block of new rooms in the same band as the ¥6,000-7,000 median that existing hotels such as Kanonji Grand Hotel and Sunny Inn had been capturing. With demand filled by weekday business use, there is limited room to raise rates, and absorption is proceeding by “holding occupancy and conceding rate.” In the short term this squeezes existing hotels’ revenue, but over the medium term, Kanonji’s lodging capacity having grown by close to 80% can also be seen as letting the city capture locally the western Kagawa business-trip and pilgrimage demand that used to flow to Takamatsu and Marugame. How rates in the prefecture’s 16 municipalities divide into tiers, and how each tier rises into autumn, is covered in Kagawa’s 16 Municipalities: 9.4x ADR Gap and Four Autumn Price Tiers.

Two Operating Styles in One Town: A Hotel With One Price All Year, and Hotels That Move Prices Daily

Within 2 km of Kanonji Station, two operating styles with opposite approaches to pricing sit side by side in the same price band. Tracking each property’s daily listed price (double occupancy, average plan) for the month of September 2026, HOTEL AZ Kagawa Kanonji held ¥9,378 on all 30 days. The company makes “the same price 365 days a year” a pillar of its product, and stated at opening that it does not change prices even over the New Year holidays or Golden Week. Hyper Inn Kanonji Ekimae (¥8,174-8,890) and Park Hotel Kanonji (¥7,503-8,240) also moved by less than 10%, an operating style that sells the reassurance of knowing the price at the time of booking.

Hotel Route-Inn Kanonji, by contrast, ranged from ¥10,584 to ¥21,132, Smile Hotel Kanonji from ¥9,099 to ¥22,457 and Kotohiki-so from ¥11,468 to ¥24,114, moving prices to roughly twice the weekday level on high-demand days. Kanonji Grand Hotel (¥10,598-15,658) and Hotel Sunny Inn (¥8,767-12,444) fall in between, with modest premiums on weekends and holidays. Neither style is better; they play different roles. Flat-price hotels are strong with guests who set their budget first, such as corporate contracts and pilgrims, and build stable occupancy in a regional city where demand is hard to read. Hotels that move prices daily secure rate on demand peaks such as fireworks festivals, the art festival or scheduled plant maintenance periods, adding to annual revenue. For a prospective entrant, this means entering a market where both tiers are already in place requires a third axis, for example product design around breakfast, parking or extended-stay discounts.

Required ADR for a 100-160 Room Roadside Hotel: ¥6,700 at ¥1.5M per Tsubo, Over ¥10,000 at ¥2.4M

Next, we estimate the rate needed to newly build a 150-room roadside limited-service hotel under the same conditions as Kanonji and Miki. The assumptions are as follows: a 4,000 m² site (including surface parking), total floor area of about 1,000 tsubo (3,300 m², 22 m² per room), steel frame. For land, Kanonji uses the official land price at Sakamoto-machi 5-chome of ¥59,200/m², and Miki the benchmark land price in Kabushi of ¥32,800/m². Construction cost uses the 2025 national steel-frame average of ¥2.405M per tsubo, based on MLIT construction starts statistics, as Case B, and ¥1.5M per tsubo, shown in industry materials as the lower bound for limited-service hotels, as Case A; assuming a 2028 opening, construction cost inflation of +5.3% in 2026 and +5.0% in 2027 (Turner & Townsend’s Japan market forecast) is built in. The GOP margin is set at 45% (midway between the 38.9% Invincible Investment Corporation discloses for its 91 operated properties and the 50-60% benchmark for limited-service hotels), and occupancy at 80% year-round (a model assumption, higher than the 69.7% JTA figure for Kagawa business hotels in 2025, and equivalent to our estimated OCC of 79-83% over the latest three months). The “NOI yield” in the table is a simplified form, GOP (room revenue x 45%) divided by total investment, without deducting an FF&E reserve or property tax (the deducted values are in the right-hand column of Table 6 below).

This is a simplified estimate; actual investment decisions require a detailed feasibility study

The result is clear. If construction can be held to ¥1.5M per tsubo, the required ADR at a 7% yield is ¥6,700 in Kanonji and ¥6,400 in Miki, almost matching the September 2026 estimated settled ADR (Kanonji ¥6,653). In other words, an operator that can create 80% weekday occupancy with low-cost construction and a simple product, such as a flat price and free breakfast, could make it work even at current rate levels. Conversely, building at the 2025 national steel-frame average of ¥2.405M per tsubo pushes the required ADR above ¥10,000 in Kanonji and to ¥9,900 in Miki, meaning a rate about 50% above today’s level must be achieved year-round. Because land is cheap, its contribution is small (5-13% of total investment), and what decides success is construction cost and GOP margin. This picture is consistent with the fact that the chains that entered outside the capital in 2026 are ones with strengths in low-cost operation.

Sensitivity matters too. Taking Kanonji at Case A and a 7% yield as the base, a 10% lower ADR requires 89% year-round occupancy, and occupancy 5 points lower (75%) requires an ADR of ¥7,200. If both happen at once, the yield falls from 7% to around 5.9%. Since occupancy takes time to ramp up in the first year, cash flow should be separately checked assuming first-year annual occupancy of 65-70%.

Moving construction cost and occupancy together shows the range of conditions under which a project works. The table below gives the required ADR for the 150-room Kanonji format under the same assumptions as above (land ¥240M, construction inflation for 2026-2027 built in, 45% GOP margin, 7% yield), with construction cost in four steps and annual occupancy in five. The rightmost column compensates for this article’s simplified form, which treats GOP as NOI, by showing values after deducting an FF&E reserve (4% of room revenue) and property tax, insurance and similar costs (provisionally 0.8% of total investment).

Source: MetroEngines Research & Consulting estimates (same assumptions as Table 5; column headers are assumed annual occupancy; required ADR rounded to the nearest ¥100). Reference: Kanonji City estimated settled ADR was ¥6,653 in September 2026

At the September 2026 estimated settled ADR of ¥6,653, a 7% yield is achievable at 80% annual occupancy only if construction cost is about ¥1.48M per tsubo or less, roughly the level of the table’s top row. If occupancy stays at 70%, even ¥1.5M per tsubo requires ¥7,700, beyond current rates. Deducting the FF&E reserve and property tax as well, the construction cost that delivers 7% at the same ¥6,653 drops to about ¥1.17M per tsubo. In Miki, where land is ¥110M cheaper, the guideline under the same conditions is up to about ¥1.58M per tsubo, but its ADR base is only 2 properties. The statement above that a project “could make it work even at current rate levels” applies only to operators that hold construction cost to the limited-service lower bound and create 80% annual occupancy from weekday demand; as the right-hand column of Table 6 shows, once operating cost deductions are included, the break-even line for a new build sits a step above current rates. The later judgment that small projects in Miki and conversions in Takamatsu are more realistic than new builds reflects this range.

Pipeline for 2027 and Beyond: Confirmed Projects Are 92 Rooms in Takamatsu and 22 in Naoshima; Construction Starts Surged in 2024

Future supply is described here only where it can be confirmed in published sources. The 2027 openings confirmed in Kagawa are Mandarin Oriental Setouchi – Takamatsu in the Sunport district of Takamatsu City (92 rooms, 13 floors above ground and 1 below, planned for summer 2027) and Mandarin Oriental Setouchi – Naoshima in Honmura, Naoshima Town (22 rooms, planned for around the same time), 2 projects with 114 rooms. The Takamatsu project was originally planned to open in September 2025, but a design review prompted by soaring construction material costs delayed it by about two years and cut it from 19 to 13 floors; as of a July 2024 news report, a summer 2027 opening and a price band of ¥80,000 or more per night were indicated. As of this writing, no published material indicating openings in 2027 or later could be found for Kanonji City, Mitoyo City, Miki Town or Marugame City. Our planning data, based on MLIT’s Building Construction Statistics Survey, also contains no relevant projects in Kagawa, though this does not rule out plans whose building confirmation applications have not yet been filed being added later. Both Mandarin Oriental projects target the luxury segment, so they do not compete directly with the limited-service supply discussed in this article.

Kagawa lodging building construction starts: floor area and number of buildings (2017-2024)
Source: e-Stat, Statistics on Building Construction Starts (Stat ID: 0003114490, use: accommodation, all builders). The 71 buildings in 2024 include small vacation rentals and simple lodgings

Looking at construction starts as a leading indicator, lodging buildings in Kagawa surged from 12 buildings, 6,638 m² and ¥1.56B in estimated construction cost in 2023 to 71 buildings, 26,610 m² and ¥23.61B in 2024. Many of the buildings are likely small vacation rentals and simple lodgings, but the 26,600 m² of floor area is among the largest on record, exceeding 2017 (15 buildings, 19,300 m²) and 2020 (20 buildings, 21,600 m²), and it lines up with the 2025-2026 launch of the two Kanonji and Miki hotels and Route-Inn Kanonji. In the 2025 annual figures (the use category changed to “hotels or ryokan,” so the series differs from 2024 and earlier), Kagawa recorded 38 buildings, 22,188 m² and ¥15.43B in estimated construction cost, keeping floor area at the second-highest level after 2024. Whether there is a next wave heading into 2027-2028 will depend on whether this level continues. An analysis that converts construction start floor area by prefecture into rooms and ranks supply depth against existing stock is in Japan Hotel Construction Starts 2024: 97,000 Rooms, 57% of Peak.

On the demand-event side, the next Setouchi Triennale is scheduled for 2028. In 2025 the spring, summer and autumn sessions over 107 days drew 1.08 million visits, 1.5 times the previous edition, with a reported economic ripple effect of ¥19.5B. Takamatsu City’s estimated settled ADR jumped to ¥10,665 in August of the festival year, and when rooms in the capital tighten in the run-up to 2028, rooms in Kanonji and Miki, 30-40 minutes by train from Takamatsu, could serve as overflow capacity. A design in which supply outside the capital builds its base on weekday business demand and adds upside in the festival year that comes once every three years is likely the realistic scenario for absorbing the 316 rooms of the two 2026 hotels.

Investment Summary: Three Ways In and the Main Risks

Saturated Kanonji, ¥6,000-10,000 band, roadside

Route-Inn’s 187 rooms and AZ’s 158 rooms added 345 rooms in two years, and both the flat-price and daily-variable styles are now present. Adding another new build in the same band only works for an operator that achieves both ¥1.5M-per-tsubo construction and 80% weekday occupancy.

Opportunity 1 Miki: a second outlet for university hospital demand

The town has 197 rooms against a university hospital with 613 beds and 1,614 staff. With land at ¥33,000/m², one-fifteenth of the capital, there is room for small 60-100 room projects designed around extended stays and breakfast for accompanying family, training and medical sales.

Opportunity 2 Repositioning existing buildings in central Takamatsu

Within 2 km of Hyogo-machi, at 127 properties and 6,059 rooms, net new builds have stopped, and the two 2026 hotels are conversions. On commercial land at ¥486,000/m², acquiring and renovating older buildings to capture rates in the 2028 festival year is more realistic than building new.

Table 7: Main risk factors for investment decisions
Risk factorRatingDetails
Rate pressure (western Kagawa)MediumSeptember ADR was -5.1% YoY in Kanonji City and -10.2% in Mitoyo City. Supply close to 80% of existing stock arrived in two years, and a rate recovery needs demand sources beyond weekdays (pilgrimage, festival years)
Construction costHighBuilding at the 2025 national steel-frame average of ¥2.405M per tsubo pushes the required ADR above ¥10,000. Increases of around 5% a year are forecast for 2026-2027. On the other hand, high construction costs also deter follow-on new supply
Additional supplyLowNo published plans for 2027 or later confirmed in Kanonji, Miki or Marugame. Planning data based on building confirmation applications also shows zero for now (it could rise as applications are added)
Demand concentrationMediumDemand is concentrated on the university hospital in Miki and on manufacturing in Kanonji. Capital investment cycles or hospital restructuring feed directly into occupancy
Land pricesLowCommercial land in Kanonji and Miki is -0.2% to -0.9% YoY, and land acquisition is only 5-13% of total investment

Conclusion

Broken down using published sources, the five 80+ room hotels with 686 rooms that opened in Kagawa in 2026 split into two new builds with 316 rooms and three conversions of existing buildings with 370 rooms, and the net increase was concentrated outside the capital, in Kanonji and Miki. Rooms within 2 km of Kanonji Station grew from 267 in 2017 to 786, and Miki from 39 to 197, yet the prefecture’s business hotel occupancy rate (JTA) held up at +2.8 points YoY for the January-July 2026 average, and estimated OCC over the latest three months was 79-83% with almost no gap between weekdays and weekends. Absorption is progressing, but at the cost of Kanonji City’s estimated settled ADR falling to ¥6,653 in September (-5.1% YoY), widening the gap with the capital, Takamatsu City (¥8,620, +5.9%). For a new 150-room build under the same conditions, construction at ¥1.5M per tsubo makes the required ADR match current levels, but the 2025 steel-frame average of ¥2.405M per tsubo requires more than ¥10,000. The next round of supply outside the capital should be judged not on cheap land but on construction cost and the certainty of weekday demand, and Miki’s university hospital demand and the overflow from the capital in the 2028 festival year are what support that certainty.

Frequently Asked Questions

Q. Which large hotels opened as new builds in Kagawa in 2026?
A. The two confirmed as new builds in operators’ published materials are HOTEL AZ Kagawa Kanonji (158 rooms, opened January 18) and HOTEL AZ Kagawa Miki (158 rooms, opened in March). JR Clement Inn Takamatsu Hyogomachi (191 rooms) is a conversion of the former Takamatsu Tokyu REI Hotel through interior renovation, and Smile Hotel Kanonji (91 rooms) is a rebrand of the former Hotel Shetowa Kanonji.

Q. What are hotel rates in Kanonji City?
A. MetroEngines Research’s estimated settled ADR (per room for double occupancy, tax-excluded equivalent) was ¥6,653 in September 2026, against ¥7,013 a year earlier. Takamatsu City was ¥8,620 in the same month.

Q. What rate would a 150-room business hotel in Kanonji need?
A. In this article’s simplified estimate, assuming construction at ¥1.5M per tsubo, 80% annual occupancy and a 7% NOI yield, the required ADR is about ¥6,700; with construction at the 2025 national steel-frame average of ¥2.405M per tsubo, it is about ¥10,300. Actual decisions require a detailed feasibility study.

■ Estimate Assumptions

150 rooms, total floor area about 1,000 tsubo (3,300 m²), 4,000 m² site, steel frame. Total investment = land (official or benchmark land price x 4,000 m²) + construction cost (cost per tsubo x 1,000 tsubo x 1.053 x 1.050), excluding design fees, initial FF&E, pre-opening costs and interest. Required ADR = total investment x target yield / (45% GOP margin x 150 rooms x 365 days x annual occupancy). The “NOI yield” in Table 5 is a simplified form using GOP as is; values after deducting an FF&E reserve (4% of room revenue) and property tax, insurance and similar costs (provisionally 0.8% of total investment) are shown in the right-hand column of Table 6.

■ Limitations and Notes

Estimated settled ADR and estimated OCC are estimates based on OTA inventory and differ from properties’ actual results. Miki Town (N=2) and Mitoyo City (N=5) have small bases and are for reference only. JTA 2026 figures are preliminary, and the stratification basis changed in January 2026. From 2025 the use category in the construction starts statistics changed to “hotels or ryokan,” so the series differs from the “accommodation” category used through 2024. The opening list is limited to 80+ rooms, so openings under 80 rooms, such as Livemax Resort Kanonji (55 rooms, June 2026, about 4 km from Kanonji Station), are not included in the five. Required ADR is a simplified estimate using only land and construction cost as the denominator; actual investment decisions require a detailed feasibility study.
