Area & Property Analysis

Laying out MetroEngines Research’s estimated settled ADR (average daily rate) by municipality for January 2027 — calculated from listings as of October 11, 2026 — across five prefectures (Hokkaido, Nagano, Niigata, Yamagata and Gifu), the top of the table belongs to snow-country towns with ski resorts: Kutchan Town ¥49,400, Niseko Town ¥37,000, Shinano Town ¥29,700, Hakuba Village ¥28,700 and Yuzawa Town ¥28,200. The same five prefectures also include cities such as Niigata’s Chuo Ward, where the winter rate sinks to ¥7,100, so the gap between municipalities reaches 7x. This article splits the 98 municipalities with 5 or more properties in the sample into five price tiers and examines, from an investor and operator perspective, how much room stock sits in each tier, how large the winter premium is compared with August, and which price bands new openings since 2025 have entered.

Metric Definitions Used in This Article

  • ADR (average daily rate) = estimated settled rate (tax-excl. equivalent), calculated by applying a segment-specific adjustment factor to the lowest-plan level each property publishes on OTAs (2 guests per room, per-room rate, tax-incl.). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures. Area-level ADR is the median of the properties in the sample (the level of a typical property in the area). The sample covers five segments — business, city, resort, ryokan and capsule — and excludes pensions, vacation rentals, guesthouses and similar. “N” in the text is the number of properties in this sample.
  • Listed price (all-plan average, tax-incl.) = the average of all plans each property publishes (room-only through meal-inclusive). Because unsold high-priced plans stay listed, it structurally runs above settled levels. It is reported separately from ADR.
  • Room stock = the number of properties and rooms registered as operating in MetroEngines Research’s property data (as of October 16, 2026, regardless of OTA listing). “OTA-listed properties” is the number of properties with a confirmed selling price for January 2027 — a different figure.
  • Winter premium ratio = the same municipality’s January 2027 ADR divided by its August 2026 ADR. 1.5x or more is classed as “winter-specialized”, 1.15-1.5x as “winter-leaning”, 0.85-1.15x as “year-round” and below 0.85x as “summer-type”.
  • Data source: MetroEngines Research. December 2026 to February 2027 figures are estimates based on listing levels at the time of the survey and will change as listings are added and prices adjusted.
Key Takeaways
  • — Kutchan Town at ¥49,400 (N=17) ranks first among the 98 municipalities in the five prefectures by estimated settled ADR for January 2027, followed by Niseko Town ¥37,000, Shinano Town ¥29,700, Hakuba Village ¥28,700 and Yuzawa Town ¥28,200 (estimates based on listings as of October 11, 2026).
  • — The top two tiers (¥18,000+) hold only 18.0% of rooms, while 48.6% (80,419 rooms) sit in Tiers 4 and 5 below ¥14,000. The higher the rate, the thinner the room stock.
  • — Winter premium ratio: winter-specialized Kutchan (2.48x) and Hakuba (2.21x) contrast with year-round Takayama (0.99x) and summer-type Karuizawa (0.60x). Winter-specialized markets at 1.5x or more number 19 municipalities with 27,523 rooms.
  • — The 76 Tier 1 openings average 12.6 rooms each, and 71% are vacation rentals or cottages. In room terms, new supply concentrated in Tier 3 (126 properties, 3,690 rooms), led by Sapporo Chuo Ward and Takayama.
  • — The gap between listed price and estimated settled ADR is about 3.2x in Niseko Town. Using listing-based figures as settled rates in investment decisions badly misreads winter rate levels.

January 2027 ADR by Municipality — All Top 5 Are Ski-Resort Towns

Start with the overall ranking. Table 1 shows the top 20 of the 98 municipalities with 5 or more properties in the estimated settled ADR sample for January 2027. Kutchan Town leads clearly at ¥49,400 (N=17), followed by Niseko Town at ¥37,000 (N=8). Third-placed Shinano Town (¥29,700) covers the Kurohime and Lake Nojiri area, while fourth-placed Hakuba Village (¥28,700, N=26) and fifth-placed Yuzawa Town (¥28,200, N=37) are both large ski areas within day-trip range of the Tokyo metropolitan area. Sixth-placed Sapporo Minami Ward (¥27,900) includes Jozankei Onsen, and together with seventh-placed Shiraoi Town and eighth-placed Niigata Nishikan Ward (Iwamuro Onsen), eight municipalities fall into Tier 1 at ¥25,000 or more.

The gap with listed prices deserves attention. Niseko Town’s listed price (all-plan average, tax-incl.) is ¥117,600, about 3.2x its estimated settled ADR, and Kutchan Town lists at ¥83,600 against ¥49,400 — reading listing-based figures as settled rates badly misjudges the level. The gap widens in areas where high-priced condominium-style plans stay listed throughout January. Hakuba Village lists at ¥66,000 and Yuzawa Town at ¥43,500, yet their estimated settled ADRs differ by only ¥400 — a picture invisible from listing levels alone. How the gap between listed and settled prices moves month by month across the five prefectures is analyzed in detail in Snow Country Winter ADR at 40-50% of Listed.

Municipalities with fewer than 5 properties in the sample are excluded from the table above and shown separately in Table 2 as reference values. Rusutsu Village has the highest listed price in the five prefectures at ¥236,100 (14 listed properties), but only 2 properties are in its estimated settled ADR sample. The same applies to Shimukappu Village (home to Tomamu) and Akaigawa Village (Kiroro): the prices of one or two large resorts become the municipality’s figure, so they cannot be treated as “the level of a typical property in the area”. Mixing them into the ranking because of their large numbers would mean comparing different populations.

Five Price Tiers and Room Stock — 18% of Rooms in the Top 2 Tiers, 49% in the Bottom 2

What does this rate ranking look like once room volume is layered on? Table 3 divides the 98 municipalities into five tiers by estimated settled ADR for January 2027 and sums the operating properties and rooms in each tier. The 98 municipalities hold 165,421 rooms in total (4,161 properties); Tier 1 (¥25,000+) accounts for just 8 municipalities and 14,705 rooms, or 8.9% of the total, and adding Tier 2 brings it only to 18.0%. By contrast, Tiers 4 and 5 hold 48.6% of rooms. High winter rates are not a story about snow country as a whole but about a limited footprint of under 20% of rooms. Japan’s 30 Ski Resorts: 40,419 Rooms Within 3km, Top 3 Hold 39%, which recounts rooms within 3km of each ski area, shows the same skew from a different angle.

Looking inside the tiers, “high price, thin stock” areas separate clearly from “low price, deep stock” ones. The former are typified by Niseko Town (¥37,000, 831 rooms), Shinano Town (¥29,700, 600 rooms) and Shiraoi Town (¥26,800, 148 rooms): all in Tier 1, yet none reaches 1,000 rooms. Kutchan Town, at 1,853 rooms, is also thin for its rate. The latter include Hakodate (¥8,900, 7,623 rooms), Niigata Chuo Ward (¥7,100, 6,415 rooms), and Kushiro and Obihiro (3,000+ rooms each), which hold thousands of rooms despite being in Tier 5. Figure 2 plots this relationship as a scatter chart: deep urban inventory sits to the lower right of the horizontal axis (room stock, log scale), and thin resort inventory to the upper left.

Tier 3 also deserves attention, however. Sapporo Chuo Ward (¥14,600, 21,417 rooms) and Takayama (¥17,900, 5,233 rooms) fall into this band, giving Tier 3 alone 55,182 rooms — the largest room volume of any tier. The core of lodging demand in Hokkaido and Gifu lies in this middle band, so when it moves, the figures for all five prefectures move. Map 1 shows each municipality as a circle colored by tier and sized by rooms. Small, dark circles cluster in Shiribeshi in Hokkaido (Kutchan, Niseko), Kitaazumi in Nagano (Hakuba, Otari) and Uonuma in Niigata (Yuzawa, Minamiuonuma), while large, light circles sit over the urban areas of Sapporo, Hakodate and Niigata. Room volume around each ski area is summarized in Japan’s 30 Ski Resorts: 40,419 Rooms Within 3km, Top 3 Hold 39%.

Winter Premium Ratio — Winter-Specialized Kutchan (2.5x) and Hakuba (2.2x) vs Summer-Type Karuizawa (0.60x)

Alongside the rate level, it is worth asking whether that rate is a winter-only phenomenon or a year-round one. Dividing each municipality’s January 2027 ADR by its August 2026 ADR (a finalized month) across the 98 municipalities gives 19 “winter-specialized” municipalities at 1.5x or more (27,523 rooms), 29 “winter-leaning” at 1.15-1.5x (42,118 rooms), 34 “year-round” at 0.85-1.15x (58,983 rooms) and 16 “summer-type” below 0.85x (36,797 rooms).

The highest ratios are Kutchan Town at 2.48x (¥19,900 in August to ¥49,400 in January), Niseko Town 2.32x, Shiraoi Town 2.24x and Hakuba Village 2.21x (¥13,000 to ¥28,700); Tier 1 towns are almost all winter-specialized. Yuzawa Town (1.90x), Myoko (1.81x) and Shinano Town (1.82x) belong to the same group. Takayama (0.99x), Gero (0.95x), Noboribetsu (1.08x) and Furano (1.14x), on the other hand, are year-round markets with little seasonal rate swing. Karuizawa Town is a summer-type market at 0.60x (¥38,100 in August vs ¥22,800 in January) — the opposite seasonal direction to Hakuba Village, even though both are highland resorts in Nagano.

When reading the ratio, it is necessary to separate whether January is high or August is low. Yamagata City (1.80x) and Gifu’s Minokamo and Kani (1.5-1.6x) fall into the winter-specialized group because their August estimated settled ADR is low at ¥6,500-¥12,600, which makes them different in character from ski areas where demand concentrates in winter. Yamagata City rises to ¥22,600 in January because its municipal area includes Zao Onsen (Yamagata City’s price bands and Zao’s winter uplift are covered in Yamagata City Hotels: 4,035 Rooms, ADR ¥12,300 and a Price-Band Map), but the ratios for Gifu’s business cities should be read as reflecting the summer lull. Rather than judging “strong in winter” from the ratio alone, combining it with the rate level (tier) distinguishes four types: winter-specialized/high rate (Kutchan, Niseko, Hakuba, Yuzawa), winter-specialized/mid rate (Myoko, Otari, Iiyama), year-round/mid rate (Takayama, Gero, Noboribetsu) and summer-type (Karuizawa, Achi, Sado).

Where New Supply Landed — Vacation Rentals in the Top Tiers, Room Volume in Tier 3

Next, new-opening data shows where investment is heading. Within MetroEngines Research’s coverage, 535 lodging properties with 10,268 rooms opened in the five prefectures between January 2025 and October 16, 2026 (based on confirmed OTA listings); Table 5 tallies those in the 98 municipalities by tier. Tier 1 saw 76 openings but only 956 rooms — 12.6 rooms per property — and 71% were vacation rentals or cottages. In Hakuba Village, 27 properties opened with 89 rooms, an average of 3.3 rooms each. Entry into the high-rate band is taking the form of small, whole-unit rentals.

The picture changes in room terms. Tier 3 added 126 properties and 3,690 rooms, centered on Sapporo Chuo Ward (25 properties, 2,132 rooms) and Takayama (28 properties, 784 rooms). Tier 4 also saw 94 openings with 2,016 rooms, and in Chitose three business hotels totaling 611 rooms opened in a cluster between June and August 2026. In other words, room-based new supply flowed to mid-priced cities, while the high-rate ski areas received only thin, low-room-count supply. Kutchan Town added a 310-room resort hotel in September 2026 and Yuzawa Town a 220-room resort hotel in February 2026, but these are exceptions in scale: the two account for 55% of all rooms opened in Tier 1.

The two right-hand columns cover the 69 openings in the 98 municipalities for which a January 2027 estimated settled ADR could be calculated. Openings are based on the establishment date in the property data and may include renamings and operator changes. Listings for openings in the second half of 2026 are not yet complete, so these figures will rise.

The price positioning of new openings is also telling. Comparing the 69 openings in the 98 municipalities that have their own January 2027 ADR against the median of their municipality, 6 of 9 in Tier 1 and 6 of 7 in Tier 2 priced above the area median, with median ratios of 1.32x and 1.75x respectively. New entrants in high-rate areas are reaching above existing levels. In Tier 4, by contrast, only 3 of 13 did (0.95x), and in Tier 5 only 5 of 13 (0.88x): many enter at or below the median. Table 6 lists the 10 municipalities with the most openings.

Among individual openings, in Takayama Hotel Associa Takayama Resort reopened on September 14, 2026 rebranded as Hilton Takayama Resort (283 rooms in total; about 90 rooms at opening, increasing as renovation progresses, with full operation planned for spring 2027), and in Sapporo Chuo Ward Hyatt Centric Sapporo (216 rooms) opened on October 3, 2026. One is a brand conversion of an existing property and the other a new upscale hotel, but both create a new price band above the area median in Tier 3 cities.

Implications for Investors and Operators — Three Plays by Tier and Season

In summary, winter rates in the five prefectures come down to three points: “Tiers 1 and 2 hold 18% of rooms”, “Tier 1 is almost entirely winter-specialized” and “new supply is either small vacation rentals or mid-priced urban hotels”. Based on this, the plays for each tier are as follows.

Tiers 1 and 2 (winter-specialized, high rate) — room for mid-size hotels in thin stock

In these tiers, thin room stock combines with the fact that new supply skews toward properties of a dozen or so rooms. Kutchan Town’s 1,853 rooms, Niseko Town’s 831 and Shinano Town’s 600 are each less than a tenth of Sapporo Chuo Ward. Hotel-format properties of 50-150 rooms remain few, leaving room for vessels to absorb winter demand (Niseko’s high-end supply structure is explored in Niseko’s Top Tier: Just 2 Hotels, 75 Rooms). But with August ADR falling to ¥19,900 in Kutchan Town and ¥13,000 in Hakuba Village — less than half of January — year-round economics hinge on how summer through autumn is filled. Investment premised on winter rates should be considered together with a summer occupancy plan.

Tier 3 (year-round, mid rate) — upscale hotels are building a price band above the median

This tier has the deepest room volume, and large new supply continues to arrive. Year-round markets with ratios around 1x, such as Takayama, Gero and Noboribetsu, swing little by season, so absorption of new supply has to come through occupancy. In Takayama and Sapporo Chuo Ward, where large upscale hotels arrived in 2026, whether a new price band takes hold above the area median could become an opportunity for existing properties to lift their rates as well.

Tiers 4 and 5 (urban, deep stock) — capturing pre/post-stay and touring demand

In these tiers, winter rates fall below ¥10,000, as with Hakodate at ¥8,900 and Niigata Chuo Ward at ¥7,100. Rather than chasing rate here, the upside lies in designs that capture pre/post-stay and transit demand from winter-specialized areas — or, in Hokkaido cities where rates rise in February (Sapporo Chuo Ward ¥22,700, Chitose ¥20,900), in setting sales windows aligned with Snow Festival and ski-touring traffic.

It is also worth confirming the demand-side backdrop. According to the Japan Tourism Agency’s Overnight Travel Statistics Survey, room occupancy in January 2026 was 52.7% nationwide and 57.9% in Hokkaido (-4.2pt YoY), and foreign guest nights totaled 12.83 million nationwide (-15.3% YoY). JNTO estimates put visitor arrivals in August 2026 at 3,098,900 (-9.6% YoY): China fell sharply by 59.0%, while Italy and Spain set single-month records. The market mix that has supported snow-country winter demand is in transition, and whether January 2027 rates land at the listing levels seen at the time of the survey depends on the speed of that shift.

⚠ Note on ADR for future dates: The December 2026 to February 2027 ADR in this article are estimates based on selling prices published on OTAs as of October 11, 2026, and will change as check-in approaches through new plans and price adjustments. The number of OTA-listed properties (for example, Hakuba Village has 170 in January versus 360 in August) is also still being observed; please bear in mind both the possibility that prices currently set high are cut in last-minute adjustments and, conversely, that more listings move the median. August 2026 values are based on results for a finalized month.

Frequently Asked Questions

Q. Which municipality has the highest hotel rate for January 2027?

On MetroEngines Research’s estimated settled ADR (5+ properties in the sample), Kutchan Town in Hokkaido is highest at ¥49,400, followed by Niseko Town ¥37,000, Shinano Town in Nagano ¥29,700, Hakuba Village ¥28,700 and Yuzawa Town in Niigata ¥28,200. Rusutsu Village and similar have fewer than 5 properties in the sample and are treated as reference values.

Q. Why do listed prices and estimated settled ADR differ so much?

The listed price is the average of all plans each property publishes (tax-incl., 2 guests per room) and runs high because unsold high-priced plans stay listed throughout the period. Estimated settled ADR is an estimate of the settled rate (tax-excl. equivalent), calculated by applying a segment-specific adjustment factor to each property’s lowest-plan level and calibrated against property-level results disclosed by listed hotel REITs. In Niseko Town, the estimated settled rate of ¥37,000 is about 30% of the ¥117,600 listed price.

Q. How do you tell winter-specialized markets from year-round ones?

We separate them by the ratio of the same municipality’s estimated settled ADR in January 2027 to August 2026 (the winter premium ratio). Defining winter-specialized as 1.5x or more, Kutchan Town (2.48x), Niseko Town (2.32x) and Hakuba Village (2.21x) qualify, while Takayama and Gero are year-round at 0.85-1.15x and Karuizawa Town is summer-type at 0.60x.

Q. Which areas have high rates but thin room stock?

Among Tier 1 municipalities with a January 2027 estimated settled ADR of ¥25,000 or more, Niseko Town (¥37,000, 831 rooms), Shinano Town (¥29,700, 600 rooms) and Shiraoi Town (¥26,800, 148 rooms) each have fewer than 1,000 operating rooms. Kutchan Town, at 1,853 rooms, has less than a tenth of Sapporo Chuo Ward (21,417 rooms). Conversely, Hakodate (¥8,900, 7,623 rooms) and Niigata Chuo Ward (¥7,100, 6,415 rooms) have low rates but deep room stock.

Q. Which price tiers have new openings since 2025 entered?

Looking by tier at properties opened between January 2025 and October 2026 (based on confirmed OTA listings) in the 98 municipalities, Tier 1 had 76 properties and 956 rooms — 12.6 rooms per property — and 71% were vacation rentals or cottages. By room count, Tier 3 had the most at 126 properties and 3,690 rooms, centered on Sapporo Chuo Ward (25 properties, 2,132 rooms) and Takayama (28 properties, 784 rooms).

■ Data sources

MetroEngines Research estimated settled ADR and listed prices by municipality (Hokkaido, Nagano, Niigata, Yamagata, Gifu; August 2026 to February 2027; listings as of October 11, 2026), operating property data (98 municipalities, 4,161 properties, 165,421 rooms, as of October 16, 2026), and new-opening data (January 2025 to October 16, 2026, based on confirmed OTA listings, N=535 properties). The Japan Tourism Agency’s Overnight Travel Statistics Survey and JNTO visitor arrival statistics are referenced for the demand side.

■ Calculation assumptions

Municipal ADR is the median of properties in the estimated settled ADR sample (five segments: business, city, resort, ryokan, capsule). The 98 municipalities with 5 or more properties in the sample are covered; those with fewer than 5 are separated into a reference table. Tiers are five bands by January 2027 ADR: ¥25,000+ / ¥18,000-25,000 / ¥14,000-18,000 / ¥11,000-14,000 / under ¥11,000. The winter premium ratio is January 2027 ADR divided by August 2026 ADR.

■ Limitations and caveats

December 2026 to February 2027 figures are estimates based on listings at the time of the survey and will change with last-minute price adjustments and added listings. Estimated settled ADR is an estimate (tax-excl. equivalent) derived by applying a segment-specific adjustment factor to the lowest-plan level and differs from each property’s actual settled prices. Pensions, vacation rentals and guesthouses are outside the ADR sample, so in resort municipalities with many vacation rentals the ADR reflects only some properties. Room stock is based on operating registrations regardless of OTA listing, and opening dates may include renamings and operator changes.
