Route Inn Japan (headquartered in Ueda, Nagano Prefecture) opened three hotels with a combined 519 rooms in inland Hyogo — in Tamba-Sasayama, Tamba and Sanda — over roughly a year and a half, from April 2025 to September 2026. In a historic castle town it placed 100 rooms of its upscale, hot-spring-equipped brand Granvillio Hotel; at a highway interchange, 188 rooms of its standard Hotel Route-Inn brand; and in front of a new-town railway station, 231 rooms of the same standard brand. One operator, three locations, three different combinations of brand and scale. This article reads the three hotels as site-selection decisions by location type and lays out, from the perspective of regional landowners, developers and regional lenders: ten years of room stock within a 5km radius of each site, listed prices by brand alongside city-level estimated settled ADR, the depth of demand measured by workers and residents, and the occupancy-and-rate combinations that construction costs require.
Metric Definitions Used in This Article
- ADR (average daily rate): An estimated settled rate (tax-excluded equivalent), calculated by applying a property-type adjustment factor to the lowest-plan level each property publishes on OTAs (per room, 2 adults, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. This is an estimate and differs from each property’s actual transaction prices and accounting figures. Area-level ADR is the median of the properties covered (the level of a typical property in the area).
- Listed price: Per-room rate for 2 adults sharing one room (tax included). “Lowest plan” is the monthly average of each day’s lowest plan; “all-plan average” is the average across all plans, from room-only to meal-inclusive. Because the method differs from estimated settled ADR, this article never puts the two in the same table.
- OCC (occupancy rate): Rooms sold as a share of total rooms in the area (an estimate based on OTA sales inventory; consistency checks against REIT monthly disclosures show accuracy within a few points).
- Room stock (5km radius): All lodging properties within 5km of each site were inventoried one by one, and properties with observed selling prices in the last three months (July–September 2026) were counted as active. Listings before and after a rebrand of the same building were merged into one property. Each year’s value stacks up active properties by opening year; properties that have already closed are not included.
- Data source: MetroEngines Research & Consulting (OTA listing data for about 27,000 properties confirmed as operating, out of those tracked by MetroEngines Research). Employment, population and land prices come from the respective public statistics.
- — 3 hotels, 519 rooms: Between April 2025 and September 2026, Route Inn Japan opened in a castle town (upscale brand, 100 rooms), in front of a highway interchange (standard brand, 188 rooms) and in front of a new-town station (standard brand, 231 rooms), varying brand and scale by location.
- — Room stock within 5km: In front of Hikami IC, stock went from 163 rooms (2016–2024) to 423 in 2026; around Shin-Sanda Station, from 435 to 749 (active properties inventoried one by one, N=8 each).
- — Lowest listed plan about 2.1x: In September 2026 (2 adults, tax included), the upscale brand listed at ¥21,000 versus ¥10,200 for the standard brand at Hikami. City-level estimated settled ADR was ¥6,200–¥7,300 (N=7–9 properties).
- — Depth of demand: Workers within 3km number 17,019 around Shin-Sanda Station, 7,546 in front of Hikami IC and 6,032 in Tamba-Sasayama (Economic Census 2021). In Tamba-Sasayama, weekend tourism demand is the mainstay.
- — Viability line: With investment of ¥17.0–31.5 million per room and assumptions of an 8% GOP yield and a 45% GOP margin, required RevPAR is ¥8,280–¥15,340. At an assumed full-year occupancy of 88%, required ADR is ¥9,410–¥17,430.
Executive Summary — The 3 Hotels and 519 Rooms Read as “Location Type x Brand”
To state the conclusion first: the difference between the three hotels is a difference in which demand they capture, at what rate, and with how many rooms. In the castle town of Tamba-Sasayama, 100 rooms of the upscale brand — with natural hot springs and a dinner venue — capture weekend tourism demand. Its lowest listed plan was ¥21,000 in September 2026 (2 adults, tax included), a different price tier from the city’s typical properties, whose estimated settled ADR in the same month was ¥7,300 (N=9 properties, tax-excluded equivalent). In front of Hikami IC, 188 standard-brand rooms capture the weekday demand of an industrial district with 7,546 workers (809 establishments) within 3km; the lowest listed plan of ¥10,200 sits in the same range as the area’s existing business hotels (¥9,200–¥11,400). The 231 rooms in front of Shin-Sanda Station are sized for the thickest business demand of the three sites — 17,019 workers with a 6.8% office-type share — and for the draw of a station used by more than 10,000 boarding passengers a day.
On the supply side, room stock within 5km of Hikami IC had not moved from 163 rooms through 2024, then rose to 423 in 2026 with two new hotels (a 56-room container-type hotel and the 188-room Route-Inn). Within 5km of Shin-Sanda Station, stock grew from 435 to 749 rooms. Both are trade areas that had seen almost no large-scale new supply for close to a decade, and Route Inn Japan can be read as having treated the length of that gap as room to open. The sections below examine site inventory, pricing, demand and construction costs in turn.
Three Location Types — Castle Town, Highway Interchange, New-Town Station
First, the basic facts from published sources. All three are operated by Route Inn Japan Co., Ltd. The company’s press releases describe Tamba-Sasayama as its fifth property in Hyogo Prefecture, Tamba -Hikami Interchange- as its 369th hotel (sixth in the prefecture) and Kobe Sanda -Shin-Sanda Ekimae- as its 371st (seventh in the prefecture). The prefecture already had Hotel Route-Inn Ono (204 rooms, 2014), Hotel Route-Inn Kasai Hojo no Yado (150 rooms, 2018), Hotel Route-Inn Kato (198 rooms, 2023) and Himeji Castle Granvillio Hotel (261 rooms). The three new hotels extend a sequence of expansion from North Harima into Tamba and then northern Hanshin. How the company reads suburban sites outside Hyogo is examined with the same yardsticks — working population and 5km room stock — in our analysis of the 196-room Route Inn Aichi Togo suburban site.

On the map, the three sites lie about 30km apart from north to south, and their 5km circles do not overlap. The trade areas have clearly distinct characters: Tamba-Sasayama is a small-scale, dispersed market where ryokan and guesthouses cluster in the castle town; Hikami IC is a roadside market with business hotels scattered along National Route 175; and Shin-Sanda is a suburban-city market where hotels of more than 100 rooms line up 2–3.5km from the station. The same operator gave a different answer in each of the three trade areas, which reads as a response to these differences in character.
Existing Rooms Within 5km — 2026 Supply Entered Trade Areas With Almost No Large Supply for a Decade
We inventoried every lodging property within 5km of each site, counted as active those with observed selling prices in July–September 2026, and stacked up room stock by opening year. Tamba-Sasayama has 20 active properties with 405 rooms (8 of them small inns with 1–4 rooms), Hikami IC has 8 properties with 423 rooms, and Shin-Sanda Station has 8 properties with 749 rooms. In Shin-Sanda, a 130-room hotel opened in 2000 was rebranded as ANA Holiday Inn Kobe Sanda in April 2026 and appeared twice in the listings, so it was merged into one property; in Tamba-Sasayama, duplicate listings of the same 2-room inn were likewise merged.
Within 5km of Hikami IC, stock stayed at 163 rooms without a single change from 2016 to 2024. A 16-room guesthouse was added in December 2025, followed in 2026 by the container-type HOTEL R9 The Yard Tamba (56 rooms, opened in February, Develop Co., Ltd.) and the 188-room Route-Inn, bringing the total to 423. A 2.6x increase over ten years looks large, but note how small the 163-room base was. Within 5km of Shin-Sanda Station, stock was fixed at 435 rooms from 2016 to 2020; small hotels were added in 2021 and 2024, and the 231-room Route-Inn in 2026 took it to 749. In Tamba-Sasayama, after a dispersed old-house hotel (21 rooms) opened in 2015, guesthouses were added a few at a time through 2024, and the 100-room Granvillio in 2025 brought the total to 403. How thin existing room stock is around highway interchanges nationwide is mapped in our analysis of lodging supply around Japan’s 50 smart interchanges under construction, which helps put Hikami IC’s small 163-room base in context.

What stands out is that in all three trade areas, most existing properties opened in the 1980s and 1990s. The three existing business hotels near Hikami IC (53, 42 and 42 rooms) opened between 1981 and 1990, and the four existing hotels in Shin-Sanda (130, 130, 117 and 58 rooms) between 1989 and 2000; properties more than 25 years old have formed the core of each trade area. The arrival of a new standard brand with a large bath may act less as competition with existing properties and more as a renewal of lodging capacity for the trade area as a whole.
Listed Prices by Brand — The Upscale Brand Sits at Twice the Level Even on Its Lowest Plan
Next, we line up the three hotels’ listed prices on the same yardstick (2 adults, tax included, September 2026 monthly average). Granvillio Hotel Tamba-Sasayama Wakura’s lowest plan was ¥21,000 and its all-plan average ¥35,900, compared with ¥10,200 and ¥15,000 for Hotel Route-Inn Tamba -Hikami Interchange- — about 2.1x on the lowest plan and about 2.4x on the all-plan average. The 231-room Kobe Sanda hotel started selling in its opening month (the 17 days from September 14) at a lowest plan of ¥13,600 and an all-plan average of ¥18,400, roughly 30% above Hikami. For reference, the 56-room container-type hotel near Hikami IC listed at ¥8,800 (lowest) and ¥10,500 (all-plan average).
The key question is which demand the upscale brand’s price is built on. Granvillio’s rooms are tatami-style with low-set beds, and the hotel offers natural hot springs and a half Japanese/Western buffet dinner. In 504 guest reviews compiled by the HotelBank Editorial Team (last 24 months, NLP analysis), mentions of food service including all-you-can-drink accounted for 20.0% (101 reviews, 98 positive), mentions of the tourist location 18.1% (91, 86 positive) and mentions of the large bath 14.1% (71, 60 positive). Evaluations center not on business use but on the experience of staying in a castle town. Comments such as “there are the Sasayama Castle ruins… with lots of lotus flowers blooming” and “a Japanese-style inn set in a castle town full of historic atmosphere” stand out, and the composition of reviews supports a design that captures weekend tourism demand with the upscale brand.
The two standard-brand hotels, by contrast, are positioned so that their lowest listed plans overlap the range of existing business hotels within the same 5km (Hikami ¥9,200–¥11,400; Shin-Sanda ¥9,000–¥12,400). Priced neither above nor below existing properties, they win on facilities: a large bath, free breakfast and 140 parking spaces (Hikami).
City-Level Estimated Settled ADR — What ¥7,300 in Tamba-Sasayama, ¥6,200 in Tamba and ¥7,100 in Sanda Mean
As a yardstick separate from listed prices, consider city-level estimated settled ADR (median of properties in the city, tax-excluded equivalent). In September 2026 it was ¥7,300 in Tamba-Sasayama (N=9 properties), ¥6,200 in Tamba (N=9) and ¥7,100 in Sanda (N=7), all slightly below the Hyogo Prefecture business hotel median of ¥7,800 (N=168). In all three cities the number of properties covered is small — around 10 — so the median moves easily as the property mix changes; still, the common coordinate is that a typical property in these cities settles at ¥6,000–¥7,500.
Year on year, Sanda rose 6.6% from ¥6,700 in September 2025 to ¥7,100 in September 2026, Tamba fell 3.7% from ¥6,400 to ¥6,200, and Tamba-Sasayama fell 30.5% from ¥10,600 to ¥7,300. Tamba-Sasayama’s large drop reflects a small population of N=9–11, in which the value moves depending on whether a high-priced ryokan or a low-priced guesthouse lands on the median: August–October 2025 ran ¥10,600–¥12,300 and June–September 2026 ¥7,300–¥9,700, showing year-to-year differences in composition. A city median is not an appropriate test of whether the upscale brand’s rate is viable; it should rather be read as a coordinate showing how far the upscale brand positions itself from the level of a typical property.
From that angle, the estimated settled ADR of ¥6,200–¥7,100 in Tamba and Sanda, where Route Inn placed its standard brand, combined with the 75.3% national business hotel room occupancy for 2025 (Japan Tourism Agency “Overnight Travel Statistics Survey,” final figures) and the 88.0% estimated occupancy of Hyogo business hotels (September 2026, based on OTA listed inventory; 74 properties / 9,000 rooms), describes a market that fits the standard-brand playbook of “keep occupancy high while rates stay at the prefectural average.”
Weekday Business Demand and Weekend Tourism Demand — Measuring Depth by Workers, Office Share and Residents
Weekday demand for business hotels depends on the number of workers in the trade area; weekend demand depends on tourism resources and the makeup of the resident population. Aggregating the Ministry of Internal Affairs and Communications / Ministry of Economy, Trade and Industry “Economic Census for Business Activity (2021)” at the small-area level, workers within a 3km radius number 17,019 around Shin-Sanda Station (963 establishments), 7,546 in front of Hikami IC (809 establishments) and 6,032 in Tamba-Sasayama (784 establishments). The office-type share (information and communications, finance, professional services, etc.) is 6.8% in Shin-Sanda, 5.4% in Tamba-Sasayama and 2.9% in Hikami: Hikami is an industrial-park type centered on manufacturing and logistics, while Shin-Sanda is a mixed type that includes hospitals, a university and a technopark.
| Site (center) | Establishments (3km) | Workers (3km) | Office-type share | Residents 2025 (1.5km) | 2040 projection (vs 2020) | Share aged 65+ |
|---|---|---|---|---|---|---|
| Tamba-Sasayama (Granvillio) | 784 | 6,032 | 5.4% | 7,835 | 6,661 (−19.0%) | 33.9% |
| Hikami IC (Route-Inn Tamba) | 809 | 7,546 | 2.9% | 3,151 | 2,739 (−16.1%) | 30.0% |
| Shin-Sanda Station (Route-Inn Kobe Sanda) | 963 | 17,019 | 6.8% | 9,270 | 8,282 (−15.4%) | 27.2% |
Shin-Sanda Station is the gateway to the Hokusetsu Sanda New Town (Woody Town and Culture Town), with the Sanda Industrial Park, the Hokusetsu Sanda Technopark, Sanda City Hospital and Kwansei Gakuin University’s Kobe-Sanda Campus nearby. Average daily boarding passengers fell from 13,991 in FY2019 to 10,292 in FY2020 and have been stable at 10,600–10,900 in FY2022–FY2024. The resident population within 1.5km of the station is estimated at 9,270 in 2025, with a working-age share of 61.6% — the youngest of the three sites — and is projected at 8,282 in 2040 (−15.4% vs 2020), a relatively small decline. The 231 rooms, the largest of the three hotels, can be read as premised on three layers of demand: station users, workers and residents.
Hikami IC has a small resident population of 3,151 within 1.5km, but of the 7,546 workers within 3km only 2.9% are office-type — in other words, 97% are in on-site work such as manufacturing, construction, logistics and retail. Weekday demand here centers on business travelers to factories and logistics hubs and long-stay workers on equipment projects, and the facility mix of 140 surface parking spaces and dinner service (closed Sundays and holidays) is a by-the-book standard-brand design for that demand. Tamba-Sasayama, with 6,032 workers and a 33.9% share aged 65 and over, has the thinnest weekday business demand of the three, but tourism resources such as the Sasayama Castle ruins, the castle town and Tamba black soybeans make up for it on weekends. The 100-room scale of the upscale brand is consistent with a decision not to force weekday occupancy with business demand, but to capture rate from weekend tourists through hot springs and dining.
Land Prices and Site Costs — Hikami ¥22,000/㎡, Shin-Sanda ¥64,000/㎡, Sasayamaguchi ¥40,000/㎡
Land acquisition costs differ widely across the three sites. Aggregating MLIT’s official land prices and Hyogo Prefecture’s land price survey (2026) by station area, the Iso Station area in Tamba is about ¥21,800/㎡ (−0.90% YoY), the Shin-Sanda Station area in Sanda about ¥63,700/㎡ (+1.49%) and the Sasayamaguchi Station area in Tamba-Sasayama about ¥39,800/㎡. Citywide official land price averages are about ¥18,700/㎡ in Tamba (−0.42%), about ¥35,300/㎡ in Tamba-Sasayama (+0.01%) and about ¥80,400/㎡ in Sanda (+1.84%). Sanda is on an upward trend, with commercial land +3.72% and industrial land +7.41%, while Tamba has continued a gradual decline of 0.4–1.2% a year since 2020.
Roadside Hikami IC is a site where, even with 140 surface parking spaces attached to 188 rooms, land cost stays small relative to construction cost. Assuming 60㎡ of site per room (including parking, at about ¥21,800/㎡), land cost is about ¥1.31 million per room — less than 10% of the construction cost discussed below (¥16–27 million per room). Shin-Sanda’s land is about three times as expensive per ㎡, but the station’s draw and the 231-room scale thin out the land burden per room. In Tamba-Sasayama, where the upscale brand was placed, the source of the price premium is building-side investment — hot springs, a dinner venue, garden-like grounds — rather than land, and the fact that land price levels and brand tiers do not necessarily line up is what makes these three hotels interesting. Note that the land costs in this article use official land price and survey valuations; the gap with actual transaction prices is shown, based on 394 matched deals, in Commercial Land Trades at 0.86x Official Price.
Rates Right After Opening — Limited to What Can Be Tracked Monthly
Newly opened properties have short observation periods and cannot support conclusions about long-term trends. Here we limit ourselves to what can be tracked monthly and show the trend in the lowest listed plan (2 adults, tax included). Granvillio Hotel Tamba-Sasayama Wakura listed at ¥16,900–¥19,900 in May–September 2025 and ¥16,400–¥21,000 in the same period of 2026, with August 2026 at ¥20,800 (vs ¥19,900 a year earlier, +4.6%) and September at ¥21,000 (vs ¥19,200, +9.6%) — in its second year, August and September sold above the prior year (July, at ¥17,300, was below the prior year’s ¥17,900). Hotel Route-Inn Tamba -Hikami Interchange- listed at ¥10,000 in its opening month of July, ¥10,900 in August and ¥10,200 in September, stable in the ¥10,000 range including the opening-commemoration coupon period (through September 30).
| Month | Route-Inn Tamba lowest plan | Route-Inn Tamba all-plan average | Days observed | Granvillio lowest plan | Granvillio same month prior year |
|---|---|---|---|---|---|
| July 2026 | ¥9,980 | ¥14,119 | 23 | ¥17,318 | ¥17,912 |
| August 2026 | ¥10,948 | ¥15,111 | 31 | ¥20,801 | ¥19,888 |
| September 2026 | ¥10,155 | ¥15,033 | 30 | ¥21,012 | ¥19,167 |
The gap between the all-plan average and the lowest plan (about ¥5,000 at Hikami, about ¥15,000 at Granvillio) shows the depth of higher-priced plans — breakfast-included, dinner-included, comfort rooms and so on. The higher the brand, the wider this gap, and at the same occupancy, room revenue varies with the mix of plans sold. That Granvillio, a year after opening, is selling above the prior year in August and September of its second year is a sign that the upscale brand’s rates are gaining acceptance in the trade area, and it is worth continuing to observe monthly.
Construction Costs and the Viability Line — Working Back Occupancy x Rate From ¥16–27 Million per Room
Finally, we run a simple estimate of which combinations of occupancy and rate make each site viable. The construction cost benchmark is the 2025 hotel cost per tsubo (3.3㎡) based on MLIT’s “Building Construction Starts Statistics”: ¥2.405 million for steel frame, ¥2.026 million for reinforced concrete and ¥1.952 million for all structures (planned construction cost ÷ total floor area, compiled by archi-book; note that tax-included and tax-excluded figures are mixed from 2025 onward). For floor area per room, Granvillio Tamba-Sasayama uses its planned total floor area of 3,670㎡ (planned value from MLIT’s “Building Activity Statistics”) divided by 100 rooms, or 36.7㎡ per room; a typical limited-service hotel is set at around 27㎡ per room.
| Assumption | Standard brand (27㎡/room) | Upscale brand (36.7㎡/room) |
|---|---|---|
| Floor area (tsubo/room) | 8.2 tsubo | 11.1 tsubo |

Setting a target return on investment of 8% on a GOP (gross operating profit) basis and a GOP margin of 45% (this article’s assumption; Relo Hotel Solutions puts the general industry benchmark at around 30–40% and notes that business hotels centered on room revenue tend to run relatively higher), required room revenue is about 17.8% of the investment per year — or, per day, 0.0487% of the investment as the viability line for RevPAR (revenue per available room). At ¥17.0 million per room for the standard brand (construction ① plus land), required RevPAR is about ¥8,300; at ¥22.5 million with inflation, about ¥11,000; for the upscale brand at ¥25.0 million, about ¥12,200; and at ¥31.5 million, about ¥15,300.
| Investment (per room) | Required RevPAR | Required ADR at 75% OCC | At 80% OCC | At 85% OCC | At 88% OCC |
|---|---|---|---|---|---|
| ¥17.0M (standard, 2025 actuals + land) | ¥8,280 | ¥11,040 | ¥10,350 | ¥9,740 | ¥9,410 |
| ¥22.5M (standard, with inflation + land) | ¥10,960 | ¥14,610 | ¥13,700 | ¥12,890 | ¥12,450 |
| ¥25.0M (upscale, 2025 actuals + land) | ¥12,180 | ¥16,240 | ¥15,220 | ¥14,330 | ¥13,840 |
| ¥31.5M (upscale, with inflation + land) | ¥15,340 | ¥20,460 | ¥19,180 | ¥18,050 | ¥17,430 |
Applying this table to the three hotels: for the two standard-brand hotels, “with 2025-actual construction costs, a settled ADR of about ¥9,400 is the viability line at the 88% estimated occupancy of Hyogo business hotels (the September 2026 level).” That is above the cities’ estimated settled ADR (¥6,200 in Tamba, ¥7,100 in Sanda), but within reach of Route-Inn’s lowest listed plans (¥10,200–¥13,600, tax included) after deducting tax and discounts. If construction costs rise to the inflation-adjusted ¥22.5 million, required ADR climbs to around ¥12,500, and the room to raise rates while keeping the edge over existing properties through the large bath, breakfast and parking becomes the key to recovering the investment. For the upscale brand, required ADR rises to ¥14,000–¥18,000, but Granvillio’s lowest listed plan of ¥21,000 and all-plan average of ¥35,900 sit above that, and the line is well within reach if weekend tourism demand delivers high occupancy. Rising construction costs also deter new entrants, which gives properties that entered first into trade areas with almost no large new supply for a decade an upside: limited additional competing supply.
Investment Takeaways — Room to Open and Sensitivities by Location Type
Castle town Upscale brand, 100 rooms
Tamba-Sasayama — capturing rate through tourism resources, hot springs and dining
Weekday business demand is the thinnest of the three sites (6,032 workers), but the upscale brand captures weekend tourism demand and sustains a lowest listed plan of ¥21,000 (tax included). In its second year, August–September ran +5–10% year on year. Room for similar openings lies in “castle-town and hot-spring trade areas where no 100-room-class lodging has been added for more than 10 years.”
Highway IC Standard brand, 188 rooms
Hikami IC — weekday industrial-park demand and ample parking
Rooms within 5km were fixed at 163 through 2024, and the three existing hotels were registered as opening in 1990 or earlier. At ¥22,000/㎡, the site accommodates 140 parking spaces, and land cost per room is under 10% of construction cost. Business trips and construction work tied to 7,546 workers (3km radius, 2.9% office-type) form the weekday base, and the lowest listed plan of ¥10,200 sits within the existing range.
Station front Standard brand, 231 rooms
Shin-Sanda Station — the largest scale, matched to three layers of demand
Demand sources overlap: 17,019 workers, a 6.8% office share, more than 10,000 daily boardings and 9,270 residents (1.5km radius). Land at ¥64,000/㎡ is the most expensive of the three sites, but 231 rooms bring the per-room burden to about ¥1.91 million. The four existing hotels (435 rooms) opened in 1989–2000, so the new hotel can capture renewal demand.
| Factor | Direction | How to read it |
|---|---|---|
| Resident population trend | −15% to −19% in 2040 vs 2020 at all three sites | Resident-driven demand (visiting family, weddings and funerals) will shrink, so the balance between business and tourism demand must be assessed site by site. Shin-Sanda has a 61.6% working-age share and the smallest decline |
| Additional supply | 2 hotels / 244 rooms at Hikami IC in 2026; 231 rooms at Shin-Sanda | Supply that entered trade areas with almost no large new supply for a decade at the same time; track listed prices and city-level estimated settled ADR monthly from 2027 on. Building plans based on building confirmation applications show no additional hotel plans in the three cities (as of October 2026; expected to increase as new applications are filed) |
| Construction costs | +5.9% in 2026 (Osaka); slowdown expected in 2027 | Properties that opened earlier entered at lower construction costs, and the cost of entry for followers is higher. The same pressure applies to renewal investment in existing properties |
| Land prices | Tamba −0.4%, Tamba-Sasayama flat, Sanda +1.8% | For roadside sites, land is a small share of cost, and the shape of the site (room for parking) matters more than the direction of land prices |
Pulling this together, Route Inn Japan’s three hotels can be explained by one consistent decision: choose the brand and scale to fit the character of the trade area. For landowners and developers, understanding whether their own land is a castle-town, IC or station-front type — using four numbers: workers, office share, resident population and the age of existing room stock — is the preparation needed before starting negotiations to attract an operator. For regional lenders, reading the distance between the typical level indicated by a city’s estimated settled ADR and the price tier a brand aims for, against the viability line worked back from construction costs, can serve as a yardstick for lending decisions.
Conclusion
The three hotels opened by one operator in three inland Hyogo cities are a case of varying brand and scale by location type: 100 upscale rooms in a castle-town tourist area, 188 standard rooms in front of a highway interchange and 231 standard rooms in front of a new-town station. Existing rooms within 5km of Hikami IC stayed at 163 from 2016 through 2024, Shin-Sanda Station and Tamba-Sasayama saw only small additions, and the core of existing stock opened between 1980 and 2000. The upscale brand’s lowest listed plan is about 2.1x the standard brand’s, city-level estimated settled ADR is close across the three cities at ¥6,200–¥7,300, and the upscale brand sustains a price tier far from the cities’ typical level through tourism demand. With construction costs of ¥16–28 million per room, a settled ADR of ¥9,400–¥17,400 at 88% occupancy is the viability line, and the depth of demand at each site and the facility advantage determine how achievable it is. The estimates in this article are simplified; individual investment decisions require a detailed feasibility study.
⚠ Note on future-date prices: Listed prices and estimated settled ADR for October 2026 onward mentioned in this article are estimates based on selling prices published on OTAs as of the survey date (October 12, 2026) and will change as check-in dates approach. Note that newly opened properties have short observation periods and that figures include the effect of opening-commemoration coupons and similar offers.
Frequently Asked Questions
No. Listed prices are plan prices for 2 adults per room, tax included, while estimated settled ADR is a tax-excluded-equivalent estimate that applies a property-type adjustment to the lowest-plan level. This article shows them in separate tables and reads them as coordinates of how far a brand positions itself from the level of a typical property in the city.
All lodging properties within a 5km radius of each site were inventoried one by one, and those with observed selling prices in July–September 2026 were treated as active. Listings before and after a rebrand of the same building were merged into one property, and year-end room counts were stacked up by the opening year of active properties. Closed properties are not included.
It is a rough guide derived from the 2025 hotel cost per tsubo in MLIT’s Building Construction Starts Statistics and an assumed floor area per room. It varies widely with structure, specifications, ground conditions and site works, so please read it as a simplified estimate. Actual investment decisions require a detailed feasibility study.

■ Data Sources
OTA listing data continuously observed by MetroEngines Research & Consulting (about 27,000 properties confirmed as operating). Listed prices are monthly averages for 2 adults, tax included; estimated settled ADR is a tax-excluded-equivalent estimate obtained by applying a property-type adjustment to the lowest-plan level, with city-level figures being the median of properties covered (September 2026: Tamba-Sasayama N=9, Tamba N=9, Sanda N=7). Room stock within 5km was inventoried property by property among active properties with observed selling prices in July–September 2026 (20 in Tamba-Sasayama, 8 at Hikami IC, 8 at Shin-Sanda Station). Workers, population and land prices come from the Economic Census for Business Activity (2021), National Land Numerical Information, and the Official Land Price Publication and Land Price Survey (2026).
■ Estimate Assumptions
Target GOP-based yield of 8%, GOP margin of 45% (this article’s assumption), 365 days of operation. Investment per room is ¥17.0–31.5 million: construction cost uses the 2025 hotel cost per tsubo of ¥1.952–2.405 million with floor area of 27㎡/room (standard brand) and 36.7㎡/room (upscale brand); land cost multiplies 2026 land price levels by an assumed site area of 30–80㎡/room. Required ADR is worked back from required RevPAR at four assumed full-year occupancy levels from 75% to 88%.
■ Limitations
Estimated settled ADR and estimated occupancy are estimates based on OTA listing data and differ from each property’s actual results and accounting figures. The three cities each have only around 10 properties covered, so city medians move easily as the property mix changes. The two newly opened hotels have short observation periods of 1–3 months, and figures include the effect of opening-commemoration coupons. Room stock stacks up active properties by opening year and excludes closed properties. Construction cost, site area and GOP margin are this article’s assumptions and will vary with the structure, specifications and contract terms of each project.
