A five-minute walk west of the north exit of Sapporo Station, at Kita 6-jo Nishi 6-chome in Sapporo’s Kita Ward, construction is under way on a new-build APA Group hotel, APA Hotel Sapporo Ekimae Nishi (アパホテル〈札幌駅前西〉, 168 rooms). According to the filing in the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) Building Construction Dynamics Statistics, the building has 11 floors above ground and a gross floor area of 2,800.41 sqm, with construction starting on March 3, 2026 and completion scheduled for April 30, 2027. At Kita 8-jo Nishi 4-chome, also on the north side of the station, the same group is building APA Hotel & Resort Sapporo Ekimae (アパホテル&リゾート〈札幌駅前〉) with 500 rooms in parallel. Sources variously give the opening as “spring 2027”, “July 2027” and “August 2027”, so this article treats it as a 2027 opening (spring to August, depending on the source). On that basis, we examine what it means to add limited-service rooms at the station’s north exit, using the room stock within a 1km radius of the site, the estimated settled ADR for Kita Ward and Chuo Ward, the depth of winter and summer demand, land prices, zoning and hazards, and the surrounding workforce and residential population, and we estimate the ADR at which a 168-room hotel would be viable.
• ADR (Average Daily Rate) = estimated settled rate (tax-exclusive equivalent), calculated by applying a segment-specific correction factor to the lowest-priced plan each property publishes on OTAs (per-room rate for two guests sharing one room, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent three months), the median error is about 7%. These are estimates and differ from each property’s actual achieved rates and accounting figures.
• ADR at the area level (prefecture or municipality) is the median estimated settled rate of the properties covered (the level of a typical property in the area).
• Where listed prices are mentioned, they are per-room rates for two guests sharing one room (tax included).
• OCC (occupancy) = rooms sold as a share of total rooms in the area (an estimate based on OTA sales inventory).
• Source: MetroEngines Research (continuously tracks OTA published prices for about 168,000 properties in Japan, of which about 27,000 are confirmed as operating)
Scope of This Analysis
The room stock in this article covers lodging facilities with 10 or more rooms (excluding love hotels) within a 1,000m radius of the site (Kita 6-jo Nishi 6-chome). “Operating” means properties whose selling prices could be confirmed on major booking sites in the most recent three months (August–October 2026) (as of October 29, 2026, compiled by MetroEngines Research). The year-by-year trend is the listed stock based on opening and closing years and excludes two properties (31 rooms) whose opening year is unknown. Estimated OCC and booking curves are estimates from a fixed cohort of properties that list at least 30% of their total rooms on major booking sites; the number of properties and rooms is shown with each chart and table.
- — Rooms within 1km of the site grew from 9,620 in 2017 to 12,627 in 2026, +31.3% in nine years. The 168 rooms of Sapporo Ekimae Nishi add +1.3%, and +5.3% together with the 500-room Sapporo Ekimae at the north exit, a scale in line with the market’s growth.
- — Kita Ward’s estimated settled ADR averaged ¥13,200 over the most recent 12 months (October 2025–September 2026), +8.8% versus the prior 12 months. February reaches ¥18,200, 2.2 times April (¥8,200).
- — In September 2026, Kita Ward’s estimated weekday (Sun–Thu) OCC of 93.6% exceeded the weekend (Fri–Sat) figure of 91.2%, showing in the data the character of a station north exit where business demand supports weekdays.
- — Under this article’s assumptions (construction cost based on the national steel-frame cost per tsubo plus escalation over the build period; 76.1% occupancy, 38.9% GOP margin, 7% GOP yield), the break-even ADR for 168 rooms is about ¥8,300 excluding land and about ¥10,200–¥11,200 including land acquisition, below Kita Ward business hotels’ 12-month average of ¥13,100.
- — The site is in a commercial zone with a 600% floor area ratio. North-exit official land prices rose 2.0x at Sapporo Ekimae (Kita 7-jo Nishi 4-chome) and 2.2x at Kita 8-jo Nishi 4-chome between 2019 and 2026. Assumed flood depth stays below 0.5m, and the 1km radius holds a business cluster of 161,000 workers (Economic Census 2021).
Project Overview — Opening Ranges from Spring to August, Depending on the Source
Sapporo Ekimae Nishi is the third new-build hotel APA Group is developing in Sapporo. On December 18, 2025, the group opened APA Hotel Sapporo Odori Ekimae Nishi (アパホテル〈札幌大通駅前西〉) as the first project of its scrap-and-build plan to rebuild existing hotels, making it the group’s first new-build hotel in Hokkaido. Sapporo Ekimae at the north exit and Sapporo Ekimae Nishi at Kita 6-jo Nishi 6-chome follow, suggesting a strategy of concentrating rooms under one brand on the north side of Sapporo Station.
The building’s size can be confirmed in national statistics. According to the filing in the Building Construction Dynamics Statistics, the site is at Kita 6-jo Nishi 6-chome 3-1, Kita Ward, the use is a hotel, with 11 floors above ground and a gross floor area of 2,800.41 sqm, and the building owners are APA Home Co., Ltd. and APA Mansion Co., Ltd. Dividing the floor area by the number of rooms gives about 16.7 sqm per room including common areas, a limited-service design that stacks compact rooms. The stated opening dates differ by source, however, and are set out by source in the table below.
| Source (date published) | Sapporo Ekimae Nishi, 168 rooms | Sapporo Ekimae |
|---|---|---|
| Hokkaido Shimbun (May 21, 2025) | Opening planned for spring 2027 | Expanded from 318 to 500 rooms, opening planned for spring 2027 (Kita 8-jo Nishi 4-chome, Kita Ward) |
| APA Group groundbreaking release (November 19, 2025) | Opening planned for August 2027; 5 minutes on foot from the JR Sapporo Station north exit | Groundbreaking ceremony in July 2025 |
| APA Group release on the opening of Sapporo Odori Ekimae Nishi (December 18, 2025) | Opening planned for July 2027 | Opening planned for March 2027, 500 rooms |
| MLIT Building Construction Dynamics Statistics | Construction start March 3, 2026; scheduled completion April 30, 2027 (11 floors, 2,800.41 sqm GFA) | — |
There is a gap of about three months between the building’s scheduled completion (end of April 2027) and the latest stated opening (August 2027), which is most naturally read as including fit-out and pre-opening preparation. All sources agree on an opening in 2027, and this article’s estimate assumes full-year operation from 2027.
Room Stock Within 1km — +3,007 Rooms in Nine Years; 168 Rooms Add +1.3%
Within a 1km radius of the site, there are 60 properties with 12,255 rooms whose selling prices could be confirmed in August–October 2026. The area extends south to around Odori Park and spans both the north and south sides of Sapporo Station. Building the year-by-year trend from opening and closing years, the stock grew from 50 properties and 9,620 rooms in 2017 to 62 properties and 12,627 rooms in 2026, an increase of 3,007 rooms (+31.3%) over nine years.
The pace of growth has come in waves. After additions of about 550–730 rooms a year continued in 2019–2020, growth settled at around 300 rooms a year or less in 2021–2024, before 659 rooms were added again in 2025. The 168 rooms equal +1.3% of the 2026 stock, and +5.3% together with the 500 rooms at the north exit. For a market that grew by 30% in nine years, the annual increment is on a par with past opening waves.
The room mix is centred on business hotels. Of the 12,255 operating rooms, business hotels account for 37 properties and 6,938 rooms (56.6%) and city hotels for 14 properties and 4,490 rooms (36.6%). By size, large properties with 201 rooms or more are dominant at 27 properties and 8,695 rooms (71.0%), while mid-sized properties with 101–200 rooms number 19 with 3,016 rooms. The 168-room hotel falls into this mid-size band, positioned on the west side of the station’s north exit, a step away from the station-connected and south-side locations where the large properties cluster.
| Segment | Operating properties | Operating rooms | Share (rooms) |
|---|---|---|---|
| Business hotels | 37 | 6,938 | 56.6% |
| City hotels | 14 | 4,490 | 36.6% |
| Resort and deluxe hotels | 2 | 510 | 4.2% |
| Ryokan | 2 | 208 | 1.7% |
| Hostels | 5 | 109 | 0.9% |
| Total | 60 | 12,255 | 100% |
By opening period, properties that opened in the 2020s account for 17 properties and 3,573 rooms, about 30% of the operating stock, so the rooms in the area are relatively new. The map below overlays the opening plans: Sapporo Ekimae Nishi sits on the west side of the north exit, along a street running toward Hokkaido University. Narrowing to a 500m radius, there are 21 operating properties with 3,948 rooms, just under one third of the 1km figure.
Rates — Kita Ward +8.8% Over 12 Months; February at 2.2x April
Kita Ward’s estimated settled ADR was ¥14,900 in September 2026 (N=22 properties), +3.2% YoY. Chuo Ward was ¥16,100 (N=140 properties), +7.2%. On a most-recent-12-month average (October 2025–September 2026), Kita Ward was ¥13,200, +8.8% versus the prior 12 months, and Chuo Ward ¥14,500, +10.2%, with both wards growing by around 10%.
The monthly shape shows a clear seasonality typical of Sapporo. February 2026 was ¥18,200, +14.4% YoY, forming the annual peak at 2.2 times April’s ¥8,200. This reflects domestic and international tourism demand concentrating on the Sapporo Snow Festival, held in early February each year; summer from July to September also stays high at around ¥15,000. August 2026, on the other hand, was ¥15,600, −8.4% YoY, as summer rates digested the previous year’s gains. How estimated settled ADR for city and business hotels across Hokkaido diverged in summer is analyzed in detail in Hokkaido August Settled ADR: City −11.3%, Business +2.5%.
At listed price levels at the time of the survey, Kita Ward in February 2027 is being sold at over ¥23,000, above February 2026. Future months, however, are calculated on a different basis from finalized months and will move as check-in approaches. As a benchmark, it is reasonable to read this as “sales for the winter peak have opened at or above 2026 levels.”
Grouping the properties within 1km into bands by estimated settled ADR over the most recent 12 months, the ¥10,000–15,000 band is the largest at 21 properties and 3,772 rooms, followed by the ¥15,000–20,000 band at 13 properties and 2,982 rooms (53 properties with estimates for at least 9 of the 12 months). The median for the 36 business hotels within 1km is ¥14,400, slightly above the 12-month average of ¥13,100 for Kita Ward business hotels. Compared with the 1km area as a whole, which includes the large properties south of the station, the Kita Ward side sits in a price range centred on the low ¥10,000s.
Depth of Demand — Peaks in February and July–September; Weekdays Are Strong at the North Exit
Full-year occupancy can be confirmed in Japan Tourism Agency (JTA) statistics. Room occupancy at business hotels in Hokkaido averaged 76.1% in 2025 (simple average of monthly figures), with highs of 80.7% in February, 84.8% in July and 83.8% in September, and a trough of 62.6% in April. Preliminary figures for January–July 2026 show February at 78.6% and July at 83.0%, keeping a peak pattern close to the previous year.
Supply and demand from summer to autumn can be tracked with OCC estimated from inventory sell-through on major booking sites. Kita Ward stayed high at 95.3% in July, 93.0% in August and 92.9% in September (11–13 properties / 1,668–1,680 rooms, based on major booking site listings). The day-of-week pattern stands out: in September, Kita Ward weekdays (Sun–Thu) reached 93.6%, above weekends (Fri–Sat) at 91.2%. Chuo Ward pointed the same way in September at 93.1% on weekdays and 91.6% on weekends, indicating that weekday business-travel demand, on top of weekend tourism demand, supports occupancy around the station.
| Month | Kita Ward est. OCC | Kita Ward weekday / weekend | Chuo Ward est. OCC | Chuo Ward weekday / weekend |
|---|---|---|---|---|
| June 2026 (from the 10th) | 93.4% | 92.8% / 94.7% | 92.5% | 91.6% / 94.8% |
| July 2026 | 95.3% | 94.8% / 96.5% | 94.0% | 93.3% / 95.6% |
| August 2026 | 93.0% | 92.5% / 94.2% | 92.9% | 92.4% / 94.0% |
| September 2026 | 92.9% | 93.6% / 91.2% | 92.7% | 93.1% / 91.6% |
| October 2026 (1st–28th) | 89.2% | 89.0% / 89.8% | 90.3% | 89.7% / 91.8% |
Lining up booking curves from 45 days before the stay date shows how bookings come in differently by season. July in Kita Ward was a “fills-early month”, already 76.3% booked 45 days out and reaching 95.3% the day before. August, by contrast, was low at 65.9% 45 days out and built up 27.1pt to 93.0% the day before. August is driven mainly by late-booking tourism demand, giving more room to move prices in the later part of the sales window. September was the highest of the three months at 77.8% 45 days out, pointing to a larger share of early-booking business demand.
For the winter peak in February, a like-for-like comparison is not yet possible because of when estimated OCC observation began. Given that JTA statistics put February occupancy at around 80% and that February carries the year’s highest estimated settled ADR, the new rooms at the north exit are likely to earn on rate in February and on occupancy in July–September.
Site Assessment — Commercial Zone with 600% FAR; North-Exit Land Prices More Than Doubled in Seven Years
The site is in a commercial zone with a designated floor area ratio of 600% and a building coverage ratio of 80%. The 2,800.41 sqm floor area corresponds to a site of about 470 sqm if the full floor area ratio is used, fitting within a mid-sized block at the north exit. Official land prices at the north exit keep rising: Sapporo Ekimae at Kita 7-jo Nishi 4-chome rose 2.0x from ¥1.84M/sqm in 2019 to ¥3.70M/sqm in 2026, and Kita 8-jo Nishi 4-chome, close to the site, rose 2.2x from ¥730,000/sqm to ¥1.60M/sqm. Year-on-year growth in 2026 continued at +7.2% and +11.1% respectively.
| Zoning | Commercial zone |
| Floor area ratio / building coverage ratio | 600% / 80% |
| Kita 8-jo Nishi 4-chome (2026) | ¥1.60M/sqm, FAR 700% |
| Flood (maximum assumed scale) | Under 0.5m (Sosei River, Toyohira River) |
| Liquefaction tendency | Somewhat prone to liquefaction (alluvial fan) |
| Tsunami, storm surge, landslide | No designated zones |
On disaster risk, the site falls within an assumed inundation zone of under 0.5m in a maximum-scale flood of the Sosei and Toyohira rivers, and the landform is classified as an alluvial fan that is “somewhat prone to liquefaction”. There are no designated tsunami, storm surge or landslide zones. With inundation depth in the shallow band, the risk is at a level that can readily be handled with design-stage measures such as placing electrical equipment on upper floors.
The surrounding business cluster is also deep. Within 1km of the site there are 7,324 establishments with 161,000 workers, 29.5% of them in office-type industries. The Sapporo Station area is a business district with offices and government agencies, and the strength of weekday occupancy in September is consistent with this large working population. The residential population within 1.5km is also projected to grow from 62,265 in 2020 to 65,972 in 2040 (+6.0%), an area where the trend toward city-centre living continues.
A longer-term demand driver is the extension of the Hokkaido Shinkansen to Sapporo. In March 2025, a national expert panel submitted a report to the Minister of Land, Infrastructure, Transport and Tourism revising the expected Sapporo opening from the end of FY2030 to around the end of FY2038. The impact of the revised extension timeline on hotel investment along the line is examined in Hokkaido Shinkansen Slips to FY2038. For Sapporo Ekimae Nishi, opening in 2027, this is a factor more than ten years out; for now, occupancy will be supported by business demand and by winter and summer tourism demand. Together with the postponement of the hotel floors in the redevelopment at the station’s south exit to FY2034, rooms opening around the station from 2027 to the early 2030s will serve to absorb existing business and tourism demand.
Development Scenario Estimate — Break-Even ADR for 168 Rooms Is About ¥10,000–11,000
Finally, we work back to the ADR at which a 168-room limited-service hotel with 2,800.41 sqm of floor area would be viable. All assumptions are this article’s own and are not the developer’s plan figures. For construction cost, the floor area was converted to 847.1 tsubo and priced at the national steel-frame (S) cost of ¥2.405M per tsubo (2025), plus +5.3% for escalation over the construction period (this article’s assumption, based on Turner & Townsend’s forecast of construction inflation “above 5%” for 2026), giving about ¥2.15bn, or about ¥12.8M per room. Occupancy was set at 76.1%, the 2025 simple average of monthly figures for Hokkaido business hotels in JTA statistics, and the GOP margin at 38.9%, as disclosed by Invincible Investment Corporation (8963) for hotels operated by MHM (fiscal period ended December 2024).
Because the land acquisition price has not been disclosed, three cases were set. In addition to a building-only case, the site was provisionally set at about 320–470 sqm from a building footprint of about 255 sqm (floor area ÷ number of floors) and the 80% building coverage and 600% floor area ratios, and land costs of ¥510M and ¥750M were added by applying the Kita 8-jo Nishi 4-chome official land price of ¥1.60M/sqm. For the level of land cost a hotel can bear in Sapporo, see also Hotel Land Bids: Sapporo Pays 3.7x Condos.
| Item | A. Building only | B. Land 320 sqm Base | C. Land 470 sqm |
|---|---|---|---|
| Construction cost (after escalation) | ¥2.15bn | ¥2.15bn | ¥2.15bn |
| Land cost (assumed) | — | ¥510M | ¥750M |
| Total investment | ¥2.15bn | ¥2.66bn | ¥2.90bn |
| Break-even ADR (GOP yield 6%) | ¥7,100 | ¥8,800 | ¥9,600 |
| Break-even ADR (GOP yield 7%) | ¥8,300 | ¥10,200 | ¥11,200 |
| Break-even ADR (GOP yield 8%) | ¥9,500 | ¥11,700 | ¥12,800 |
In base case B, the required ADR is about ¥10,200, roughly 20% below the most recent 12-month average of ¥13,100 for Kita Ward business hotels. For comparison, if the Kita Ward business hotel 12-month average ADR were achieved as is, the GOP yield in case B would be 9.0%, 8.1% if ADR fell 10%, 8.4% if occupancy fell 5pt, and still 7.5% if both happened at once.
| Case B GOP yield | Base | ADR −10% | Occupancy −5pt | Both |
|---|---|---|---|---|
| Assumed ADR | ¥13,100 | ¥11,800 | ¥13,100 | ¥11,800 |
| Assumed occupancy | 76.1% | 76.1% | 71.1% | 71.1% |
| Room revenue (annual) | ¥613M | ¥552M | ¥573M | ¥516M |
| GOP yield | 9.0% | 8.1% | 8.4% | 7.5% |
This headroom comes from the combination of a compact room design that keeps construction cost per room down and a station north-exit location with deep business demand. The estimate applies the national average cost per tsubo, so there is room for construction costs to come in higher due to cold-climate specifications or piling work, but the gap to the ADR level is large. How well the hotel captures the high-rate period in February and the high-occupancy period in July–September is likely to widen the upside further.
Conclusion — A Mid-Sized Addition Matched to Business Demand at the Station’s North Exit
The 168-room Sapporo Ekimae Nishi adds +1.3% to a room stock within 1km of Sapporo Station that grew by 30% in nine years. Together with the 500-room Sapporo Ekimae at the north exit, it adds +5.3%, joining the market at an increment comparable to the 2019–2020 opening wave. Kita Ward’s estimated settled ADR rose +8.8% over the most recent 12 months, with a clear winter peak in February and a summer peak in July–September. Estimated weekday OCC exceeding weekends in September is evidence of the depth of north-exit business demand backed by a working population of 160,000.
Under this article’s assumptions, the break-even ADR for 168 rooms is about ¥10,200, leaving a margin of around 20% to Kita Ward’s actual rate level. The group’s strategy of concentrating rooms under one brand at the station’s north exit is a location choice that can capture both weekday business demand and winter and summer tourism demand, and it is likely to serve as one benchmark when considering room supply at the north exit from 2027 onward. As the stated opening ranges from spring to August depending on the source, it should be checked again once the official opening date is announced.
⚠ Note on ADR for future dates: The estimated settled ADR in this article for October 2026 onward and January–March 2027 is based on selling prices published on major booking sites at the time of the survey and will change as check-in approaches. Please note that prices currently set high may fall with last-minute discounting. Opening dates and room counts are based on each company’s published materials and may change.
Frequently Asked Questions
Q. When will APA Hotel Sapporo Ekimae Nishi open?
The opening date differs by source: the Hokkaido Shimbun (May 21, 2025) gives spring 2027, the group’s groundbreaking release (November 19, 2025) August 2027, and its release of December 18, 2025 July 2027. ■ Data Sources
Room stock, estimated settled ADR, estimated OCC and booking curves are compiled by MetroEngines Research & Consulting (within a 1,000m radius of the site, 10 or more rooms, excluding love hotels, as of October 29, 2026). Kita Ward estimated settled ADR covers finalized months from July 2024 to September 2026 (N=18–22 properties); the ADR band distribution covers 53 properties and 11,755 rooms with estimates for at least 9 months between October 2025 and September 2026. Occupancy is from the JTA Overnight Travel Statistics Survey (Hokkaido business hotels; 2025 final, January–July 2026 preliminary); land prices, zoning and hazards from the MLIT Real Estate Information Library; employment from the Economic Census for Business Activity (2021); and project specifications from the filing in the Building Construction Dynamics Statistics.
■ Estimate Assumptions
Break-even ADR = total investment × GOP yield ÷ (GOP margin 38.9% × 168 rooms × occupancy 76.1% × 365 days). Construction cost is about ¥2.15bn: 847.1 tsubo of floor area × national steel-frame cost of ¥2.405M per tsubo (2025) × +5.3% escalation over the construction period (this article’s assumption). As the land acquisition price is undisclosed, three cases are set (building only, 320 sqm site, 470 sqm site, at an official land price of ¥1.60M/sqm), with GOP yields at three levels from 6% to 8%. The 76.1% occupancy is the 2025 simple monthly average for Hokkaido business hotels, and the 38.9% GOP margin is the figure disclosed by Invincible Investment Corporation for MHM-operated hotels (fiscal period ended December 2024). None of these are the developer’s plan figures.
■ Limitations and Caveats
Estimated settled ADR and estimated OCC are estimates derived from OTA published prices and sales inventory and differ from properties’ actual achieved rates and occupancy (estimated OCC runs high because rooms not listed are counted as sold). Months from October 2026 onward are estimates based on listed price levels at the time of the survey. The estimate covers room revenue only and excludes F&B and other revenue, construction cost overruns from cold-climate specifications or piling work, and the ramp-up in the first year of operation. The opening date ranges from spring to August 2027 depending on the source and may change.
