Investment & Development

APA Group has announced that its planned “APA Hotel & Resort Shin-Kobe Sannomiya Ekikita (アパホテル&リゾート〈新神戸 三宮駅北〉)” in Kobe will be a 19-story, 755-room hotel scheduled to open around spring 2029. Together with the existing APA Hotel Kobe Sannomiya (202 rooms) and APA Hotel Kobe Sannomiya Ekimae (176 rooms), the group will operate three hotels with 1,133 rooms in the city (company figures). This article walks through the room-stock trend within a 1km radius centered on the north side of Sannomiya Station, the supply pipeline converging in 2027–2029, the monthly estimated settled ADR and estimated occupancy of Kobe’s Chuo Ward, and the annual room nights needed to fill 755 rooms — testing what price band a large limited-service hotel with a public bath and pool can target in this trade area, and how much absorption capacity remains.

About the Data in This Article
• ADR (average daily rate) = an estimated settled rate (tax-excluded equivalent), calculated by applying segment-specific adjustment factors to the lowest plan level each property publishes on OTAs (per-room rate for double occupancy, tax included). Benchmarked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures.
• Area-level ADR (prefecture / city / ward) is the median of the estimated settled rates of covered properties (the level of a typical property in the area).
• Where listed prices are mentioned, they are per-room rates for double occupancy (tax included).
• OCC (occupancy) = the share of sold rooms out of total rooms in the area (an estimate based on OTA sales inventory).
• Source: MetroEngines Research (continuously tracking OTA public prices for approx. 168,000 properties in Japan, of which approx. 27,000 are confirmed active)

Key Takeaways

  • Within 1km north of Sannomiya Station, 53 listed properties hold 7,240 rooms, of which 34 properties / 5,450 rooms showed confirmed sales in the past three months (active). 755 rooms equal +13.9% of active stock.
  • The same area also faces a 223-room hotel due for completion in July 2027 (building-plan basis), TRUNK(HOTEL) KOBE slated for 2028, and a hotel in the new JR Sannomiya station building planned for FY2029 (approx. 250 rooms per the 2022 plan). The announced total is about 1,300 rooms, or +23.8% of active stock.
  • Chuo Ward’s estimated settled ADR was ¥12,100 in September 2026 (+0.2% YoY). The median of 12 limited-service hotels opened since 2018 is also ¥12,100 — the price band the 755-room hotel will target sits around this level.
  • Chuo Ward’s estimated occupancy (OTA listed-inventory basis) for September 2026 was 90.4% (38 properties / 5,475 rooms, based on major booking sites). Kobe recorded a record 7.787 million guest nights in 2025; the roughly 220,000 room nights needed to run 755 rooms at 80% year-round fits within a single year’s citywide increase (about 650,000 guest nights).

Executive Summary — Four New Supply Projects Converge on a 5,450-Room Active Market by 2029

The bottom line: 755 rooms represent a +13.9% supply increase against active stock within 1km north of Sannomiya (34 properties / 5,450 rooms), and +23.8% once the other announced projects in the same area are added. On the demand side, Kobe’s guest nights hit a record 7.787 million in 2025 (109.1% of the prior year), and Chuo Ward’s estimated occupancy stayed in the 90% range in both August and September 2026. Running 755 rooms at 80% year-round requires about 220,000 room nights — less than half of the guest nights the city added between 2024 and 2025 (about 650,000). The supply growth rate alone looks large, but overlaying demand growth and how quickly existing stock is selling through suggests ample absorption capacity will remain at the spring 2029 opening. Comparing it with the group’s other large station-front project, analyzed for both supply impact and weekday inventory in APA Yamagata 237 Rooms in 2028: +9.9% Supply, 92% Weekday Sell-Outs, highlights how absorption capacity differs with trade-area scale.

That said, the concentration of four openings in the same trade area from 2027 to 2029 will affect price-band design. As shown below, Chuo Ward’s estimated settled ADR swings 1.4x between peak and off-peak, and the median for limited-service hotels opened since 2018 is ¥12,100. How much premium the “& Resort” specification — public bath, open-air bath and pool — can earn above this median is the key question for the 755-room project’s economics.

Project Overview — A 755-Room “& Resort” Within Walking Distance of the Shinkansen, Airport Line and Sannomiya

According to APA Group’s press release (published on a press-release distribution page operated by The Sankei Shimbun, updated December 10, 2025), the company announced a large hotel development in Kobe, Hyogo Prefecture, which it describes as “one of the largest in the prefecture.” Named “APA Hotel & Resort Shin-Kobe Sannomiya Ekikita,” the 19-story, 755-room hotel is scheduled to open around spring 2029. The plan includes a large public bath with sauna, an open-air bath, a pool, a restaurant and a convenience store, positioning it as an “& Resort” format distinct from the group’s two existing limited-service hotels in the city. Sangyo Times’ Hotel Development Plan Directory 2026 Edition (ホテル計画総覧 2026年版) also lists a 755-room hotel in Kobe opening around spring 2029.

It is worth spelling out what the location means. Sannomiya connects directly to Kobe Airport Station on the Kobe Municipal Subway with no transfer, and Shin-Kobe Station on the Sanyo Shinkansen is within walking distance. It is a hub that captures both business and leisure demand in one place, and the company itself explained that it “acquired the site anticipating business and tourism demand.” At 755 rooms, the hotel would exceed the current largest property within 1km — ANA Crowne Plaza Hotel Kobe (ANAクラウンプラザホテル神戸, 593 rooms, full-service city hotel) — and is an unprecedented scale for a limited-service hotel in this trade area. The group’s overall strategy targets 150,000 rooms by the end of March 2027, and this project is positioned as a core Kansai-region project within it. Because the lot number and floor area are not disclosed, this article does not estimate them and instead analyzes the trade area around a representative point on the north side of Sannomiya Station (34.699°N, 135.196°E).

Room Stock within 1km North of Sannomiya — Flat After Peaking at 6,042 Rooms in 2021, Rising Again from 2025

Reconstructing year-end room stock within a 1km radius of the north side of Sannomiya Station from opening and closing years, the area grew from 32 properties / 4,586 rooms in 2017 to 40 properties / 6,042 rooms in 2021 — about 1,450 rooms added in four years. The core of this wave was Comfort Hotel ERA Kobe Sannomiya (219 rooms) and Four Points Flex (199 rooms) in 2018, Sotetsu Fresa Inn (271 rooms) in 2019, APA Hotel Kobe Sannomiya Ekimae (176 rooms) in 2020, and remm plus Kobe Sannomiya (209 rooms) and The Royal Park Canvas (170 rooms) in 2021. From 2022, closures outpaced openings and stock moved sideways in the 5,584–5,678-room range; Toyoko Inn Kobe Sannomiya Ekimae (224 rooms) joined in 2025, lifting stock to 5,731 rooms, and it recovered to 5,813 rooms in 2026.

Room stock in this article covers lodging properties with 10 or more rooms (excluding leisure/love hotels) within a 1,000m radius of the north side of Sannomiya Station. “Active” refers to properties with sales prices confirmed on major booking sites in the past three months (August–October 2026) (as of October 23, 2026, MetroEngines Research tabulation). The annual trend counts properties with a confirmed opening year as of each year-end; 3 properties / 154 rooms without a confirmed opening year are excluded from the trend.

By composition, business hotels account for 25 properties / 3,989 rooms — 73% of the 34 active properties’ 5,450 rooms — and by size, the 12 properties with 201+ rooms alone account for 3,148 rooms (58%). In other words, north Sannomiya is already a trade area where large limited-service hotels supply the majority of rooms, and the 755-room plan pushes that structure one step further. By opening decade, there are peaks in the 1980s (1,959 rooms) and the 2010s (1,418 rooms), and the 1980s cohort is now around 40 years old. With redevelopment and rebranding set to become themes for this cohort, there is also room for large new-build supply here.

2027–2029 Supply Pipeline — +24% of Active Stock Once Added

Lining up the projects announced within the same 1km radius in chronological order, four follow one another from 2027 to 2029. Based on building-permit applications in the MLIT “Statistical Survey on Building Construction Starts (建築物動態統計調査),” a 12-story, 223-room hotel with 10,880.8㎡ of floor area at Onoedori 5-chome, Chuo Ward, Kobe broke ground in August 2025 with completion scheduled for July 31, 2027 (name and brand are not disclosed, so this article does not speculate). The Phase I building of the Kumoidori 5-chome redevelopment (32 stories above ground, about 163m tall, scheduled for completion at the end of December 2027) will house a bus terminal on the lower floors, the new Kobe Bunka Hall on floors 4–8, offices on floors 11–22 and a hotel on floors 24–32; the hotel has been reported as “TRUNK(HOTEL) KOBE,” opening in 2028 (the operator has not disclosed a room count; the building plan indicates 70 rooms). The new JR Sannomiya station building is scheduled to open in FY2029, and the 2022 plan called for a roughly 250-room hotel on floors 18–30 (subject to possible design changes; not a confirmed figure). And the 755-room hotel that is the subject of this article joins around spring 2029.

The two projects that have reached the permit stage — 223 rooms and 755 rooms — add +17.9%, and including the two press-reported projects brings the total to +23.8%. What matters is the sequence: 223 rooms in 2027, TRUNK in 2028, and the JR station building and the 755 rooms in 2029 — entering the market in stages over three years. For a trade area that absorbed about 1,450 rooms over four years in 2018–2021, supply at a similar pace is a speed it has already experienced. Note that because the building-construction survey is permit-based, the count for 2028 onward is likely to grow as more applications are filed; treat the current figures as a lower bound for the confirmed pipeline. The business rationale for placing hotel floors in the Kumoidori 5-chome redevelopment tower, and the required rate back-calculated from the reserved floor space, are analyzed in detail in Kobe Sannomiya Redevelopment: ¥52.2bn Floors, ¥44,000 Required ADR.

Chuo Ward Estimated Settled ADR — 1.4x Seasonal Swing; New Limited-Service Median ¥12,100

Kobe Chuo Ward’s estimated settled ADR (median of covered properties) was ¥12,100 in September 2026, essentially flat at +0.2% versus ¥12,100 a year earlier. July was ¥11,600 (+4.2% YoY) and August ¥12,200 (−3.6% YoY), holding at roughly prior-year levels through the summer. Hyogo Prefecture as a whole was ¥12,700 in September (N=547 properties); Chuo Ward sits below the prefectural average because of its high share of business hotels. For a reading of the same ward’s rate levels from the luxury side, see also Conrad Kobe on Public Land: Leasehold Cuts Required ADR Only ¥3,100.

Seasonally, the most recent peak was ¥14,400 in October 2025 and the trough ¥10,100 in February 2026, a ratio of 1.42x. Despite events such as the Kobe Marathon (November) and Kobe Luminarie (January–February), the February trough indicates that there are months when seasonal swings in family and leisure demand drop below the floor set by business demand. In November 2025, only 32 properties were covered on an estimated-settled basis — about half the other months (55–67 properties) — so this article treats it as a reference value and does not show it in the chart.

So what price band will a large limited-service hotel with a public bath and pool aim for? Lining up the July–September 2026 averages of the 33 active properties within 1km for which estimated settled ADR can be calculated, the 12 limited-service hotels opened since 2018 have a median of ¥12,100 and an upper quartile around ¥16,200. While some properties command over ¥16,000 on design — remm plus Kobe Sannomiya (¥18,900) and The Royal Park Canvas Kobe Sannomiya (¥16,200) — most 200-room-class hotels cluster at ¥10,000–¥13,000. The group has long captured Sannomiya demand through its two existing hotels (378 rooms), and with 755 rooms it has room to push rates from the top of this band toward the upper quartile (¥12,100–¥16,200) on the strength of its public bath, open-air bath and pool. That is the focal point of its positioning within the trade area.

Positioning — The 300+ Rooms × Mid-Rate Quadrant Is Empty

Plotting the 33 properties on two axes — room count and estimated settled ADR — makes the trade area’s structure clear. The median room count is 170 and the median estimated settled ADR is ¥12,000. Dividing the map into four quadrants at these medians, only a handful of properties fall into “large × high rate,” such as ANA Crowne Plaza Hotel Kobe (593 rooms, ¥15,800), Hotel Monterey Kobe (231 rooms, ¥19,000) and remm plus Kobe Sannomiya (209 rooms, ¥18,900). No limited-service hotel with more than 300 rooms currently earns ¥12,000 or more in this trade area, and the 755-room hotel will enter this empty quadrant at a scale larger than any existing property.

Positioning Map: Room Count × Estimated Settled ADR (33 active properties, Jul–Sep 2026 average)
Source: MetroEngines Research & Consulting (N=33 properties). Color = price tier based on listed price levels.

Crowded Occupied Zone

¥9,000–¥13,000 × 100–300 rooms
Concentration of limited-service hotels built since the 2000s. A band that demands differentiation on both scale and rate.

WS1 300+ Rooms × Mid Rate

¥12,000–¥16,000 × 300+ rooms
No properties. The quadrant the 755-room hotel targets with its public bath and pool, where economies of scale apply.

WS2 Mid-Size × Upper Rate

¥16,000–¥25,000 × 150–250 rooms
Only three properties: remm plus, Canvas and Hotel Monterey Kobe. A band TRUNK(HOTEL) KOBE may enter from above in 2028.

This is also where the logic for the company lies. The structure is one of re-capturing the Sannomiya demand data accumulated at its two existing hotels (378 rooms) at a scale of 755 rooms and one rate tier higher; the public bath, open-air bath and pool are an investment that uses facilities to create a “reason to be chosen even among limited-service hotels.” With no competitor of similar scale in the trade area, the price benchmark is likely to sit not at the existing 200-room-class hotels but between them and the lower end of full-service hotels such as ANA Crowne Plaza Hotel Kobe (¥15,800).

Current Supply-Demand Balance — Chuo Ward Occupancy in the 90% Range; Only 6% of Rooms Left 45 Days Before Kobe Marathon Eve

First, the condition of the market that will absorb the new supply. Chuo Ward’s estimated occupancy (OTA listed-inventory basis) was 90.4% in September 2026 (38 properties / 5,475 rooms, based on major booking sites) and 90.4% in August. Business hotels recorded 90.5% in September (23 properties / 3,782 rooms) and city hotels 91.1% (10 properties / 1,462 rooms) — almost no difference by segment. Hyogo Prefecture as a whole was 86.3% in September (354 properties / 17,641 rooms), placing Chuo Ward among the faster-selling areas in the prefecture.

Booking curves also confirm the depth of demand. The Kobe Marathon, held on Sunday, November 15, 2026, drew more than 60,000 entries for 20,000 places, and applications from overseas-based runners hit a record 3,364. On the eve of the race, Saturday, November 14, Chuo Ward had already sold down to 335 remaining rooms (out of 5,663, a 5.9% remaining-room rate) 45 days before the stay date — a clear contrast with 1,233 rooms (21.8%) for Sunday the 15th at the same point. For November as a whole, the average remaining-room rate was 28.3% at 45 days out and 19.2% at 11 days out, showing that inventory is steadily absorbed within the lead time even in ordinary months (37 properties / 5,671 rooms, based on major booking sites).

Booking curve = the trend of remaining rooms on major booking sites toward the stay date. LT (lead time) = days until the stay date. Estimated occupancy (OTA listed-inventory basis) = 100 − 100 × listed remaining rooms ÷ total rooms; an estimate based on how OTA-sold inventory is consumed, which differs from the property’s actual overall occupancy. Observations more than 45 days out are not used because they include periods before allotments are loaded.

Both official land price benchmark sites north of the station — Kano-cho 4-chome (¥1,060,000/㎡) and Nakayamatedori 2-chome (¥1,180,000/㎡) — are in a commercial zone with a 600% floor area ratio in a fire prevention district, and the appraisal notes describe them as “a commercial area lined with office and restaurant buildings” where “land prices are trending upward.” Chuo Ward’s all-use average of ¥1,073,300/㎡ (+6.4% YoY) is the highest of any city or ward in Hyogo, and the commercial site in Sannomiya-cho stands at ¥8,000,000/㎡ (+9.59%), with growth near the station outpacing the ward average. A 600% FAR is ample to support a 19-story building, and securing the site early amid continued increases in land acquisition costs can be seen as an advantage heading into the 2029 opening.

Because the lot number has not been disclosed, this article does not assess disaster risk at the site level. Kobe’s Chuo Ward has a two-sided risk profile: a tide barrier line is set on the seaward side, with storm-surge and tsunami inundation zones concentrated seaward of it and on Port Island and the airport island, while the northern hillside area has many landslide warning zones. The north side of Sannomiya Station lies north of the JR line — the direction the city designates for tsunami evacuation — but landslide-prone locations increase closer to Kitano and the hillside. Once the lot number is disclosed, the practical next step is to check inundation depth and any landslide warning zone designation using Kobe City’s flood, storm-surge and inland-water hazard maps and Hyogo Prefecture’s storm-surge inundation maps.

Let us also check the trade area’s demand base. Within a 1km radius there are 87,342 employees and 7,725 establishments, and Sannomiya’s business concentration underpins weekday lodging demand. Resident population is flat to slightly up, from 45,780 in 2025 to a projected 45,807 in 2040, with a high working-age share of 69.4%. A trade area that maintains its population through the return to the city center is stable both as a base for lodging demand and as a cluster of dining and retail, making it a location where the “business on weekdays, leisure on weekends” dual model that large hotels rely on can work.

Acquisition Levels in Kobe Seen Through J-REIT Holdings — One Property within 1km, Three in Chuo Ward

To check acquisition levels from an investor’s perspective, we pulled the properties listed hotel REITs hold in Kobe from each REIT’s published portfolio (as of October 19, 2026, our tabulation). Within 1km north of Sannomiya, the one match is “the b Kobe” (168 rooms, acquisition price ¥7,020 million), acquired in November 2017 by Hoshino Resorts REIT (星野リゾート・リート投資法人, 3287). Elsewhere in Chuo Ward, Mori Trust REIT (森トラストリート投資法人, 8961) holds Hotel Okura Kobe (468 rooms, ¥19,000 million, fixed rent) and Japan Hotel REIT (ジャパン・ホテル・リート投資法人, 8985) holds Kobe Meriken Park Oriental Hotel (323 rooms, ¥10,900 million). Including Ichigo Hotel REIT’s (いちごホテルリート投資法人, 3463) KOKO HOTEL Kobe Shin-Nagata (133 rooms, ¥1,490 million, acquired November 2015), there are four properties in the city.

Given construction cost increases since 2022, there is no guarantee that a new 755-room build can be delivered at the ¥41.8 million per room level of a Sannomiya limited-service hotel acquired in 2017. If anything, the opposite holds: the higher new-build costs rise, the scarcer existing large assets become, and the harder it is for supply of similar scale to keep coming into the trade area. The “scale × facilities” advantage the 755-room hotel will retain after opening is reinforced by the fact that rising construction costs effectively set the threshold for entry.

Absorption Estimate — Annual Room Nights Needed for 755 Rooms vs. Kobe’s Demand Growth

Finally, we compare the demand needed to fill 755 rooms with citywide figures. Annual available room nights are 755 rooms × 365 days = 275,575; 80% year-round occupancy requires 220,460 room nights, 75% requires 206,681, and 85% requires 234,239. Assuming 1.3–1.6 guests per room, 80% occupancy corresponds to roughly 290,000–350,000 guest nights, or 3.7–4.5% of Kobe’s 7.787 million guest nights in 2025.

Kobe added about 650,000 guest nights between 2024 and 2025 and expects average growth of +240,000 guest nights per year toward its 2030 target of 9 million. The roughly 290,000–350,000 guest nights the 755-room hotel needs at 80% occupancy equal 44–54% of the most recent year’s increase, or 1.2–1.5 years’ worth at the target pace. International guests alone grew 143.3% YoY, an increase of about 410,000 guest nights — enough on its own to exceed the 755 rooms’ requirement. Supply is clearly concentrating, but given the demand growth rate, it is hard to argue that the project is large enough to significantly pull down occupancy across the trade area in its opening year.

Looking at rate-and-occupancy combinations, the median for new limited-service hotels in Chuo Ward (¥12,100) at 80% annual occupancy (assumption) yields rooms revenue of ¥2.65 billion per year, rising to ¥3.09 billion if facilities support a rate of ¥14,000. Even if ADR falls 10%, securing 85% occupancy produces ¥2.58 billion, close to the 80% × ¥12,000 level. A large property with a public bath and pool has a facility mix that can pursue rate without sacrificing occupancy, and this sensitivity range is the strength of a 755-room scale. Because the floor area has not been disclosed, this article does not estimate construction costs or yields.

There are three implications for developers, regional banks and funds investing in limited-service hotels. First, north Sannomiya has entered a stage where “scale” itself is a differentiator, and there is no precedent in the trade area for a limited-service hotel with more than 300 rooms. Second, it is rational to design the price band not around the existing 200-room-class band (¥10,000–¥13,000) but on the premise of targeting ¥12,000–¥16,000 on the strength of facilities. Third, the 2027–2029 supply concentration is of a scale that demand growth (+9.1% per year) can absorb, but 2029, when openings overlap, will be a phase in which properties probe each other’s rates — deciding in advance whether to prioritize occupancy or rate in the first year of operation will shape how quickly revenue ramps up.

Summary

The 755 rooms of APA Hotel & Resort Shin-Kobe Sannomiya Ekikita will add +13.9% to the 5,450 active rooms within 1km north of Sannomiya Station, and +23.8% including the other projects announced in the area for 2027–2029. Meanwhile, Chuo Ward’s estimated occupancy is in the 90% range and Kobe’s guest nights are growing at +9.1% per year, so the roughly 220,000 room nights the hotel needs at 80% year-round fit within a single year of citywide growth. In terms of positioning, the 300+ rooms × mid-rate quadrant is empty, and a large limited-service hotel with a public bath, open-air bath and pool targeting that quadrant at ¥12,100–¥16,000 is a rational strategy that combines economies of scale with facility-based differentiation. Heading into the spring 2029 opening, the key points for evaluating this project and the surrounding plans are to verify site-level location risks once the lot is disclosed, and to build the first-year rate strategy around both demand growth and supply concentration.

■ Data Sources

Based on continuous observation of OTA public prices and sales inventory (MetroEngines Research): room stock within a 1km radius north of Sannomiya Station (53 listed / 34 active properties, as of October 23, 2026), Kobe Chuo Ward estimated settled ADR (median of 55–67 covered properties; 32 in November 2025), and estimated occupancy and booking curves (37–38 covered properties). Supply plans are based on permit-stage information from the MLIT “Statistical Survey on Building Construction Starts,” company disclosures and press reports; demand is based on guest nights published by Kobe Tourism Bureau / Kobe City Economic and Tourism Bureau (2025 final figures).

■ Estimate Assumptions

Available room nights were set at 755 rooms × 365 days = 275,575, and required room nights were calculated at 75% / 80% / 85% annual occupancy. Conversion to guest nights uses 1.3–1.6 guests per room. Rooms revenue sensitivity is 755 rooms × 365 days × OCC × ADR (ADR ¥11,000–¥14,000, OCC 70–85%); GOP, construction costs and yields are outside the scope of the estimate because floor area has not been disclosed.

■ Limitations and Caveats

Estimated settled ADR and estimated occupancy are estimates based on OTA listed inventory and differ from each property’s actual results. Because the lot number has not been disclosed, the center of the trade area was substituted with a representative point on the north side of Sannomiya Station (34.699°N, 135.196°E). In the pipeline, the 70 rooms for TRUNK(HOTEL) KOBE are based on the building plan and the approx. 250 rooms for the new JR Sannomiya station building are 2022 plan figures; neither is confirmed. ADR for October 2026 and later months is estimated from listed rate levels at the time of survey.
