How to Book Kyushu Fukko-Wari Direct: Rules by Prefecture, 112 Hotels

Travel Styles

To use Kyushu Fukko-Wari (officially the Kyushu Fukko Ouenwari, a government-backed travel discount for Kyushu) when booking a hotel directly, you choose an eligible plan on the hotel’s official booking site — one whose plan name includes “Fukko Ouenwari” or similar — make the reservation, receive the discount by the method each prefecture sets (applied by the hotel, a coupon obtained via STAYNAVI, a coupon code entered at booking, and so on), and then sign a form at check-in. The editorial team asked HotelME, a hotel search app available in ChatGPT, questions such as “Find hotels where I can use Kyushu Fukko-Wari on weekdays, using eligible plans on their official booking sites,” and checked which eligible plans were on sale on official booking sites. HotelME is a service of MetroEngines, Inc., the company that operates HotelBank. This article is based on each prefecture’s official information and search results as of November 1, 2026, and does not guarantee availability or that the discount will be applied.

Key Takeaways
  • — Booking takes three steps: reserve an eligible plan on the hotel’s official booking site or by phone, receive the discount by the prefecture’s method, and sign a form at check-in.
  • — The discount is 50% (60% in Kumamoto and Kagoshima), capped at ¥20,000 per person per trip for accommodation-only stays (Japan Tourism Agency).
  • — Nagasaki and Miyazaki require you to obtain or issue a coupon via STAYNAVI; without it, no discount is applied. In Fukuoka, Kumamoto and Kagoshima the hotel applies the discount.
  • — Nagasaki’s direct-booking coupons: as of November 1 the campaign states that “discount coupons cannot be obtained at this time” (they may resume without notice).
  • — HotelME lets you check eligible plans on official booking sites by prefecture (Table 2; HotelME research, as of November 1, 2026). Confirm availability and rates on the hotel’s official booking page.

How Do You Book Kyushu Fukko-Wari? How Each Prefecture Applies the Discount

According to the Japan Tourism Agency, the discount is 50% of the travel or accommodation price (60% in Kumamoto and Kagoshima), with a cap of ¥20,000 per person per trip for accommodation-only stays. The program “ends once each prefecture’s budget runs out” (Japan Tourism Agency, last updated October 16, 2026). For an estimate of how much you save, see how much cheaper the Kyushu Fukko Ouenwari makes your stay. The booking flow is the same in every prefecture and has three steps.

  1. Book an eligible plan on the hotel’s official booking site or by phone. If you call, say that you want to use the Fukko Ouenwari. Only reservations newly made on or after each prefecture’s start date are eligible.
  2. Receive the discount by the prefecture’s method. In some prefectures the hotel deducts the discount from the price; in others you obtain a coupon via STAYNAVI after booking. Some hotels instead instruct you to enter a coupon code given in the plan description, or to obtain a coupon on their official booking site.
  3. Sign a form at check-in. Some prefectures also require you to show ID. Some prefectures do not accept signatures after check-out, so complete this at check-in.

The differences between prefectures, summarized in the wording of each prefecture’s official page, are as follows.

Some points apply to every prefecture. The cap is per person per trip, so it stays at ¥20,000 even for multi-night stays (for how consecutive nights interact with the cap, see also the conditions under which the Kyushu subsidy cap changes). Splitting a stay into separate bookings by checking in and out repeatedly may be reviewed later, and you may be asked to repay the discount (Fukuoka, Kagoshima). A trip that includes any night outside the eligible period is entirely ineligible (Nagasaki, Kagoshima). Business stays are excluded in every prefecture, and many prefectures also exclude government-funded business trips and receipts issued in a company’s name.

How to Find Eligible Plans with HotelME in ChatGPT

HotelME is a ChatGPT app that shows information on eligible plans confirmed on hotels’ official booking sites. Select HotelME in ChatGPT and ask something like this:

“Find hotels where I can use Kyushu Fukko-Wari on weekdays, using eligible plans on their official booking sites.”

If you add an area or the number of guests (for example, “2 adults in Kumamoto City”), it returns hotels that match. The results mainly include three things:

  • Eligible dates: check-in dates on which an eligible plan was confirmed on the hotel’s official booking site
  • Reference rate: the rate for the eligible plan (check HotelME’s display label to see whether it is the pre-discount price)
  • Link to the official booking page: the booking itself is made on the hotel’s official booking page that the link leads to

HotelME does not take bookings or payments. The eligible dates shown are as of the time of the search, not a real-time availability check, so confirm availability and rates on the official booking page before booking. For details on how to use it, see our HotelME guide.

Hotels Still Offering Eligible Plans as of November 1

Screen from the official booking site of Art Hotel Miyazaki Sky Tower (captured November 1, 2026, JST). Searching for a December 8 (Tuesday) check-in, 1 night, 2 adults, the plan “[Kyushu Fukko Ouenwari eligible] Miyazaki beef steak and domestic eel dinner at Unagi Kaiun [half board]” was shown for a non-smoking Standard Double room (15 m², one 140 cm double bed) at a regular price of ¥32,800 (member price ¥32,144; tax and service charge included; total per room). The plan details state that “the price shown does not reflect the subsidy (discount).” Miyazaki is a STAYNAVI prefecture, but this hotel states that “STAYNAVI registration is required, but the hotel will complete the registration” and “no registration is needed by the guest,” and that the eligible plan can be booked online only (not by phone). Check the official booking page for the latest availability and rates.

What to Check Before Booking

  • The prefecture’s booking status and the hotel’s labels: check the prefecture’s list of participating facilities for “sold out” or “closed” labels. Oita notes that “even facilities not labeled ‘sold out’ may have used up their campaign discount allocation,” so checking the hotel’s official booking page is essential.
  • Plan name: the discount applies only to eligible plans whose names include the Fukko Ouenwari name. Other plans at the same hotel are not eligible.
  • Booking channel: you cannot switch a reservation made through an online travel booking site to a direct booking with the hotel in order to get the discount (Fukuoka).
  • STAYNAVI prefectures (Nagasaki, Miyazaki): no discount is applied unless you obtain or issue a coupon. To make a change, “issue a new coupon, then cancel the old one,” in that order (Nagasaki). To cancel, cancel both with the hotel and the coupon.
  • Cancellation fees: cancellation fees are not covered by the subsidy (Fukuoka, Oita, Miyazaki, Kagoshima). Oita gives an example in which the cancellation fee is based on the pre-discount price. Kumamoto and Miyazaki also state that the campaign will not cover cancellation fees incurred when you rebook to get the discount; the traveler bears them. Miyazaki warns that it is “not known whether the room can be secured again.” For how each prefecture treats existing bookings, see also our article on existing bookings and cancel-and-rebook.
  • Bathing tax and accommodation tax: not covered by the discount in Nagasaki. Oita includes the bathing tax in the discount.

Frequently Asked Questions

Can I switch a booking made on an online travel site to a direct booking with the hotel and get the discount?

Fukuoka states that you cannot switch a reservation made through an online travel booking site to a direct booking with the hotel to receive the discount. Only reservations newly made on or after each prefecture’s start date are eligible for the Fukko Ouenwari.

Which prefectures require a STAYNAVI coupon?

Nagasaki and Miyazaki. After booking, you obtain or issue a coupon via STAYNAVI and show it at the hotel; without it, no discount is applied. In Fukuoka, Kumamoto and Kagoshima the hotel applies the discount, and in Saga and Oita you follow the instructions in the hotel’s plan.

What do I need at check-in?

It depends on the prefecture. Fukuoka and Kagoshima require an ID check of the lead guest and completion of an application form; Oita requires you to show ID (driver’s license, My Number card, etc.) and sign the designated form; Kumamoto and Nagasaki require a signature (no ID needed); Saga requires you to sign a “Certificate of Use”; and Miyazaki a “Usage Application Form.” Some prefectures do not accept signatures after check-out, so complete this at check-in.

Does the discount cap increase if I stay several nights?

No. The cap is per person per trip and stays at ¥20,000 even for multi-night stays. Splitting a stay into separate bookings by checking in and out repeatedly may be reviewed later, and you may be asked to repay the discount (Fukuoka, Kagoshima).

Can I complete the booking in HotelME?

No. HotelME does not take bookings or payments; it shows information on eligible plans confirmed on official booking sites and links to the hotel’s official booking page. The eligible dates shown are as of the time of the search, not a real-time availability check, so confirm availability and rates on the official booking page before booking.
