Investment & Development

Minowa Station on the Tokyo Metro Hibiya Line sits right on the ward boundary, between Ryusen and Minowa in Taito Ward and Higashi-Nippori and Minamisenju in Arakawa Ward. Draw a 1km circle around the station and, as of October 2026, there are 47 lodging properties with 1,653 rooms that are actively selling stays. 87% of them (1,439 rooms) are on the Taito side, while the Arakawa side has only 5 properties and 214 rooms. Toyoko INN Minowa-eki (168 rooms) opened in November 2025 and lifted the ring’s room count by more than 20% in a single year. In August 2027, a 14-storey, 179-room hotel (provisionally named APA Hotel Tokyo Minowa-Ekimae) is scheduled for completion in Higashi-Nippori 1-chome, Arakawa Ward, which would raise the Arakawa side’s room count 1.8-fold. This article takes stock of the rooms in this 1km ring property by property. It then looks at four things from the point of view of developers searching for sites on the edge of central Tokyo and the regional banks that finance them: price bands at neighboring Iriya, Minamisenju, Uguisudani and Nippori and at Asakusa and Ueno; the monthly gap in estimated settled ADR between Arakawa and Taito wards; the location type, with 84,000 residents and 24,000 workers; and land cost per room derived from official land prices.

Metric Definitions Used in This Article

ADR (estimated settled ADR)An estimated settled room rate (tax-excluded equivalent), calculated by applying a property-type correction factor to the cheapest plan each property publishes on major booking sites (per-room rate for 2 guests, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, latest 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures. Area-level ADR is the median across the covered properties.
Listed priceThe average across all plans of the per-room rate for 2 guests (tax included). This is a separate metric from ADR and is labeled “listed price (all-plan average)” in the text.
OCC (occupancy)Rooms sold as a share of total rooms in the area (an estimate based on OTA sales inventory).
Room stock within 1kmProperties located within a 1km radius centered on a point about 60m southwest of the station point (Minowa Station, Hibiya Line, from the National Land Numerical Information: 35.7299°N, 139.7918°E) are counted as “active” if they had price observations for stays in any month from July to September 2026. Each property with a confirmed room count is counted once. The annual trend stacks properties by opening year; properties with unknown opening years are counted from their first month of price observations.

Key Takeaways
  • — 47 properties, 1,653 rooms: active properties within 1km of Minowa Station (as of October 2026). That is +54% versus end-2015, and about half the increase came from the +283 rooms added in 2025, including the 168-room Toyoko INN Minowa-eki.
  • — +179 rooms makes the Arakawa side 1.84x: if the 179-room project due for completion in August 2027 goes ahead, the ring grows to 1,832 rooms (+10.8%) and the Arakawa side from 214 to 393 rooms.
  • — Median estimated settled ADR ¥6,700: business-type hotels in Minowa (July–September 2026 average, N=12). Toyoko INN Minowa-eki, at ¥9,100–10,200, now sits midway in the step down from Asakusa’s ¥15,300 and Ueno’s ¥12,300.
  • — Commercial land ¥960k/m²: the 2026 official land price median (n=7) is 60% of Asakusa’s and one-third of Ueno’s. At 600% FAR and 18m² per room, land works out to about ¥2.9M per room, roughly 20% of a total cost of ¥14.74M.
  • — Gross yield 8.0–11.0%: a simple model with ADR ¥9,000–11,000, full-year occupancy of 80–90% and a 45% GOP margin. In this residential area of 84,000 people, demand rests on the tourist fringe and local, everyday needs.

Conclusion — Mid-Priced Chain Rooms Arrive on the Edge of Asakusa and Ueno for the First Time

For a long time, lodging stock within 1km of Minowa Station consisted of low-priced hotels in Kiyokawa and Nihonzutsumi (the area known as Sanya), plus hostels and whole-house rentals that multiplied after 2016. From 1,074 rooms at end-2015 to 1,295 rooms at end-2024, the ring added only 221 rooms in almost a decade. Then in 2025, Toyoko INN Minowa-eki’s 168 rooms and two hostels (STAY&GO Iriya Kita with 76 rooms and Joe Backpackers with 35) arrived, and the count jumped to 1,578 rooms in one year. The 1,653 rooms counted in October 2026 are 54% more than in 2015.

On price, the median estimated settled ADR of the ring’s 13 business hotels is ¥6,700 (July–September 2026 average, N=12). That is a clear step below the 1km rings around Asakusa Station (¥15,300, N=74) and Ueno Station (¥12,300, N=68). Toyoko INN Minowa-eki’s estimated settled ADR has stayed at ¥9,100–10,200 since opening, opening up a mid-price band that had been empty between Sanya’s low-priced hotels and the ¥12,000 range of Iriya and Uguisudani. The 179-room project in Higashi-Nippori 1-chome, Arakawa Ward, can be read as a further expansion of capacity in this mid-price band.

On land, the median official price for commercial land in the 1km ring is ¥960k/m² (2026, n=7): 60% of the Asakusa Station ring and one-third of the Ueno Station ring. For a limited-service hotel at 600% FAR with 18m² of floor area per room, land comes to about ¥2.9M per room. Combined with a construction cost of about ¥11.9M per room, derived from 2025 lodging construction costs (¥2.178M per tsubo), the total is ¥14.7M, of which land is 20%, compared with 30% in Asakusa and 40% in Ueno. The area has 84,000 residents and a population projected to keep growing until 2040, and only 8.0% of employees work in office-type industries. This is a location to build around “the tourist fringe of Asakusa and Ueno plus family visits and travel within the city,” not business travel. The sections below test each of these points in turn.

Room Stock Inventory — +579 Rooms in 10 Years, +283 of Them in 2025 Alone

We start by checking, property by property, how the ring’s rooms have built up. There are 143 registered lodging facilities within the 1km circle, but many of them, mostly basic lodging houses (kan’i shukusho) in the Sanya area, do not publish room counts or are no longer seen selling. Active properties selling stays in July–September 2026 numbered 47, with 1,653 rooms. By type, business hotels account for 52.8% (13 properties, 872 rooms), followed by hostels, dormitories and guesthouses (22 properties, 576 rooms, 34.8%), one capsule hotel (128 rooms), three ryokan (69 rooms), seven whole-house rentals (7 rooms) and one other. For how hostel-type supply, a third of this ring, is spread across Taito Ward, see our Greater Tokyo comparison Hostel Investment in Greater Tokyo: Taito 150 vs Saitama 1 Hostels.

Year by year, the ring grew slowly by 20–30 rooms a year: 1,074 rooms (22 properties) at end-2015, 1,203 rooms (29 properties) at end-2019 and 1,295 rooms (39 properties) at end-2024. The 64 rooms added on the Arakawa side in 2019 came from the opening of &AND HOSTEL Minamisenju (Minamisenju 3-chome), which took the Arakawa side from 150 to 214 rooms, where it has stayed through 2026. In 2025, by contrast, the Taito side added 283 rooms, including the 168-room Toyoko INN Minowa-eki, and the ring’s room count rose 21.9% in one year. Another 75 rooms followed in 2026, including Ichiyu Hotel Asakusa (Senzoku 3-chome, 26 rooms), bringing the total to 1,653.

At the top of the list, low-priced hotels clustered in Kiyokawa, Nihonzutsumi and Minamisenju 3-chome — Hotel Hikari (126 rooms), Hotel Maruchu CLASSICO (125), Hotel Accela (117), Hotel Maruchu CENTRO (104) and Economy Hotel Hoteiya (71) — make up a third of the rooms. Their estimated settled ADR is ¥3,700–5,300, and for years they have served domestic and international backpackers and long-stay guests. With the 168-room Toyoko INN Minowa-eki, the largest property in the ring is a mid-priced chain hotel for the first time. This structural change is the starting point for lifting the “fringe price band” examined next.

Pipeline — 179 Rooms in August 2027 Make the Arakawa Side 1.84x, Plus 12 Small Projects

Supply in the ring will rise another step in 2027. In the building-plan information we track, there is a 14-storey hotel project with about 3,100m² of floor area and 179 rooms in Higashi-Nippori 1-chome, Arakawa Ward (provisionally named APA Hotel Tokyo Minowa-Ekimae, scheduled for completion in August 2027). The same name also appears among new Tokyo projects in Sangyo Times’ “Hotel and Lodging Facility Plan Directory 2026.” The developer has not yet officially announced the opening date or room count, so this article treats these figures as based on planning information. If realized, the ring’s rooms would rise from 1,653 to 1,832 (+10.8%), and the Arakawa side from 214 to 393, or 1.84x. For a 23-ward comparison of additional supply relative to existing stock in Arakawa Ward, see Tokyo 23 Wards Supply Pressure 2026: Arakawa 16.0%, Minato Just 4.5%; read alongside the 1km ring figures here, it shows where this supply pressure sits for the ward as a whole.

Source: Compiled by MetroEngines Research & Consulting from building-plan information, including on-site building plan notices and construction trade press (within 1km of Minowa Station, as of October 2026. The room count is known only for the 179-room project)

Besides the 179-room project, there are 12 small hotel projects on the Taito side with floor areas of 265–1,970m², about 10,190m² in total. None has published a room count. Converted at 18m² of floor area per room — the same ratio as Toyoko INN Minowa-eki (3,165m², 168 rooms = 18.8m²/room) and the 179-room project (3,100m², 179 rooms = 17.3m²/room) — they add up to roughly 570 rooms. However, many small projects may end up as apartment-type properties with one or two rooms per floor, or as basic lodging houses licensed under the Inns and Hotels Act, so this figure should be treated only as an upper bound. The building plans are based on building confirmation applications, and the count is likely to grow as more applications are filed after our survey date. Taito Ward’s ordinance amendment effective October 2026 adds provisions for guidance, recommendations, orders and public disclosure against operators that breach the Inns and Hotels Act’s compliance requirements (see 6 Tokyo Wards Tighten Hotel Rules in 2026), so the regulatory side also needs to be factored into how many small projects actually get built.

Comparison with Neighboring Stations — Minowa at ¥6,700 vs Asakusa ¥15,300 and Ueno ¥12,300

To see which price band Minowa serves as the “fringe of Asakusa and Ueno,” we compare it with the 1km rings around neighboring stations using the same method. For four stations — Iriya, Minamisenju, Uguisudani and Nippori — and the two demand centers, Asakusa and Ueno, the table lists active properties, rooms, the median estimated settled ADR of business-type hotels (July–September 2026 average) and the median listed price. Some neighboring circles overlap (Minowa–Minamisenju is about 800m and Minowa–Iriya about 1,100m), so read each column as “within 1km of that station,” including overlaps, rather than as separate areas.

Source: MetroEngines Research & Consulting (July–September 2026 average. Station points from the National Land Numerical Information; circles include overlaps)

The results fall neatly into three tiers. The Asakusa Station ring has 189 properties and 10,963 rooms, with a business-type median estimated settled ADR of ¥15,300. Ueno, Iriya, Uguisudani and Nippori form roughly one band at ¥12,100–12,400. Minowa (¥6,700) and Minamisenju (¥4,800), which include the Sanya area’s low-priced cluster, sit at less than half that level. By median listed price (all-plan average), Minowa’s ¥15,900 is also clearly below the ¥20,000-plus of Iriya and Uguisudani and Asakusa’s ¥25,100.

This step is exactly where Minowa’s locational value lies. It is two stops from Ueno on the Hibiya Line and about a 20-minute walk from Senso-ji, yet its room prices have tracked at half those of neighboring stations. Toyoko INN Minowa-eki’s estimated settled ADR of ¥9,100–10,200 sits squarely in the middle of this step. It can capture both price-sensitive tourists among those paying ¥12,000–15,000 in Asakusa and Ueno, and guests who want a standard of facilities that Sanya’s ¥4,000–5,000 hotels cannot offer. The 179-room project is likely to land in the same band, and there is plenty of room for Minowa’s price band to converge toward the ¥12,000 range of Iriya and Uguisudani.

Estimated Settled ADR in Arakawa vs Taito — Monthly Gap of −¥600 to +¥1,900, Widening in Summer

Because the station sits on a ward boundary, we also check the price gap between Arakawa and Taito wards. Lining up both wards’ estimated settled ADR (median across all property types) from October 2025 to September 2026, the 12-month averages were ¥13,700 for Arakawa (N=11–13), ¥14,500 for Taito (N=161–177) and ¥14,600 for Tokyo overall (N=1,067–1,145). Arakawa’s sample is thin — 11 to 13 properties scattered across Nippori, Minamisenju and Machiya — so monthly swings are large, but a seasonal pattern is visible: the gap between the wards narrows in autumn and winter and widens in summer.

From October to December 2025, Arakawa tracked level with or slightly above Taito (99.3–103.6%), and in the autumn-foliage and year-end peak the gap across the boundary all but disappears. In 2026, however, the gap opened up, reaching ¥1,500 in April and ¥1,900 in July (Arakawa at 84.6% of Taito). Year on year, September 2026 was −6.9% for Arakawa, +4.4% for Taito and +1.9% for Tokyo: Taito is growing faster than the Tokyo average, while Arakawa is below last year’s level. Arakawa’s covered properties are concentrated in 9–11 business hotels, which suggests that when prices soften in central Asakusa and Ueno in summer, the fringe adjusts more sharply on price.

On the supply–demand side, estimated occupancy in September 2026 (based on OTA-listed inventory) was 89.6% in Taito (145 properties / 13,647 rooms, based on major booking-site listings) and 84.5% in Arakawa (12 properties / 906 rooms, same basis). These are estimates based on how inventory sold on OTAs is being taken up and differ from properties’ actual overall occupancy, but both wards are at high levels of 85–90%. This shows the fringe’s price gap comes from different pricing rather than weak occupancy. Toyoko INN Minowa-eki’s estimated settled ADR of ¥9,600 (September 2026) is priced below Taito’s all-type median of ¥13,400, which reads as pricing designed to capture a broad range of guests from its first year. Whether new mid-priced rooms can lift this band into the ¥12,000 range will decide the ring’s ADR from 2027 onward.

Quantifying the Location Type — A Residential Area of 84,000 Growing to 2040, with 8% Office-Type Employees

We use public statistics to quantify what kind of demand Minowa can rely on. According to the National Land Numerical Information’s 250m-mesh population projections, the residential population within 1km of the station (46 mesh cells) was 82,295 in 2020 and 83,665 in 2025, and is projected to reach 87,308 by 2040 (+6.1% vs 2020, +4.4% vs 2025). The age mix is 66.5% working-age and 24.4% elderly, young for a residential area on the edge of central Tokyo. That the population is projected to grow until 2040 despite being on the outer edge of the 23 wards likely reflects ongoing housing development around Minamisenju and Nippori.

Source: MLIT National Land Numerical Information (future population projections by 250m mesh, 2024 MLIT Policy Bureau estimates). Figures are residential population (census-based), not visitors or people passing through

The employment side, by contrast, is thin. Aggregating the Economic Census (2021) by census small area, there are 3,541 establishments and 24,228 employees within 1km of the station. Of these, 1,931 work in office-type industries such as information and communications, finance, real estate and professional services, a share of only 8.0%. Most employees are in wholesale and retail, food service, manufacturing, and healthcare and welfare; this is not a business district that generates weekday business travel. The combination of “84,000 residents, 24,000 workers, 8% office share” points not to a typical business-hotel location (a business district) but to a location that captures the outer edge of Asakusa and Ueno tourism, plus the everyday demand typical of residential areas: visits home, family visits, weddings and funerals, and accompanying relatives to hospital.

Its transport links meet the conditions for a tourist fringe. In the National Land Numerical Information station ridership data, average daily passengers at Minowa Station (Hibiya Line) fell from 43,601 in 2019 to 32,927 in 2020, then recovered to 43,935 in 2023, above pre-COVID levels. Neighboring Minamisenju Station is a three-line hub — Joban Line 33,132, Hibiya Line 31,318 and Tsukuba Express 12,500 (2023) — and also a gateway for travelers from Narita and Ibaraki. The direct Hibiya Line route to Ueno, Akihabara, Ginza and Roppongi gives foreign visitors who could not get a room in Asakusa good reason to choose a hotel “one more stop away.”

Competitor Map — The 47 Properties within 1km and the Planned Site

The map shows how properties are distributed within the ring. Circle size shows room count and color shows property type; the red diamond is the site of the 179-room project due in August 2027, and the navy circle is Toyoko INN Minowa-eki, which opened in November 2025. Low-priced hotels with over 100 rooms cluster in Kiyokawa, Nihonzutsumi and Minamisenju 3-chome, while hostels and whole-house rentals are scattered across Senzoku, Ryusen and Negishi.

The scatter plot of room count against listed price (all-plan average) shows that every property with more than 100 rooms except Toyoko INN Minowa-eki is concentrated at listed prices of ¥10,000 or less, and only small properties with 40 rooms or fewer sit in the ¥15,000–25,000 band. Toyoko INN Minowa-eki (168 rooms, listed price ¥14,100) fills this “size × price” gap almost on its own. How the next projects fit into the band of 50–200 rooms at listed prices of ¥14,000–20,000 will be the focus of positioning in the ring.

Land Prices and Land Cost per Room — Commercial Land at ¥960k/m² Is 60% of Asakusa and One-Third of Ueno

Turning to land: collecting MLIT’s 2026 official land prices within 1km of the station gives a median of ¥960,000/m² for 7 commercial sites and ¥715,000/m² for 4 residential sites. Using the same method, the Asakusa Station ring has a commercial median of ¥1,610,000/m² across 12 sites, and the Ueno Station ring ¥2,870,000/m² across 17 sites. Minowa’s commercial land is at 59.6% of Asakusa’s level and 33.4% of Ueno’s. Year-on-year increases at all 11 sites in the ring were +10.0% to +19.6%, so double-digit rises are continuing for both commercial and residential land.

Among the sites nearest the station, “Arakawa-3” (105m from the circle’s center) is classified as residential but carries a 600% FAR and is priced at ¥1,610,000/m² (+17.5%). “Taito 5-16” on the Ryusen side (323m, commercial, 400% FAR) is ¥880,000/m² (+18.9%), and “Arakawa 5-5” on the Arakawa side (600% FAR) is ¥1,190,000/m² (+17.8%). Prices fall into two tiers: high-FAR land in front of the station at ¥1.2–1.6M/m², and commercial and neighborhood-commercial land one block back at ¥0.6–1.0M/m². Higashi-Nippori 1-chome, where the 179-room project is planned, is closer to the former.

We then convert these land prices into a per-room figure for a limited-service hotel. Taking 18m² of floor area per room, based on Toyoko INN Minowa-eki and the 179-room project (17.3–18.8m²/room), the required site area is 3.0m² per room at 600% FAR and 4.5m² at 400%. Using commercial medians, land cost comes to about ¥2.9M per room in Minowa at 600% FAR (about ¥4.3M at 400%), about ¥4.8M in Asakusa (¥7.2M) and about ¥8.6M in Ueno (¥12.9M). Construction cost is ¥2.178M per tsubo, based on planned construction costs for hotels and ryokan in MLIT’s 2025 Building Construction Starts statistics (1,806,839m² of floor area, ¥1,190,566.79M). With 18m² = 5.45 tsubo, that is about ¥11.9M per room.

Total land and construction cost per room is ¥14.74M in Minowa, ¥16.69M in Asakusa and ¥20.47M in Ueno, so Minowa is 12% cheaper than Asakusa and 28% cheaper than Ueno. What matters most is the difference in land share. In Minowa land is only 20% of the total, so variation in total cost is driven mainly by construction. With construction costs rising around 5% a year (Turner & Townsend forecasts +5.3% in 2026 and +5.0% in 2027), cheaper fringe locations feel construction inflation more directly, while the growth in site acquisition costs from rising land prices (+17–19%) is smaller than in central areas. This shows that the reason to move quickly on securing sites lies in the rate of land price growth, not the absolute level.

Investment Points — A Mid-Price Gap, a Construction-Driven Cost Structure and Absorbing +10.8% Supply

Gap in the price band

Apart from Toyoko INN Minowa-eki, every property in the ring with over 100 rooms has an estimated settled ADR of ¥5,300 or less, while neighboring stations are in the ¥12,000 range. The only rooms in the ¥9,000–12,000 mid-price band are Toyoko INN Minowa-eki’s 168 and Hotel Neo Rouge’s 40. Even after the 179-room project, there is plenty of room to grow as overflow capacity for the edge of Asakusa and Ueno.

20% land, 80% construction

At 600% FAR, land costs about ¥2.9M per room, 19.5% of the ¥14.74M total. Even if land prices rise +17–19%, the impact per room is about ¥0.5M, similar to a +5% rise in construction costs (about ¥0.6M). Construction cost is where cost control will be won or lost.

Room to absorb supply

+179 rooms (+10.8%) in August 2027. Given estimated occupancy of 89.6% in Taito and 84.5% in Arakawa (September 2026) and a residential population that keeps growing until 2040, there is ample room for new mid-priced rooms to be absorbed without pulling occupancy down.

Finally, we show a sensitivity analysis of gross yield for acquiring commercial land at 600% FAR in Minowa and building a limited-service hotel with 18m² rooms. Assumptions are land plus construction of ¥14.74M per room and a GOP (gross operating profit) margin of 45% (set as a conservative first-year value against a typical 50–60% range for limited-service hotels), with assumed full-year occupancy and ADR each varied over three levels. ADR runs from Toyoko INN Minowa-eki’s observed band (¥9,100–10,200) up to ¥11,000, allowing for convergence toward Iriya and Uguisudani.

Source: MetroEngines Research & Consulting (simple estimate. Gross yield = annual room revenue × 45% GOP margin ÷ land and construction cost of ¥14.74M per room. Excludes design and supervision fees, other expenses, FF&E, interest and taxes)

Even at ADR ¥9,000 and 80% full-year occupancy, gross yield is 8.0%; at ¥11,000 and 90% it reaches 11.0%. Cheap land helps the denominator; what sets the numerator is how far the price gap with neighboring stations can be closed. This is a simple estimate, and an actual investment decision requires a detailed feasibility study.

The main risks are, first, an increase in low-priced supply if the 12 small projects launch around the same time; second, stricter regulatory enforcement under Taito Ward’s amended inns and hotels ordinance; and third, rising construction costs. On the other hand, population growth through 2040, proximity to the three-line Minamisenju hub and the direct Hibiya Line tourist route all work to support medium- and long-term demand.

Summary

Lodging stock within 1km of Minowa Station stands at 47 properties and 1,653 rooms, up 54% since 2015. Half of the increase came in 2025 alone. With the 168-room Toyoko INN Minowa-eki becoming the ring’s largest property, a mid-price band opened for the first time between Sanya’s low-priced hotels and the ¥12,000 range of Iriya and Uguisudani. If the 179-room project goes ahead in August 2027, the ring will reach 1,832 rooms (+10.8%) and the Arakawa side will grow 1.84x.

Prices form three tiers — Asakusa ¥15,300, Ueno ¥12,300 and Minowa ¥6,700 — and the estimated settled ADR gap between Arakawa and Taito vanishes in autumn and winter but widens to as much as ¥1,900 in summer. The location has 84,000 residents (+6.1% by 2040 vs 2020), 24,000 workers and an 8% office share: a place to build around the tourist fringe and local, everyday demand, not business travel. Commercial land at ¥960k/m² is 60% of Asakusa and one-third of Ueno, putting land at about ¥2.9M per room, only 20% of the ¥14.74M total. For developers able to turn low land costs into tight construction cost control and mid-price positioning, Minowa could be the leading fringe candidate to consider after Asakusa and Ueno.

Estimated settled ADR covers October 2025–September 2026: Arakawa N=11–13, Taito N=161–177 and Tokyo N=1,067–1,145 properties). Land prices are from MLIT’s 2026 official land prices, population from the National Land Numerical Information’s 250m-mesh population projections (46 mesh cells), establishments and employees from the Economic Census (2021), and construction costs from the Building Construction Starts statistics (2025 total).

■ Model assumptions

Floor area per room is 18m² (set from Toyoko INN Minowa-eki at 18.8m²/room and the 179-room project at 17.3m²/room); at 600% FAR the required site area is 3.0m² per room. Land unit prices are the median official commercial land price in each station’s 1km ring, and construction is ¥2.178M per tsubo. Gross yield is calculated as “annual room revenue (ADR × full-year occupancy × 365 days) × 45% GOP margin ÷ land and construction cost of ¥14.74M per room”; ADR of ¥9,000–11,000 and full-year occupancy of 80–90% are modeling assumptions.

■ Limitations

Estimated settled ADR and occupancy are estimates based on public booking-site information and differ from each property’s actual settled prices and occupancy. Arakawa covers only 11–13 properties, so monthly swings are large. Properties that do not publish room counts are excluded from the 1km room count. The 179-room project is based on planning information before any official announcement by the developer, and its opening date and room count may change. Official land prices are standard-site prices and differ from actual transaction prices. The model is a simple estimate excluding design and supervision fees, other expenses, FF&E, interest and taxes.
