NOHGA Shinjuku Gyoen, 72 Rooms: Only 3 Rivals Above ¥40,000 Within 1km

Investment & Development

On October 15, 2026, Nomura Real Estate Development and Nomura Real Estate Hotels announced that NOHGA Shinjuku Gyoen (ノーガ新宿御苑), the lifestyle hotel under construction in Shinjuku 1-chome, Shinjuku Ward, will open on July 15, 2027, and began taking reservations on the official website the same day. The fourth property in the brand, it has 72 rooms, every one of them at least 30㎡ and every one with a balcony overlooking Shinjuku Gyoen National Garden. The plan places two roughly 70㎡ “Gyoen Suites” on the 14th (top) floor, a rooftop bar with a terrace of about 25m on the 13th floor, a bakery and café/bar lounge on the ground floor, and a restaurant built around a wood-fired hearth on the 2nd floor.

This article quantifies the lodging market within 1km of Shinjuku-gyoemmae, where these 72 rooms will land, across four dimensions — supply, price tiers, supply-demand, and land prices — and tests which price tier an all-garden-view product can claim. The conclusion first: of the 32 properties (3,905 rooms) within 1km for which an estimated settled ADR can be calculated, only 3 properties (390 rooms) sit at ¥40,000 or above — and the one accounting for 375 of those rooms, Odakyu Hotel Century Southern Tower, has suspended lodging operations for a full renovation until spring 2028. By the time NOHGA Shinjuku Gyoen opens in July 2027, the only properties left in the ¥40,000+ tier within 1km will be two small hotels with 7 and 8 rooms. The upper-midscale band of 50–300 rooms is effectively empty.

How this article relates to earlier coverage: We covered the Shinjuku lodging market in Noted Collection Shinjuku, 207 rooms (a 1km radius centered on Kabukicho) and in the 375-room Odakyu Southern Tower closure (a 1km radius around Shinjuku’s South Exit). Nomura Real Estate’s hotel development was discussed in its two Asakusa 2-chome projects. This article focuses on a 1km radius centered on Shinjuku-gyoemmae and uses the estimated settled ADR of the three existing NOHGA hotels as a brand benchmark to read the positioning of the 72 rooms.

Metric Definitions Used in This Article

  • ADR (Average Daily Rate) = An estimated settled rate (tax-excluded equivalent), calculated by applying a category-specific adjustment factor to the lowest plan rate each property publishes on OTAs (per room, 2 guests, tax-included). Compared against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures. Area-level ADR is the median of the properties covered (the level of a typical property in the area).
  • OCC (Occupancy Rate) = The share of sold rooms relative to total rooms in the area (an estimate based on OTA sales inventory). It is an estimate based on how inventory sold on OTAs is absorbed, and differs from a property’s actual overall occupancy.
  • LT (Lead Time) = Days until check-in. LT0 = same day. The booking curves in this article use LT45 to LT1 only.
  • Listed price = The average of all plans on OTAs (per room, 2 guests, tax-included). Used only for properties in categories where an estimated settled ADR cannot be calculated, and not referred to as ADR.

Key Takeaways
  • ■Rooms within 1km of Shinjuku-gyoemmae grew +30.5% in 10 years, from 4,327 in 2016 to 5,648 in 2026. Since 2024, however, growth has been held to +65 rooms a year or less, and even on a building-permit basis the projects within 1km are mostly small, around 1,000㎡ of floor area.
  • ■The median estimated settled ADR of the 32 properties within 1km is ¥15,700. While 7 properties (1,154 rooms) line up in the ¥25,000–40,000 band, only 3 properties (390 rooms) are at ¥40,000+, and as of July 2027 only two small properties with 15 rooms are expected to be operating.
  • ■The existing NOHGA HOTEL UENO (127 rooms) posted an estimated settled ADR of ¥63,500 over the last 12 months, +21.3% YoY and 4.4x the Taito Ward median. NOHGA HOTEL KIYOMIZU KYOTO (207 rooms) posted ¥32,600, 1.4x the Higashiyama Ward median. The brand has operated in price bands far above the ward medians of its locations.
  • ■Shinjuku Ward’s estimated settled ADR beat the prior year in all 8 months from October 2025 to May 2026, then reversed to −5.8% to −8.3% in June–August. September was +1.1% and OCC (est.) was high at 90.1% — a phase in which volume is recovering ahead of rate.
  • ■The site is in a commercial zone (floor area ratio 700%, building coverage 80%). The nearest official land price point (Shinjuku 5-22, about 270m away) stood at ¥2.3 million/㎡ in 2026, +15.0% YoY, and 10 of the 14 commercial points within 1km continue to show double-digit YoY gains.

Project Overview — 72 Rooms, All 30㎡+, Garden-View Product Design

Here is a summary of the published plan. The hotel is being built on land owned by Nomura Real Estate Development and, once completed, will be operated directly by Nomura Real Estate Hotels under the NOHGA HOTEL brand. The opening, described as “summer 2027” when construction start was announced in November 2025, has now been fixed for July 15. The address is 1-6-13 Shinjuku, Shinjuku Ward: a 2-minute walk from Exit 1 of Shinjuku-gyoemmae Station on the Marunouchi Line, 7 minutes from Shinjuku-sanchome Station, and 13 minutes from the South Exit of JR Shinjuku Station.

Total floor area and total project cost have not been disclosed by the developer. For reference, building-permit filing data based on the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) “Statistics on Building Construction Starts” records a gross floor area of 5,045.63㎡ for a project on the same site (site 620.24㎡, 14 floors above ground, construction start October 2025, completion scheduled June 2027). This is a filing-stage figure, not one published by the developer, but dividing it by 72 rooms gives roughly 70㎡ of floor area per room, suggesting a configuration with a heavy weighting toward public areas such as the bakery, restaurant and rooftop bar. This article does not estimate total project cost or construction cost.

What stands out on the product side is the combination of a 72-room scale with rooms of 30㎡+ and a balcony in every room. As discussed below, existing properties within 1km — even in the ¥25,000+ band — are mostly mid-to-large hotels of 100–375 rooms, and there is no small lifestyle hotel in which every room faces a specific view. Nomura Real Estate Hotels describes it as “Japan’s first hotel where every guest room overlooks Shinjuku Gyoen” (company release, survey by Mirai Trend Research Institute, as of October 2026), a design that places the view itself at the core of the product’s value.

Supply Within 1km — +30.5% in 10 Years, Slowing to +65 Rooms a Year or Less Since 2024

Lodging stock within a 1km radius of the site stood at 63 properties and 5,648 rooms as of 2026, within the scope tracked by MetroEngines Research. That is +1,321 rooms (+30.5%) over 10 years from 35 properties and 4,327 rooms in 2016, but most of the increase came before 2019 (+709 rooms in 2016–2019), and from 2024 to 2026 the count edged up only from 5,583 to 5,648 rooms, +65 rooms a year or less. New-supply pressure has barely been at work in recent years, at least within the range visible from OTA listings.

Figure 1: Lodging stock within 1km of Shinjuku-gyoemmae (properties open and not yet closed at each year-end). Source: MetroEngines Research & Consulting (based on confirmed OTA listings, N=63 properties)

The existing stock, however, includes rooms that are not operating. Odakyu Hotel Century Southern Tower (375 rooms), the largest upper-tier property within 1km, suspended lodging operations for a full renovation with the October 1, 2026 check-out and is targeting a grand reopening in spring 2028 (Odakyu Hotel Century Southern Tower, “Renovation Notice”). July 2027, when NOHGA Shinjuku Gyoen opens, falls within the period when these 375 rooms are out of the market. Central Hotel Tokyo (129 rooms) in Shinjuku-sanchome is also subject to a redevelopment plan (rebuilding of the former Metro Kaikan and former Central Hotel: 16 floors above ground, 158 hotel rooms, completion scheduled May 2029), and no price data is currently being observed for it.

Future supply can be checked in building-permit filing data based on MLIT’s “Statistics on Building Construction Starts.” Within 1km, there are 15 projects that include a hotel use, excluding NOHGA Shinjuku Gyoen, with total floor area of about 54,240㎡ (Figure 2 lists 12 of them, excluding three small projects in Kabukicho 2-chome with floor areas of 710–2,619㎡ scheduled for completion between December 2026 and July 2027). Only one project (158 rooms) records a room count; most of the rest are small projects of 600–4,500㎡. At Shinjuku 1-7-21, 70m from the site, a 14-floor hotel with 1,110㎡ of floor area is scheduled for completion in June 2027 and will open almost next door in the same month.

Price-Tier Structure — 3 Properties, 390 Rooms at ¥40,000+; the 50–300-Room Upper-Midscale Band Is Empty

Within 1km, the hotels and ryokan for which an estimated settled ADR could be calculated for at least 6 of the last 12 months (October 2025–September 2026) number 32 properties and 3,905 rooms (excluding capsule hotels and properties with no observable prices). Their median is ¥15,700, roughly the same as the 12-month average for Shinjuku Ward as a whole (¥16,100). By price tier, there are 13 properties (1,182 rooms) under ¥15,000, 9 properties (1,179 rooms) at ¥15,000–25,000, 7 properties (1,154 rooms) at ¥25,000–40,000, and 3 properties (390 rooms) at ¥40,000+ — a structure in which four tiers stack up with nearly equal room counts.

Viewing this structure on two axes together with room count makes clear where NOHGA Shinjuku Gyoen can fit. All 7 properties in the ¥25,000–40,000 band are mid-sized, at 106–208 rooms, and many are serviced apartments or long-stay formats. The only ¥40,000+ property with more than 50 rooms is Southern Tower, and it is closed until spring 2028. In other words, as of July 2027, not a single property within 1km will occupy the space of 50–300 rooms with ADR of ¥40,000+. The specification of 72 rooms, all 30㎡+, all with balconies, reads as a design aimed at this gap.

Figure 4: Positioning by room count × estimated settled ADR (bubble size = number of guest reviews, N=32 properties). The dotted box marks the empty band of 50–300 rooms × ¥40,000+; the vertical line marks NOHGA Shinjuku Gyoen’s 72 rooms. Source: MetroEngines Research & Consulting

Crowded band: under ¥15,000 × 20–260 rooms

13 properties, 1,182 rooms. Supply of limited-service hotels is thick and prices are below the Shinjuku Ward median. Little room for a new entrant to differentiate.

Filled band: ¥25,000–40,000 × 100–210 rooms

7 properties, 1,154 rooms. Occupied by serviced-apartment formats and mid-sized new builds, concentrated at ¥31,600–¥38,100. A 72-room entrant here would be the smallest by scale.

Empty band: ¥40,000+ × 50–300 rooms

Currently only Southern Tower; zero properties in July 2027. Whether an all-garden-view, 30㎡+ product can claim this band is the key investment question.

Brand Benchmark — Ueno ¥63,500, Kiyomizu ¥32,600: 1.4–4.4x the Ward Median

The price bands in which NOHGA HOTEL has actually operated can be read from the estimated settled ADR of its three existing properties. NOHGA HOTEL UENO TOKYO (127 rooms) averaged ¥63,500 over the last 12 months (October 2025–September 2026), up +21.3% from the prior-year period (¥52,300). Taito Ward’s average estimated settled ADR over the same period was ¥14,500, meaning the hotel sold at 4.4x the ward median. NOHGA HOTEL KIYOMIZU KYOTO (207 rooms) posted ¥32,600 (−2.0% YoY), 1.4x the Higashiyama Ward average of ¥23,600. By month, April 2026 marked the peak for each — ¥83,900 for Ueno and ¥49,200 for Kiyomizu — and seasonal swings were larger than for their wards as a whole.

NOHGA HOTEL AKIHABARA TOKYO (118 rooms) is classified as a deluxe-category property and is therefore outside the scope of the estimated settled ADR calculation. On a listed-price basis (average of all plans, tax-included), its 12-month average was ¥92,800, nearly the same as Ueno’s listed price of ¥91,900; among the three properties, the two in Tokyo operate in a clearly higher price band than the one in Kyoto.

Figure 5: Monthly estimated settled ADR of NOHGA HOTEL Ueno and Kiyomizu Kyoto vs. Shinjuku Ward (October 2025–September 2026, tax-excluded equivalent). Source: MetroEngines Research & Consulting

These results cannot be mechanically applied to Shinjuku. Ueno and Akihabara are both entertainment-district locations right by a station, in areas with a high share of international visitors, whereas Shinjuku-gyoemmae is a notch quieter than the Shinjuku-sanchome and Shinjuku Station areas in both station ridership and commercial concentration. On the other hand, Shinjuku Ward’s estimated settled ADR (12-month average ¥16,100) is higher than Taito Ward’s (¥14,500), and seven mid-sized properties in the ¥25,000–40,000 band already line up within 1km. Given that the brand has achieved 4.4x the ward median in Ueno and 1.4x in Kiyomizu, positioning at 2.5–3.5x the ward median in Shinjuku-gyoemmae — that is, a band of roughly ¥40,000–56,000 — is a target that extends from its existing properties. We compare, across the market, how many multiples of the area median newly opened hotels set as their entry rate in entry ADR for new openings (openings from October 2026 to January 2027: 0.6–4.3x the area median).

As a foundation supporting the price band, it is also worth checking guest ratings at the existing properties. Looking by category at guest reviews over the last 24 months compiled by the HotelBank Editorial Team, all three properties score around 4.8 out of 5 for “staff,” “cleanliness” and “facilities”; Ueno and Kiyomizu Kyoto rank in the top 10% of their areas on these three items, and Akihabara in the top 25%. Location ratings are stable — Ueno 4.77 (N=1,133), Akihabara 4.81 (N=1,528), Kiyomizu 4.81 (N=2,465) — and the brand experience built around music, art and food is translating into ratings.

Shinjuku Ward Supply and Demand — Rate Reversed in Summer, OCC (est.) Held in the 90% Range

On the demand side, rate and volume are in different phases. Shinjuku Ward’s estimated settled ADR beat the same month of the prior year in all 8 months from October 2025 to May 2026, peaking for the past two years at ¥20,700 in April 2026 (+16.3% YoY). June then came in at ¥12,900 (−5.8%), July at ¥13,300 (−7.7%) and August at ¥12,400 (−8.3%), three consecutive months below the prior year, before September returned to a slight YoY gain at ¥15,100 (+1.1%). According to Japan National Tourism Organization (JNTO) estimates, international visitor arrivals in August 2026 were 3,098,900, −9.6% YoY, with China falling sharply to 418,000 (−59.0%) while South Korea was the largest market at 850,500 (+28.7%). With the country mix of inbound demand shifting, the fact that Shinjuku Ward’s summer rate fell below the prior year weighs heavily as an assumption for a summer 2027 opening.

Figure 7: Shinjuku Ward estimated settled ADR, year-over-year overlay (July 2024–December 2026, tax-excluded equivalent, N=84–105 properties). October–December 2026 values are estimates based on listed price levels as of the survey date. Source: MetroEngines Research & Consulting

On volume, Shinjuku Ward’s OCC in September 2026 (OTA-listed inventory basis, estimated) was 90.1% across a daily average of 67 properties and 8,309 rooms (64–70 properties depending on the day); for business hotels alone it was 90.5% across a daily average of 42 properties and 6,382 rooms. August was also 89.0% across a daily average of 63 properties and 8,058 rooms — inventory continued to sell through even in months when rate fell below the prior year. The September booking curve shows 55.8% already sold at LT45, 72.6% at LT14, 84.2% at LT3 and 90.1% by the day before (LT1). The roughly 6-point build in the final three days shows that Shinjuku Ward is a market with deep same-day and day-before demand.

Figure 8: Shinjuku Ward booking curve for September 2026 (monthly average, LT45–LT1; fixed cohorts of 67 properties / 8,309 rooms for all categories and 42 properties / 6,382 rooms for business hotels). This is an estimate based on how inventory sold on OTAs is absorbed, and differs from a property’s actual overall occupancy. Source: MetroEngines Research & Consulting

By day, Saturday September 19 (98.0%) and Sunday September 20 (98.4%) approached full occupancy in the first half of the five-day holiday period, while the final day of the holidays, Wednesday September 23 (a national holiday, 83.1%), and the day after, Thursday September 24 (82.0%), marked the monthly low. No weekday fell below 82%, and occupancy built to 98% on weekends and holidays — meaning that, for selling 72 rooms within 1km, how far weekend and peak-period rates can be pushed will determine revenue. As NOHGA HOTEL Ueno’s monthly trend showed a 2.1x gap between April (¥83,900) and August (¥39,200), lifestyle hotels see wider seasonal rate swings than the ward as a whole.

Location Assessment — Commercial Zone at 700%, Land Prices +15%, and the Garden as a “Permanent View Asset”

The site is in a commercial zone under the zoning code, with a floor area ratio of 700% and building coverage of 80% (MLIT Real Estate Information Library). The nearest official land price point is Shinjuku 5-22 (commercial, 200m from Shinjuku-gyoemmae Station), about 270m away, where the official price as of January 1, 2026 was ¥2.3 million/㎡, +15.0% YoY. Toward Shinjuku-sanchome, Shinjuku 5-48 (about 300m) stood at ¥3.55 million/㎡ (+15.3%) and Shinjuku 5-3 (about 350m) at ¥8.2 million/㎡ (+13.1%). Levels rise closer to the station, but growth reached double digits at 10 of the 14 commercial points within 1km. Even the residential point in Tomihisa-cho to the north of the site (Shinjuku-25, about 680m) stood at ¥1.0 million/㎡, +10.0% — land prices continue to rise for both residential and commercial land.

In terms of transport, Tokyo Metro’s FY2025 figures put average daily passengers at Shinjuku-gyoemmae Station at 49,258 (79th in the company’s ranking, +0.9% YoY). That is small compared with Shinjuku-sanchome Station at 159,057 (15th, +4.3%) and Shinjuku Station on the Marunouchi Line at 201,609 (8th), but the site is within a 7-minute walk of Shinjuku-sanchome and 13 minutes of JR Shinjuku — a distance at which a location one step removed from the bustle of the entertainment district can be productized as “quiet.” The surrounding employment base is also deep: according to the Ministry of Internal Affairs and Communications / Ministry of Economy, Trade and Industry “Economic Census for Business Activity” (2021), there are 8,498 establishments and 134,806 employees within 1km of the site, with office-type workers accounting for 34.6%. MLIT’s 250m-mesh estimates put the residential population within 1km at 41,440 (2025), projected to hold at 41,745 (+0.7%) even in 2040, with a high working-age share of 73.2%.

The heart of the location is Shinjuku Gyoen itself. According to a Ministry of the Environment press release, annual visitors to Shinjuku Gyoen hit a record 2,502,561 in FY2017, and the ministry’s materials indicate that about half of visitors are international (estimated). Visits concentrate in spring (cherry blossoms) and autumn (autumn leaves). As a National Garden, the Gyoen is green space maintained in perpetuity, so the risk that a high-rise will someday rise on the south side of the site and block the view is structurally smaller than for a typical central-Tokyo location. A design in which every room faces the Gyoen from its own balcony distributes this “permanent view asset” across all 72 rooms, and represents a positioning that goes after a different demand segment — leisure, celebrations and long stays where the stay itself is the purpose — from properties around Shinjuku Station or in Kabukicho, even within the same ward.

Investment Considerations — Rate × Occupancy Sensitivity and the Competitive Landscape at Opening

Because total project cost has not been disclosed, we do not estimate yields, but the room revenue the 72 rooms can generate at different price points can be shown as a range based on results within 1km and at the brand. Setting estimated settled ADR at ¥40,000, ¥48,000 and ¥56,000 (roughly 2.5x, 3x and 3.5x Shinjuku Ward’s 12-month average of ¥16,100) and OCC at 75–85% puts annual room revenue in a range of about ¥790 million to ¥1.25 billion. If the hotel reaches the brand’s Ueno level (¥63,500), the upper end rises further, but in light of Shinjuku-gyoemmae’s station catchment and the price-tier structure within 1km, this article uses ¥40,000–56,000 as the range for consideration.

The weight of the F&B division should not be overlooked. A ground-floor bakery and café/bar lounge, a 2nd-floor wood-fired restaurant and a 13th-floor rooftop bar represent a heavy investment in public areas for a 72-room hotel. On the filing-basis floor area mentioned above (about 5,046㎡), that is about 70㎡ per room, so even after subtracting rooms of 30㎡+, a considerable area is devoted to public spaces and F&B. Given that NOHGA HOTEL Ueno, Akihabara and Kiyomizu Kyoto all earn high marks for “facilities” and “breakfast” in guest reviews, F&B can be both a device that supports room rates and an independent revenue source that draws in the surrounding 41,000 residents and 135,000 workers.

The competitive environment at opening currently looks to have more tailwinds than headwinds. Southern Tower’s 375 rooms are closed until spring 2028 and, after renovation, are likely to move to a higher price band than today. Filed projects within 1km are mostly small, around 1,000㎡ of floor area; the 158-room Shinjuku 3-34-4 is scheduled for completion in May 2029, Hulic’s Shinjuku 3-18-1 in September 2029, and Nomura Real Estate’s own Shinjuku 4-4-23 (office/hotel mixed-use) in March 2030 — all nearly two years or more after NOHGA’s opening. In Kabukicho, Citadines Central Shinjuku Tokyo (206 rooms, estimated settled ADR ¥31,600), located within the 1km radius (about 0.9km northwest of the site), is scheduled to reopen in 2027 after renovation as IHG’s Noted Collection Shinjuku (207 rooms), and depending on its post-renovation pricing it could join the upper-tier competition.

There are also points to watch. First, Shinjuku Ward’s rate fell below the prior year in summer 2026, and if the shift in the country mix of inbound demand continues, the first-year rate target will need to be set conservatively. Second, a 72-room scale has less capacity to absorb fixed costs than mid-to-large hotels, so the ramp-up of the F&B division will drive overall profitability. Third, “every room with a Gyoen view” is a strong differentiator, but it also limits room-type diversity, increasing dependence on leisure demand premised on two guests per room. How well the hotel captures weekday business demand will depend on how far it can leverage the base of 135,000 workers within 1km.

Conclusion

NOHGA Shinjuku Gyoen plans to place a product of 72 rooms, all 30㎡+, all with Gyoen views, into the only vacant band — “50–300 rooms × ADR ¥40,000+” — in a 1km radius around Shinjuku-gyoemmae where supply has slowed and prices stack in four tiers. Its July 2027 opening falls within Southern Tower’s 375-room closure, and at current prices the upper-tier competition consists of only two small properties with 15 rooms (Citadines Central Shinjuku Tokyo, 206 rooms within the 1km radius, is scheduled to reopen in 2027 as Noted Collection Shinjuku and could join the upper tier depending on its post-renovation pricing). The existing NOHGA hotels have achieved rates of 4.4x the ward median in Ueno and 1.4x in Kiyomizu, so aiming for 2.5–3.5x (¥40,000–56,000) in Shinjuku-gyoemmae is within the range of the brand’s track record.

On the demand side, Shinjuku Ward’s OCC (est.) holds in the 90% range, while rate fell below the prior year in summer 2026. Land prices continue to rise, at +10.0% to +15.6% across the five commercial points within 600m of the site, making this a project that raises holding value for Nomura Real Estate — which owns the 700%-FAR commercial site — on both unrealized land gains and operating income. The remaining question is how much of the investment in public areas, including F&B, can be converted into room rate, and the initial prices of the reservations that opened on October 15, 2026 will be the first indicator of the answer.

⚠ Note on ADR for future dates: The October–December 2026 values in Figure 7 are estimates based on selling prices published on OTAs as of the survey date and will change as check-in dates approach. Please note that prices currently set high may fall at the last minute.

■ Calculation assumptions

Annual room revenue = 72 rooms × 365 days × OCC × ADR (tax-excluded equivalent). ADR was set at ¥40,000, ¥48,000 and ¥56,000 — about 2.5x, 3x and 3.5x Shinjuku Ward’s 12-month average (October 2025–September 2026, ¥16,053) — and OCC at 75–85%. Price tiers within 1km are based on each property’s 12-month average estimated settled ADR, limited to properties with at least 6 months of calculated results.

■ Limitations

Estimated settled ADR is an estimate obtained by multiplying the lowest plan level on OTAs by a category-specific factor and differs from actual settled prices and accounting figures (median error vs. property-level results of listed hotel REITs is about 7%). The floor area of 5,045.63㎡ is a value recorded in building-permit filing data, not a figure published by the developer, and this article does not estimate total project cost or construction cost. The number of building-permit filings is based on building-confirmation applications as of the survey date and will increase as further applications are filed. Stock within 1km (63 properties, 5,648 rooms) is limited to properties confirmed as listed on OTAs. Guest ratings are averages of reviews compiled by the HotelBank Editorial Team and include biases by posting platform. The calculations do not represent the results or plans of any individual property or an investment judgment.
