Supply Pipeline

Among the plans Route Inn Hotels publishes in the “Upcoming Hotel Openings” list on its official website (updated July 10, 2026), Shimane Prefecture carries “Hotel Route-Inn Grand Izumo (ホテルルートインGrand出雲)” with 244 rooms under the “2027 or later” timing category. The official list discloses only four items — name, room count, prefecture and timing category — and neither the location nor the opening date has been announced. Starting from that published information, this article sets it against measured data for the Izumo City lodging market — the room mix of the 81 properties and 2,164 rooms confirmed as selling on major booking sites, and an estimated settled ADR that peaks in November, the month of Kamiarizuki — to outline the market a 244-room hotel will enter. It also clarifies that “Hotel Route-Inn Grand Ozu” (333 rooms), listed in the same table, is planned not for Shiga Prefecture but for Ozu Town, Kikuchi District, Kumamoto Prefecture, and touches on that town’s supply situation, driven by the clustering of semiconductor plants.

Metric Definitions Used in This Article

  • ADR (average daily rate): an estimated settled unit price (tax-excluded equivalent), calculated by applying a category-specific adjustment factor to the lowest-plan price level each property publishes on OTAs (two guests sharing one room, per-room rate, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, latest three months), the median error is about 7%. These are estimates and differ from each property’s actual settled prices and accounting figures. Area-level ADR is the median of covered properties (the level of a typical property in the area).
  • Listed price: the average of all plans on OTAs (two guests sharing one room, per room, tax included). Shown as a separate metric distinct from ADR.
  • OCC (occupancy rate): the share of rooms sold out of total rooms in the area (an estimate based on OTA sales inventory; consistency checks against REITs’ monthly published figures confirm accuracy within roughly a few points). It is an estimate based on how OTA-sold inventory is taken up and differs from a property’s actual overall occupancy.
  • Room stock: the total rooms of properties tracked by MetroEngines Research that are confirmed as selling November 2026 on major booking sites. Ryokan, minshuku and simple lodgings not listed on OTAs are excluded.
  • Data source: MetroEngines Research (as of October 2, 2026)
Key Takeaways
  • — 244 rooms, 2027 or later: Hotel Route-Inn Grand Izumo appears in the official opening schedule as a plan in Shimane Prefecture. Location and opening date have not been announced.
  • — +11.3% on existing stock: added on top of Izumo City’s 81 properties and 2,164 rooms (based on confirmed sales for November 2026). Together with Vessel’s 107 rooms, the known pipeline totals 351 rooms, +16.2%.
  • — Est. settled ADR in November: ¥17,700: Kamiarizuki is the annual peak (2026, N=35 properties, estimate based on listed rate levels). The Grand Ozu (333 rooms) on the same list is planned for Ozu Town, Kumamoto — not Shiga.

Hotel Route-Inn Grand Izumo — what is officially known: “244 rooms, Shimane, 2027 or later”

First, let us set out what is confirmed by official information. Route Inn Hotels’ opening schedule lists domestic plans for 2027 or later, among them a single line reading “Shimane / Hotel Route-Inn Grand Izumo / 244.” The same list shows “Hotel Route-Inn Tottori” (248 rooms) and “Hotel Route-Inn Shibata 2” (222 rooms) under the same timing category, but none gives a month, day or location. A note at the end of the list states that “the above schedule is subject to change,” so the “2027 or later” category should not be read as a fixed opening year.

Some readers may be searching to confirm the location or construction period after seeing the name “(tentative) Hotel Route-Inn Grand Izumo new construction” on a building-plan sign, but at the time of writing we have found no primary source confirming the location. This article therefore makes no statement about the location and confines itself to the four officially published items and to measured market data.

So what does the Grand brand look like at existing hotels? The official brand introduction describes it as offering “luxurious public spaces and guest rooms, a wide range of amenities, restaurants and more” to “create a more convenient and more comfortable hotel experience.” Recent openings taken from the official opening list show eight properties opened between Wakayama Station East Exit (232 rooms) in June 2024 and Saku (194 rooms) in June 2026, with room counts in a band of 194–294. The official page for Maebashi (243 rooms), opened on March 6, 2026, highlights a large public bath (Komyoseki artificial hot spring) with sauna and cold plunge for both men and women, and a buffet breakfast of more than 30 items. At 244 rooms, Grand Izumo sits near the middle of these eight recent openings.

The “2027 or later” category of the same list also includes Grand-brand plans in Kochi (232 rooms), Kirishima (240), Azumino Hotaka (196), Choshi Ekimae (136), Abashiri Ekimae (180), Suwa (150), Sennan (224) and Otaru Unga-dori (123). A simple sum of the published figures gives 2,058 rooms across 10 domestic plans including Izumo and Ozu. The Izumo plan fits a roll-out that places an upper line of around 200 rooms in regional prefectural capitals and near stations or in the centres of tourist destinations.

Izumo City’s room stock is 81 properties and 2,164 rooms — 244 rooms adds 11.3%

Next, let us size the market the 244 rooms will enter, in rooms. Of the properties tracked by MetroEngines Research, 81 properties and 2,164 rooms in Izumo City were confirmed as selling November 2026 on major booking sites (as of October 2, 2026). By category, business hotels account for 13 properties and 1,439 rooms, or 66.5% of the total, followed by ryokan with 18 properties and 345 rooms, city hotels with 3 properties and 174 rooms, and resorts with 2 properties and 47 rooms. The remaining 45 properties are small facilities such as vacation rentals, minshuku, pensions and cottages, totalling only 159 rooms.

Against this base, 244 rooms equals 11.3% of the total and 15.1% of the 1,613 “hotel-type” rooms (business plus city hotels). As a single property, it would also exceed the largest hotel in Izumo City today (198 rooms). The existing large properties are all concentrated within walking distance of Izumo-shi Station; roughly eight business hotels of around 150 rooms each, totalling 1,198 rooms, within about 500 m of the station form the backbone of Izumo City’s hotel supply. By contrast, at the gate town of Izumo Taisha no large supply has been added since two ryokan-style properties (160 rooms combined) opened in 2017.

Tracing the main supply added in Izumo City over the past decade by opening year: in 2017, one business hotel (185 rooms) and two ryokan-style properties at the shrine gate (160 rooms combined); in December 2021, 93 rooms near the station; and in November 2022, 39 rooms on the Hinomisaki side. Since then large openings have stopped, so Grand Izumo’s 244 rooms in 2027 or later would be Izumo City’s first 200-room-class supply addition in about 10 years.

However, it is not the only new supply. Nikkei (May 2026) reported that Vessel Hotel Development plans “Vessel Izumo Taisha-machi Hotel (tentative)” with 107 rooms about a five-minute walk from the Great Torii of Izumo Taisha, starting construction in June and targeting a spring 2028 opening. Earlier, the San-in Chuo Shimpo (April 8, 2025) reported that at least three operators plan to enter Izumo City with hotels aiming to open by around 2028, and quoted concerns about overheated competition. The two plans with published room counts alone add 351 rooms, 16.2% on top of the existing stock.

Rates peak in November with Kamiarizuki — est. settled ADR ¥17,700, ¥12,800 for the year

It is also worth looking at the rate structure that will absorb the new supply. Izumo City’s estimated settled ADR (median, all categories) averaged ¥12,800 over the settled months of January–August 2026, up 8.0% from ¥11,800 in the same period a year earlier. By month, November is the highest: ¥15,300 in November 2025, and ¥17,700 (N=35 properties) for November 2026 on an estimate based on listed rate levels at the survey date — building to a level 15.5% above the same month a year earlier. November corresponds to Kamiarizuki, the tenth month of the old lunar calendar, and demand around Izumo Taisha’s Kamiari Festival forms the annual peak in room rates. In 2026, November alone juts out by more than ¥4,000 between October (¥13,300) and December (¥13,700). In 2024, November (¥15,100) was also the highest month of July–December, but in 2025 December (¥15,700) slightly exceeded November (¥15,300); a November spike this pronounced is specific to the 2026 listed rate levels.

Source: compiled by MetroEngines Research and HotelBank Editorial Team (Izumo City, all categories, median est. settled ADR, N=32–38 properties/month; September–December 2026 are estimates based on listed rate levels at the survey date)

By category, the estimated settled ADR of the 13 business hotels averaged ¥7,900 over January–August 2026, and ¥8,900 in August alone (+3.3% YoY). That is about ¥5,000 below the all-category median, with the ryokan-type and city-type price tiers in between. Since the Grand brand positions itself as “a step up,” what tier it forms in Izumo City between the price band of existing business hotels and that of the ryokan-type properties at the shrine gate will be the thing to watch after opening.

On occupancy, Izumo City’s rate in August 2026 (OTA-listed inventory basis, estimate) was high at 90.5% (35 properties, 1,374 rooms, based on major booking-site listings), and 91.7% in September (36 properties, 1,401 rooms). Ryokan-type properties alone stood at 87.5% in August and 89.4% in September. These are estimates based on how OTA-sold inventory is taken up and differ from properties’ actual overall occupancy, but they show Izumo City almost exhausting its OTA inventory from summer into autumn. The city’s report also notes a gap of 29,000 overnight guests between the busiest month (August) and the quietest (January) in 2023, and names smoothing out seasonality as an issue.Estimated settled ADR is lowest in June (2026: ¥10,300; 2025: ¥10,100), and in 2025 September (¥10,500), April (¥10,900) and February (¥10,900) were also below ¥11,000;absorbing new supply goes hand in hand with building demand in the off-season.

Demand side — overnight guests rose to 887,000, and the city is considering a lodging tax

Public data on the demand side is set out in the “Report of the Izumo City Committee on New Tourism Revenue Sources,” compiled by Izumo City in August 2026, and in materials for briefings to lodging operators held in January–February of the same year. Tourist arrivals in Izumo City have stayed above 11 million since Izumo Taisha’s “Great Heisei Reconstruction” (Heisei no Daisengu) in 2013, except during the pandemic, and arrivals around Izumo Taisha were 7.11 million in 2023, 6.98 million in 2024 and 7.34 million in 2025. Overnight guests have grown steadily since the Daisengu, “mainly in line with increases in the room count of hotels, ryokan and other facilities,”reaching a then-record 840,000 in 2023 and continuing to set new highs at 852,000 in 2024 and 887,000 in 2025.

Notably, the city itself points out that “considering the increase in capacity from new properties, growth in guest numbers at existing facilities appears small, and new demand may not have been created.” In other words, the city recognises that growth in overnight guests is explained more by new room supply than by rising occupancy at existing properties. Within this pattern, the Grand Izumo and Vessel plans could push overnight guest numbers higher on the supply side, while also splitting occupancy with existing properties.

The inbound share is small. Foreign overnight guests rose to 11,552 in 2019 (about six times the 2009 level), and are on a recovery trend at 11,547 in 2024 and 17,496 in 2025,but they account for only about 2% of total overnight guests (887,000 in 2025).That domestic demand makes up most of the market is a premise for thinking about supply in Izumo City.

On revenue, the report concludes that introducing a lodging tax as a non-statutory earmarked tax is “appropriate,” and estimates annual revenue of ¥176–196 million assuming 1 million overnight guests at ¥200 per person per night with a ¥5,000 exemption threshold. On timing, it says only that it is “desirable to decide promptly after going through the necessary procedures,” without giving a specific date. The possibility that a lodging tax will be in force in Izumo City by the time the 244 rooms open is a regulatory factor operators should build into their plans.

Hotel Route-Inn Grand Ozu is in Ozu Town, Kumamoto — 333 rooms in the semiconductor plant zone

“Hotel Route-Inn Grand Ozu” (333 rooms), listed in the same official table, is easily taken for a plan in Otsu City, Shiga Prefecture (both written 大津), but the prefecture column of the official list says Kumamoto. Ozu Town in Kikuchi District, Kumamoto, borders Kikuyo Town, where TSMC’s subsidiary JASM started up its first plant, and is close to Aso Kumamoto Airport. Route Inn Hotels already operates “Hotel Route-Inn Aso Kumamoto Airport Ekimae” (207 rooms; three minutes’ walk from JR Higo-Ozu Station, natural hot-spring public bath) in the town, so Grand Ozu would be its second property there and an upper-line plan with an izakaya attached.

Supply in Ozu Town is building quickly. Of the properties tracked by MetroEngines Research, 16 properties and 1,876 rooms are confirmed as selling November 2026, of which 6 properties and 901 rooms opened in 2025 or later — 48% of the current stock. They break down as 208 and 203 rooms in June 2025, 21 rooms in November 2025, 202 rooms in February 2026, and 213 and 54 rooms in April 2026. Kumamoto Nichinichi Shimbun (December 2023) reported at the time that rising demand from TSMC’s arrival was expected to add about 800 rooms in the town over two years, roughly doubling capacity; actual openings since then have exceeded that. Grand Ozu’s 333 rooms would add 17.8% to the current stock.

Source: compiled by MetroEngines Research and HotelBank Editorial Team (Ozu Town, based on confirmed sales for November 2026, N=16 properties; opening year based on confirmed OTA listing. Grand Ozu: figure published by Route Inn Hotels)

Rate movements also reflect the absorption of supply. Ozu Town’s estimated settled ADR (median) moved from ¥9,200 in August 2025 (N=11 properties) to ¥8,200 in August 2026 (N=13 properties), 10.7% lower, while the listed price (all-plan average, tax included) stayed roughly flat at around ¥16,800.With the room count swelling about 1.35 times in the year from August 2025,keeping the settled-rate adjustment to around 10% points to the depth of business demand. JASM’s second plant is scheduled to start operating at the end of 2027, so if Grand Ozu opens in “2027 or later,” it would coincide with the second plant’s ramp-up. For supply pressure relative to existing stock in Ozu Town and elsewhere, see our Hotel Supply Pressure Ranking 2026-2027.

Cross-check with building-plan data — four plans with Route Inn Japan as owner

Our construction-plan data, based on MLIT’s “Building Dynamics Statistics Survey,” contains four plans with Route Inn Japan Co., Ltd. as the building owner. The 200 rooms in Furano City, Hokkaido (completion scheduled December 2027) correspond to “Grandvrio Resort Furano” (200 rooms, 2027 or later) on the official list. The other three have completion dates already in the past; checked against official opening information, the 224 rooms in Kumiyama Town, Kyoto are “Hotel Route-Inn Kyoto Kumiyama,” opened March 27, 2025; the 197 rooms in Shimotsuma City, Ibaraki are “Hotel Route-Inn Shimotsuma,” opened September 10, 2025; and the 105 rooms in Tamba-Sasayama City, Hyogo are “Grandvrio Hotel Tamba-Sasayama Wakura,” opened April 25, 2025 (officially 100 rooms) — all confirmed as open.

The Izumo and Ozu plans are not included in the data, which is based on building-confirmation applications at the survey date. Applications are usually filed one to two years before opening, so it is natural that plans for 2027 or later do not yet appear, and the number of plans and rooms is expected to rise as applications are added. The currently confirmed pipeline is best treated as a lower bound.

Summary — how to read the 244 rooms coming to Izumo City

To sum up, what is officially confirmed about Hotel Route-Inn Grand Izumo is three points — 244 rooms, Shimane Prefecture, 2027 or later — while the location and opening date have not been announced. The Izumo City market that will absorb it has 81 properties and 2,164 rooms, of which business hotels account for 1,439 rooms; 244 rooms equals 11.3% of total stock and 15.1% of hotel-type stock. Adding Vessel’s 107 rooms, the known plans alone bring 351 rooms, a 16.2% supply increase over existing stock, expected to be concentrated in 2027–2028.

Rates peak annually in November with Kamiarizuki (an estimated ¥17,700 in 2026); the full-year estimated settled ADR is ¥12,800, +8.0% YoY; and occupancy from summer to autumn (OTA-listed inventory basis, estimate) is in the 90% range. As the city’s report shows, growth in overnight guests has historically tracked increases in room supply, and the room for new supply to expand demand is greatest in August–November, when OTA inventory is all but used up.Meanwhile, filling the off-season centred on Juneis an opportunity shared by existing and new properties alike.

For existing operators, this is the moment to start building Kamiarizuki pricing and off-season demand now, on the assumption that a 200-room-class upper-line hotel will be added in 2027 or later. With a lodging tax also under consideration, Izumo City’s lodging market will move on both supply and regulation toward 2027–2028. For Shimane’s market structure, see Shimane Hotel Market: Kamiarizuki’s 4-Tier ADR Split, and for rate trends by hotel type, see Shimane’s settled ADR for city and business hotels.

⚠ Note on ADR for future dates: ADR from September 2026 onward in this article is an estimate based on selling prices published on OTAs at the survey date (October 2, 2026), and will change as check-in approaches with new plans and price adjustments. Please note that prices currently set high may fall shortly before the stay date.

■ Estimation assumptions

Room stock is the total rooms of properties confirmed as selling November 2026 on major booking sites (Izumo City N=81 properties, Ozu Town N=16). New-supply ratio = officially published rooms ÷ existing stock. Estimated settled ADR is the monthly average of the area median; September–December 2026 are estimates based on listed rate levels at the survey date (October 2, 2026). Occupancy is the monthly average for August and September 2026 (35–36 properties).

■ Limitations

Ryokan, minshuku and simple lodgings not listed on OTAs are excluded from the stock, so new-supply ratios may come out higher than in reality. The timing of Grand Izumo and Grand Ozu is officially published only as “2027 or later” and may change. ADR for future months will shift with last-minute price adjustments, and occupancy is an estimate based on the take-up of sales inventory, which differs from properties’ actual overall occupancy.
