Kyushu Fukko-Wari Cancellation Rules by Prefecture: 81 Hotels Left

Posted: 2026.11.01

Travel Styles

Under the Kyushu Fukko-Wari travel subsidy (Kyushu Fukko Ouenwari, 九州ふっこう応援割), cancelling a booking means losing the discount, and the cancellation fee is, as a rule, charged to the traveler on the pre-discount price. All seven prefectures state explicitly that bookings made before the campaign began are not eligible. The HotelBank Editorial Team asked HotelME, a hotel search app that runs inside ChatGPT, to “find hotels with Kyushu Fukko-Wari eligible plans again, on weekdays on different dates,” and checked which hotels list eligible plans on their official booking sites. HotelME is a service provided by MetroEngines Inc., the company that operates HotelBank. The information reflects each prefecture’s official sources and HotelME search results as of November 1, 2026, and does not guarantee room availability or that the discount will be applied.

Key Takeaways
  • — Cancelling removes the discount. Cancellation fees are not covered by the subsidy and are charged on the pre-discount price (Fukuoka, Oita, Miyazaki and Kagoshima materials).
  • — Bookings made before the launch are excluded in all seven prefectures. For rebookings, Kumamoto only covers new bookings made on or after September 15, and Kagoshima only those made on or after October 14.
  • — Only Nagasaki and Miyazaki publish a date-change procedure. Obtain a new coupon on STAYNAVI first, then cancel the old one. For the other prefectures, we could not confirm the rules on their official pages.
  • — The cap applies per trip, per person. Fukuoka, Kumamoto and Kagoshima state explicitly that the cap does not increase for multi-night stays.
  • — 81 hotels in six prefectures. The number of hotels where eligible plans were confirmed for check-ins from November 2 to December 25 (HotelME search, as of November 1, 2026). None were found in Nagasaki.

What Happens If You Cancel a Kyushu Fukko-Wari Booking? Are Existing Bookings Eligible?

The prefectures’ official websites and FAQs agree on three points.

  • Cancelling removes the discount. Cancellation fees are not covered by the subsidy (Fukuoka, Kumamoto and others).
  • Cancellation fees are based on the pre-discount price. Even if you paid the discounted amount, the cancellation fee is charged on the pre-discount price (Fukuoka, Oita, Miyazaki and Kagoshima materials).
  • Bookings made before the launch cannot be converted. Existing bookings are not eligible. If you cancel and rebook, only new bookings made on or after the date set by each prefecture are covered (Kumamoto, Kagoshima and others).

Nagasaki is the prefecture that spells out a procedure for changing dates, and Miyazaki’s FAQ also shows the steps for changing the number of nights (obtain a new coupon first, then cancel the old one). For the other prefectures, we could not confirm on their official pages how date changes are handled. If you want to change your dates, check with the hotel or the prefecture’s help desk.

Nagasaki’s procedure is unusual. After booking with the hotel, you obtain a discount coupon on “STAYNAVI,” and to cancel you need to go through the process for both the hotel booking and the coupon. To change dates, you issue a new coupon first and then cancel the old one; if you cancel first, you may not be able to get the coupon reissued. Miyazaki also issues coupons through STAYNAVI, and its FAQ advises that when changing the number of nights you obtain a new coupon before cancelling the old one. For a step-by-step example of the flow from booking to coupon issuance and check-in at a Miyazaki hotel, see Kyushu Fukko-Wari: weekday rates at Regalo Hotel Miyazaki, found with HotelME in ChatGPT (wabistay, in Japanese).

Fukuoka’s manual for lodging operators strictly prohibits “switching” bookings made through online travel sites into direct bookings with the hotel. Assume that you cannot take a booking made on a travel site, rebook it directly with the hotel and then receive the discount. We examine how converting existing bookings affected hotels’ remaining inventory in our analysis of existing bookings and rebooking cancellations under the Kyushu Fukko Ouenwari.

Multi-Night Stays and Other Basic Rules

As set out by the Japan Tourism Agency, the cap applies “per trip, per person,” not per night. Fukuoka, Kumamoto and Kagoshima state explicitly that the cap does not increase for multi-night stays. If you split one trip into several by checking in and out repeatedly, you may be asked to repay the discount in a later review (Fukuoka, Kagoshima). A trip that includes a night outside the eligible period is excluded in its entirety (Nagasaki and Kagoshima FAQs). In all seven prefectures, business stays are not eligible.

Oita is the only prefecture where the bathing tax is also covered by the discount. In Nagasaki, the bathing tax and accommodation tax are not covered.

How to Search for Other Dates with HotelME in ChatGPT

If you lose the discount because of a cancellation or date change, you will need to find another hotel that still has eligible plans on other dates. HotelME is a hotel search app available inside ChatGPT that shows information on Kyushu Fukko-Wari eligible plans confirmed on hotels’ official booking sites. Here is an example of what to ask:

“Find hotels with Kyushu Fukko-Wari eligible plans again, on weekdays on different dates.”

HotelME returns the check-in dates on which eligible plans were found, a reference rate for each date, and a link to the hotel’s official booking page. HotelME does not take bookings or payments, so you book on the official booking page yourself. Results reflect the time of the search and are not real-time availability checks. See How to use HotelME for details.

Hotels That Still Had Eligible Plans as of November 1

Below are the results of a HotelME search for check-ins from November 2 to December 25, 2 adults, 1 room, 1 night (HotelME search, as of November 1, 2026).

Screen from the official booking site of Hotel Yui-ness-Amami Marine Town (captured November 1, 2026 JST). Selecting the Simple Stay Plan (with breakfast), eligible for the “Southern Treasure Box: Kagoshima Fukko Ouenwari Campaign,” for 2 adults in one semi-double room (120 cm bed) for one night with check-in on Tuesday, December 8, shows a total of ¥12,400 (tax and service charge included). Payment is made at the hotel; at check-in, the lead guest must present ID and fill out a subsidy application form. The cancellation policy on this screen is 10% of the room rate from 7 to 2 days before, 50% the day before, 80% on the day, and 100% for no-shows. In the December availability calendar, the 1st, 2nd, 9th, 10th, 16th and 17th are fully booked, and nothing is on sale from the 26th onward. Check the official booking page for the latest availability and rates.

Fukuoka covers stays only through December 15, and the last eligible date found in our search was November 30. If you want to move your trip to the second half of December, Kumamoto, Oita, Miyazaki and Kagoshima offer more options. Kagoshima covers direct bookings for stays through February 28, 2027, but December 26 to January 3 are excluded dates.

What to Check Before Booking

  • Whether the plan name says it is eligible. Some hotels sell the discount-eligible plans separately.
  • The cancellation policy. Cancellation fees are based on the pre-discount price, so read the hotel’s cancellation policy (what percentage applies from how many days before) first.
  • How the discount is applied. In Nagasaki and Miyazaki, you get no discount unless you obtain and issue a coupon on STAYNAVI. Fukuoka and Kagoshima require an ID check and an application form; Oita requires you to show ID and sign; Kumamoto requires a signature at check-in; and Saga requires you to sign a certificate of use at the hotel.
  • Each hotel’s booking status. In Kumamoto, Oita, Miyazaki and Kagoshima, each hotel has its own allocation, and “sold out” appears in the list. Oita notes that the allocation may be used up even if no mark is shown.
  • The latest notices. The situation changes daily. Check the prefecture’s official page and the hotel’s official booking page right before you book.

For a Closer Look

To follow the steps from booking to cancellation at a specific hotel, these articles go into detail (in Japanese).

Kyushu Fukko-Wari: weekday rates at Regalo Hotel Miyazaki, found with HotelME in ChatGPT (wabistay)

Using Regalo Hotel Miyazaki on Tachibana-dori as an example, it walks through booking an eligible plan on the official booking site, issuing the coupon on STAYNAVI and showing it at the hotel, as well as the instructions to cancel both the hotel booking and the coupon when cancelling. It also compares nearby Hotel Merieges and Hotel JAL City Miyazaki.

Kyushu Fukko-Wari in Oita City: rates at Hotel Kudo Oita, with ChatGPT x HotelME (InNippon)

Covering the dedicated plan at Hotel Kudo Oita, about a 5-minute walk from JR Oita Station with a natural hot-spring large bath, it explains how the discount is confirmed by an eligibility email sent within 2 days of booking, that cancellation fees are calculated on the pre-discount amount, and that rebooking existing reservations is not eligible.

Frequently Asked Questions

What happens to the discount if I cancel a Kyushu Fukko-Wari booking?

If you cancel, you cannot receive the discount. Cancellation fees are not covered by the subsidy (Fukuoka, Kumamoto and others), and even if you paid the discounted amount, the cancellation fee is charged on the pre-discount price (Fukuoka, Oita, Miyazaki and Kagoshima materials). Read the hotel’s cancellation policy before booking.

Are bookings made before the campaign started eligible for the Kyushu Fukko-Wari?

All seven prefectures exclude bookings made before the launch. If you cancel and rebook, Kumamoto only covers new bookings made on or after September 15, and Kagoshima only those made on or after October 14. Miyazaki says that even if you rebook, “we cannot say whether the room can be secured again.” Fukuoka strictly prohibits “switching” bookings made through online travel sites into direct bookings with the hotel.

What should I do if I want to change the dates of a Kyushu Fukko-Wari booking?

Nagasaki and Miyazaki use STAYNAVI coupons and advise obtaining a new coupon before cancelling the old one. Nagasaki says that if you cancel first and the budget cap has been reached, the coupon cannot be reissued. For the other prefectures, we could not confirm on their official pages how date changes are handled. Check with the hotel or the prefecture’s help desk.

Does the Kyushu Fukko-Wari cap increase for multi-night stays?

As set out by the Japan Tourism Agency, the cap applies per trip, per person, not per night. Fukuoka, Kumamoto and Kagoshima state explicitly that the cap does not increase for multi-night stays. If you split one trip into several by checking in and out repeatedly, you may be asked to repay the discount in a later review (Fukuoka, Kagoshima).

After cancelling, how do I find an eligible plan on another date?

Ask HotelME, a hotel search app available in ChatGPT, something like “Find hotels with Kyushu Fukko-Wari eligible plans again, on weekdays on different dates,” and it returns the check-in dates with eligible plans, reference rates and links to the hotels’ official booking pages. As of November 1, 2026, eligible plans were confirmed at 81 hotels in six prefectures (HotelME search). This does not guarantee availability or that the discount will be applied, so check the prefecture’s official page and the hotel’s official booking page right before booking.
