Kyushu Fukko-Wari Closed Online? 84 of 222 Still on Hotel Sites

Posted: 2026.10.22

Travel Styles

“I tried to book with the Kyushu Fukko Ouenwari (Kyushu Recovery Support Discount), but the booking sites only show ‘applications closed’ or ‘suspended.'” The short answer: when a booking site says the discount is closed, it means the allocation assigned to that sales channel has run out, not necessarily the allocation hotels sell directly on their own official websites. As of October 22, 2026, two major online travel booking sites announced that coupon applications had ended or been suspended for all seven Kyushu prefectures. Yet on the evening of the same day, a search in the ChatGPT app “HotelME” for Kumamoto, November 13–15 (2 adults, 1 night), found discount-eligible plans on hotels’ official booking sites in 84 of the 222 property-date results checked. This article explains how to search, with ready-to-use prompts, how to read the answers, and what to verify before booking.

About the data in this article

• Program details and prefecture-level periods are based on the Japan Tourism Agency’s “Kyushu Fukko Ouenwari” page (updated October 16, 2026), the official Kyushu Fukko Ouenwari information site, and Kagoshima Prefecture’s notice (updated October 10, 2026).

• Booking-site application status reflects notices from two major online travel booking sites checked on October 22, 2026. Applications may reopen or change.

• Search-example counts are results of searches run in HotelME by the HotelBank Editorial Team between 9:00 and 10:00 p.m. on October 22, 2026, and cover only the properties HotelME tracks. They do not represent all properties in Kyushu, nor current availability.

• HotelME is a service provided by MetroEngines, Inc. (メトロエンジン株式会社), the operator of HotelBank.

Key Takeaways
  • — “Applications closed” on a booking site applies to that channel only. Kagoshima Prefecture states that “applications close for each operator once its budget cap is reached,” so plans sold directly by hotels may still be available.
  • — With HotelME, you just tell ChatGPT the prefecture, dates and number of guests to find eligible plans and official booking links on hotels’ own booking sites. It is free and requires no registration.
  • — Searches cover 1–5 adults, 1 room, no children, 1 night. You can search a window of up to 31 days for “one night somewhere in this period,” which finds more options than fixing a single date.
  • — In Kagoshima, direct hotel sales are eligible for stays through February 28, 2027 (booking sites and travel agencies: through January 31). For February trips, hotels’ official sites are the main place to look.

Short Answer: “Closed” on a Booking Site Means That Channel’s Allocation Is Used Up

First, why might plans remain on official hotel sites when booking sites have closed? One major online travel booking site explains that it counts Kyushu Fukko Ouenwari coupons on a “first-come, first-served basis by completed booking” and that coupons become unavailable once the allotted number is reached; it has announced that coupons have ended for all seven Kyushu prefectures. The other has announced suspensions for all seven prefectures and says it will post any reopening on the same page.

From the program’s side, however, budgets are managed per sales channel. Kagoshima Prefecture’s notice explicitly states that “applications close for each operator once its budget cap is reached,” and lists three ways to purchase: “book directly with a participating accommodation operator,” “book through a travel agency,” and “book through an online travel agency (OTA).” In other words, even if one booking site’s allocation runs out, the allocation a hotel sells directly may remain. Note, however, that the Japan Tourism Agency says the program ends as soon as each prefecture’s budget is exhausted, so once a prefecture’s overall budget runs out, every channel closes.

Differences between channels also show up in the application periods. In Saga, Nagasaki, Oita and Miyazaki, booking sites, travel agencies and hotels each opened applications on different dates, and in Kagoshima the eligible stay period for direct hotel sales is one month longer than for booking sites and travel agencies. Table 1 summarizes the application and stay periods by channel for each prefecture.

Example: 84 Eligible Plans Found for Kumamoto, Nov 13–15, on the Night of Oct 22

So how much remains on official sites? Table 2 shows the results of a HotelME search run by the HotelBank Editorial Team between 9:00 and 10:00 p.m. on October 22, 2026, with the conditions “one night somewhere between November 13 and 15 in Kumamoto Prefecture, 2 adults, 1 room, no children.” Of the 222 property-by-check-in-date results HotelME was able to check, 84 had discount-eligible plans on the hotel’s official booking site.

Other conditions tried the same evening showed the same pattern. For one night somewhere between February 1 and 28, 2027 in Kagoshima Prefecture (2 adults), eligible plans were found in 246 of 980 results. February falls after the booking-site and travel-agency eligibility period (stays through January 31), when only direct hotel sales are eligible. By contrast, narrowing the search to a single night on Saturday, November 14 in Kagoshima turned up eligible plans in only 2 of 35 results. Giving yourself a range of dates finds more options than narrowing to a popular Saturday. To get a sense of pre-discount prices, and therefore the approximate post-discount amount, see monthly and day-of-week hotel rates in Kagoshima City (in Japanese).

How to Use It: Three Steps in ChatGPT

HotelME is an app that lets you search for hotels within a ChatGPT conversation. No special search commands are needed; just tell it in everyday language that you want to use the fukko-wari discount, where you want to go, your dates and the number of guests.

Six Ready-to-Use Prompts

Copy any of the prompts below and paste it into a ChatGPT conversation with HotelME selected. Replace the place, dates and number of guests with your own. Specify dates within the program’s eligible period.

Example 1: Your dates are fixed

“One night from November 14, 2026 in Kagoshima Prefecture, 2 adults, 1 room, no children. Show me hotels where Kyushu fukko-wari eligible plans were observed, with their official booking links.”

With the prefecture, date and guests all provided, the search starts without follow-up questions.

Example 2: You want flexible dates

“One night somewhere between November 13 and 15, 2026 in Kumamoto Prefecture, 2 adults, 1 room, no children. List fukko-wari options by hotel and check-in date.”

This compares single-night options for each date; it is not a multi-night search. You can specify a window of up to 31 days.

Example 3: Traveling solo

“One night from November 14, 2026 in Oita Prefecture, 1 adult, 1 room, no children. I’d like to know fukko-wari eligible plans and where to book them officially.”

In Oita, direct hotel sales are eligible for stays from October 16.

Example 4: Staying in Kagoshima in February

“One night somewhere between February 1 and 28, 2027 in Kagoshima Prefecture, 2 adults, 1 room, no children. Show me hotels with Kyushu fukko-wari eligible plans, by check-in date.”

This is a period when only direct hotel sales are eligible. December 26 – January 3 is excluded, so avoid the year-end holidays.

Example 5: No destination or dates yet

“I want to travel using the Kyushu fukko-wari discount. I haven’t decided on a destination or dates yet. Please ask me for the conditions needed for the search, one by one.”

HotelME will ask you to choose a destination from the seven prefectures.

Example 6: Organizing your options

“From the options you just showed, separate hotels where eligible plans were observed from those still being checked. Also tell me what conditions I should verify on the official booking page.”

Ask this as a follow-up after a search. It works as a checklist before you proceed to book.

Reading the Answers: “Being Checked” or Zero Results Does Not Mean Fully Booked

HotelME’s answers reflect information on official booking sites at the time it was retrieved. What to do next depends on the result category.

Table 4: HotelME Result Categories and What to Do Next
Result categoryMeaningWhat to do next
Eligible plan observedAt retrieval time, the official booking site had a fukko-wari eligible planOpen the official booking link promptly, select the date, guests and eligible plan, and check availability
Being checkedData not yet retrieved, or more than one hour old. Neither available nor fully booked is determinedAsk again a little later, or check the hotel’s official site directly
Zero results / not foundNo eligible plan observed, or no data. Not necessarily fully bookedWiden the date range, or try a neighboring prefecture
Not searchedThe specified date is outside HotelME’s coverage periodChange the date and ask again
No official booking linkNo verified link is available (this is stated explicitly)Open the hotel’s official site yourself and look for eligible plans

One point to note: having regular rooms available is not the same as being able to book a fukko-wari eligible plan. HotelME does not substitute booking sites’ regular plans for eligible-plan checks, so it will never present a hotel that “has rooms but no eligible plan” as a fukko-wari option.

Five Things to Check on the Official Booking Page Before Booking

Even if HotelME finds an option, whether the discount applies is decided by the booking provider. Once you reach the official booking page, check these five points before confirming.

1. Does the plan name or description say it is eligible for the Kyushu Fukko Ouenwari? The same hotel may list eligible and regular plans side by side.

2. Is your stay date within the eligible period? In Kagoshima, December 26 – January 3 is excluded; in Oita, direct hotel sales are eligible for stays from October 16 (Table 1).

3. Discount rate and cap. The discount is 50% of the travel or accommodation price (60% in Kumamoto and Kagoshima), capped at ¥20,000 per person per trip for accommodation only. Check the post-discount amount shown on the booking page. Which price ranges the ¥20,000 cap actually affects is examined as an effective discount rate across the seven prefectures in our article Kyushu Recovery Subsidy: ¥20,000 Cap Binds Only 4-10% of Hotels.

4. Terms of use and payment method. Membership registration, coupon acquisition steps, and whether you pay on site or in advance differ by property. Accommodation tax and bathing tax may be charged separately.

5. Cancellation terms. Discounted plans may have different terms from regular plans.

Note also that the program itself ends as soon as each prefecture’s budget runs out. Once you find an eligible plan, the best strategy is to book without delay, since inventory can move quickly after booking sites suspend applications.

Frequently Asked Questions

Q. If the Kyushu Fukko Ouenwari is closed on booking sites, can I still book on a hotel’s official site?

In some cases, yes. Budgets are managed per sales channel, and Kagoshima Prefecture states that “applications close for each operator once its budget cap is reached.” Even after a booking site’s allocation ends, eligible plans sold directly by hotels may remain. However, once a prefecture’s overall budget runs out, every channel closes.

Q. Is there a fee or registration required to use HotelME?

HotelME is free to use and requires no MetroEngines registration. ChatGPT plan support and terms of use follow OpenAI’s guidance.

Q. What party sizes and lengths of stay can HotelME search for fukko-wari eligible plans?

1–5 adults, 1 room, no children, 1 night. You can compare candidate check-in dates across a window of up to 31 days. For stays with children, 2+ nights or 2+ rooms, check availability directly with the property.

Q. Where should I book for a stay in Kagoshima in February 2027?

In Kagoshima, direct hotel sales are eligible for stays through February 28, 2027, one month longer than bookings through booking sites and travel agencies (stays through January 31, 2027). For February stays, hotels’ official sites are the main place to look. December 26 – January 3 is excluded.

Q. What should I do about hotels shown as “being checked” in HotelME’s answers?

“Being checked” means the data has not been retrieved yet or is more than one hour old, and neither availability nor a full booking has been determined. Ask again a little later, or check the hotel’s official site directly for eligible plans.

Q. Can I complete a booking or payment in HotelME?

HotelME does not handle bookings or payments. Open the candidate hotel’s official booking link and reselect the date, guests and fukko-wari eligible plan to book. Also check the discount rate, cap and cancellation terms on the booking page.

Methodology and Sources

■ Data Sources

Program details and prefecture-level eligible periods are from the Japan Tourism Agency’s “Kyushu Fukko Ouenwari” page (updated October 16, 2026), the Kyushu Fukko Ouenwari information site, and Kagoshima Prefecture’s notice (updated October 10, 2026). Booking-site application status reflects notices from two major online travel booking sites checked on October 22, 2026. Search examples are results of HotelME searches run by the HotelBank Editorial Team between 9:00 and 10:00 p.m. on October 22, 2026; HotelME’s features and search conditions are as described on the HotelME service site.

■ Assumptions

Search-example counts are totals of property × check-in date results and are limited to properties HotelME retrieves and publishes data for. Table 2 covers one night somewhere between November 13 and 15, 2026 in Kumamoto Prefecture (2 adults, 1 room, no children); the Kagoshima examples in the text searched February 1–28, 2027 (980 results) and a single night on November 14, 2026 (35 results) with the same party conditions. Discount amounts were not estimated.

■ Limitations

Search results reflect information at retrieval time and do not indicate current availability, discount application or booking confirmation, nor do they cover every property in Kyushu. Booking-site application status and each prefecture’s remaining budget change daily and may reopen, close or change. HotelME is a service of MetroEngines, Inc., the operator of HotelBank.
