There are two ways to read this. First, the lowest rate in all 5 cities stays within the low ¥10,000s for 2 guests in 1 room, or ¥3,350–¥6,375 per person. Second, the properties where the average is roughly double the lowest rate (Osaka Honmachi, Nagoya Sakae, Sapporo Ekimae Kitaguchi and Fukuoka) are in cities where rates swing widely by day of week and around events, so comparing member rates on the official site while shifting your dates by 1–2 days tends to change what you pay. Fukuoka comes out higher likely because the period overlaps November peak demand around Hakata.
