JR Kyushu 150-Room Hakata Hotel for FY2028: 22,480 Rooms, ADR ¥14,200

Supply Pipeline

According to “Hotel Opening Plan in Fukuoka City,” released on June 27, 2025 by JR Kyushu Hotels and Resorts Co., Ltd., the company plans to open the roughly 150-room (planned) “Hakata Ekimae 3-chome Hotel (tentative name)” on a site of about 1,480㎡ at 141 and other lots, Hakata Ekimae 3-chome, Hakata Ward, Fukuoka, sometime in FY2028 (planned). The land and building will be owned by Yaoji Co., Ltd. (株式会社八百治), and JR Kyushu Hotels and Resorts will operate the hotel. It will be the company’s fourth new opening in the Hakata Station area, but the release says facility details are “currently under consideration” and will be announced once decided, so neither the room count nor the opening date is final. This article positions the plan from three angles: (1) the room stock within 1km of Hakata Station over time, (2) listed prices and estimated settled ADR in Hakata Ward, and (3) the price band of Yaoji Hakata Hotel (207 rooms), an existing hotel operated by the same owner. From there it asks what 150 rooms actually means for the trade area.

Metric Definitions Used in This Article

  • ADR (Average Daily Rate): An estimated settled rate (tax-excluded equivalent), calculated by applying a property-type correction factor to the lowest-priced plan each property publishes on OTAs (per room, two guests per room, tax included). Checked against property-level results disclosed by listed hotel REITs, the median error is about 7%. It is an estimate and differs from each property’s actual settled prices and accounting figures. Area-level ADR is the median of the properties covered (the level of a typical property in the area). Past months use the confirmed historical basis; the current month onward uses a “listing-snapshot basis” (estimated from listings at the time of the survey), which will change.
  • Listed price (all-plan average): The average price of all plans published on OTAs (per room, two guests per room, tax included). Because it includes unsold high-priced plans, it runs higher than the estimated settled ADR.
  • OCC (Occupancy rate): The share of rooms sold out of total rooms in the area (an estimate based on OTA sales inventory). It is derived from how OTA-sold inventory is absorbed and differs from a property’s actual overall occupancy.
  • Room stock: The number of properties and rooms open (and not yet closed) at each year-end, aggregated from opening and closing dates in the property master tracked by MetroEngines Research. Properties not listed on OTAs are not included.
  • Data source: MetroEngines Research (published plan figures are from JR Kyushu Hotels and Resorts’ news release)
Key Takeaways
  • — The published figures are “about 150 rooms (planned), sometime in FY2028 (planned), site of about 1,480㎡, 7 minutes’ walk from the Hakata Exit.” Brand, number of floors and gross floor area have not been disclosed, and facility details are said to be under consideration.
  • — Room stock within 1km of Hakata Station grew from 122 properties / 14,622 rooms at end-2017 to a projected 234 properties / 22,480 rooms at end-2026, up 3,734 rooms (+19.9%) from end-2019. 150 rooms equals about 0.7% of that stock.
  • — Hakata Ward’s estimated settled ADR rose from ¥13,100 in July 2026 to ¥14,200 in September (+13.1% YoY). October shows ¥18,300 on a listing-snapshot basis, reflecting the autumn peak, but this is not a confirmed figure.
  • — Yaoji Hakata Hotel (207 rooms), operated by the land and building owner, had an estimated settled ADR of ¥19,300 in September 2026, about 1.36x the Hakata Ward median. The operator’s three existing hotels ranged from ¥21,300 to ¥29,000 in the same month.
  • — By our estimate, annual room revenue for 150 rooms across the assumed ADR bands is ¥620 million to ¥1.43 billion (at 80–90% occupancy). The price band targeted changes revenue scale by more than 2x.

What Has Been Announced, and What Is Still Undecided

Start with the primary source. The hotel overview in JR Kyushu Hotels and Resorts’ news release (dated June 27, 2025) is summarized in the table below; the same content was also distributed via PR TIMES. Note that both the room count and the opening date carry “(planned),” and the release closes by stating that “facility details are currently under consideration and will be announced once decided.” In other words, the 150 rooms and FY2028 discussed here are planning-stage guides and could still change after construction begins.

The separation of ownership and operation is another point worth reading closely. With Yaoji holding the land and building and JR Kyushu Hotels and Resorts running the hotel, this is a typical scheme in which an owner hands the operating portion of hotel development risk to an outside operator. The contract form (lease or management contract) has not been disclosed, so this article does not go into it. The release also notes that the company operates 17 properties across Kyushu, Tokyo, Kyoto and Okinawa and that this plan will be its fourth new opening in the Hakata Station area, but it says nothing about which brand will be used. We do not speculate about the brand here either.

Where Is the Site? Checking Its Relation to Yaoji Hakata Hotel on the Official Map

The first thing investors and operators will want to confirm is whether these 150 rooms are a net addition to the trade area or a rebuild of an existing property. The land and building owner, Yaoji, operates Yaoji Hakata Hotel (207 rooms, opened 1999 per the MetroEngines Research master), which has a natural hot spring, at 4-9-2 Hakata Ekimae. If the plan were on that existing site, it would be a rebuild that cuts rooms from 207 to about 150, and the trade area’s room count would actually fall.

The “planned site” map in the release places the site southwest of the Hakata Exit, in the block between ANA Crowne Plaza Fukuoka and Sutton Hotel Hakata City. The address is also given as “Hakata Ekimae 3-chome,” a different block number from Yaoji Hakata Hotel’s “Hakata Ekimae 4-chome.” The release makes no mention of demolishing or rebuilding an existing building. Taken together, the natural reading is that the site is separate from Yaoji Hakata Hotel and that the plan is a net addition of about 150 rooms to the trade area. However, the official documents do not explicitly say “new construction on a separate site,” so this article sets out both cases below.

Room Stock Within 1km of Hakata Station: From 14,622 Rooms in 2017 to 22,480 in 2026

Now look at trade-area supply over time. Aggregating properties that were open (and not yet closed) at each year-end within a 1km radius of Hakata Station (33.5897°N, 130.4207°E) from the MetroEngines Research property master, room stock rose from 97 properties / 13,597 rooms at end-2016 to 122 properties / 14,622 rooms at end-2017, then 17,075 rooms at end-2018 and 18,746 rooms at end-2019 — 5,149 rooms (+37.9%) added over the three years 2017–2019. This coincides with the period when lodging openings followed one after another across Fukuoka City.

Growth has clearly slowed since. After rising to 19,768 rooms at end-2020 and 21,176 at end-2021, stock dipped slightly to 21,097 at end-2022, then moved almost sideways: 21,772 at end-2023, 21,729 at end-2024 and 21,912 at end-2025. The end-2026 projection is 234 properties / 22,480 rooms, up 3,734 rooms (+19.9%) from end-2019 but only 1,304 rooms (+6.2%) from end-2021. The first wave of supply has run its course, and the area appears to have entered a period of small net additions.

* Data note
This chart is aggregated on the basis of confirmed OTA listings. Only about 19% of properties are listed on OTAs before opening, and more than half are listed after opening, so counts for the most recent months and years may increase as further listings appear. We recommend reading it alongside the building-permit-based construction pipeline (MLIT “Building Construction Statistics”).

Note that in recent years room additions have been small relative to the increase in properties. Properties opened in 2023–2026 within the 1km radius number 41 with 1,090 rooms, an average of 27 rooms each — mostly small lodgings — quite different from the 65 properties / 4,913 rooms (average 76) opened in 2017–2019. Apartment-style properties and small simple-lodging facilities have driven up the count, while new openings above 100 rooms have become scarce. In this context, the roughly 150-room plan would be the largest new supply among 1km-radius openings since 2023 after Nishitetsu Hotel Croom Hakata Gion Kushida Shrine-mae (西鉄ホテルクルーム博多祇園 櫛田神社前; 275 rooms, 2023).

The Impact of 150 Rooms: 0.7% of Stock, Compared With Major Properties

How big is roughly 150 rooms compared with existing properties? Ranking properties within 1km by room count, the top is dominated by large business hotels of around 500 rooms and full-service hotels opened in the 1990s. 150 rooms is about half the size of the 15th-ranked property in the table (286 rooms), and more than 60 properties within 1km exceed 150 rooms. Against the trade area’s 22,480 rooms, the ratio is 0.7%, equivalent to 4% of the 3,734 rooms added since 2019. It is not large enough to move supply and demand on its own, but it matters that it joins the same trade area as the operator’s existing hotels, within a 7-minute walk of the Hakata Exit. Measured with the same yardstick — new supply as a share of the station’s 1km stock — the 106-room hotel with a large public bath opening in spring 2028 in front of Sasebo Station adds +6.6% to 1,616 rooms; the difference in trade-area size shows up directly as a difference in ratio.

The operator’s three existing hotels are within the same 1km radius. The MetroEngines Research master lists JR Kyushu Hotel Blossom Hakata Central (247 rooms, opened 2013), The Blossom Hakata Premier (238 rooms, opened 2019) and JR Kyushu Hotel Blossom Fukuoka (90 rooms), all located between Hakata Ekimae 2-chome and the east side of Hakata Station. With this plan, the company’s rooms around Hakata Station would reach roughly 725 — the existing 575 plus about 150 — further strengthening a setup in which it runs multiple properties in one trade area, segmented by price band and guest profile.

Hakata Ward Rates: What Lies Between a ¥23,000 Listed Price and a ¥14,000 Estimated Settled ADR

After supply comes price. The chart below compares, for Hakata Ward in July–October 2026, the listed price (the all-plan average on OTAs) and the settled ADR estimated from the lowest-plan level. Listed prices moved between ¥23,000 and ¥25,000 — ¥23,400 in July, ¥24,600 in August and ¥23,000 in September — while estimated settled ADR was ¥13,100 in July, ¥13,500 in August and ¥14,200 in September, at 55–62% of the listed price. Hakata Ward is no exception to the structure in which unsold high-priced plans push up the listed average, and the latter level is the one to reference in a business plan for a new opening.

October figures need care. The estimated settled ADR of ¥18,300 and listed price of ¥29,200 are both on a “listing-snapshot basis,” estimated from listings at the time of the survey (early October 2026), and differ in nature from the confirmed historical basis for July–September. Prices are posted high at this stage ahead of the autumn event and conference season, and there is room for them to fall through last-minute price adjustments as check-in dates approach. The chart shows them in a different color.

Source: Compiled by HotelBank Editorial Team from MetroEngines Research (Hakata Ward, all categories; medians of N=148–151 properties for estimated settled ADR and N=336–345 for listed price)

Year on year, estimated settled ADR rose +4.8% in July 2026 (¥12,500 in July 2025 → ¥13,100), +3.7% in August (¥13,000 → ¥13,500) and +13.1% in September (¥12,600 → ¥14,200), with the gain widening month by month. Fukuoka Prefecture as a whole was ¥11,600 in September 2026 (N=477 properties, +9.8% YoY), so Hakata Ward sits about 20% above it. Overlaying each year’s seasonal pattern in the chart below, 2026 ran above the prior year at ¥14,700–¥15,400 in January–May, dipped to ¥12,800 in June and has since recovered. The listing snapshot heading into the November peak is ¥18,900, above ¥15,800 in November of the prior year, but this too is not a confirmed figure.

Yaoji Hakata Hotel’s Price Band: Running at 1.36x the Hakata Ward Median

The price band of the existing property operated by the land and building owner is a reference point for thinking about which segment the new plan will target. Yaoji Hakata Hotel (207 rooms, business hotel) had an estimated settled ADR of ¥16,900 in July 2026, ¥17,300 in August and ¥19,300 in September; September was up +8.5% from ¥17,800 a year earlier. That is 1.36x the Hakata Ward median of ¥14,200 for the same month: as a near-station property with a natural hot spring and large public bath, it holds a price band a notch above the ward’s typical business hotel. Its October listing-snapshot figure is ¥22,500.

The operator’s three existing hotels sit in an even higher band. Estimated settled ADR in September 2026 was ¥21,300 at JR Kyushu Hotel Blossom Fukuoka, ¥24,600 at JR Kyushu Hotel Blossom Hakata Central and ¥29,000 at The Blossom Hakata Premier — 1.5–2.0x the Hakata Ward median. Given that the owner’s existing property is at 1.4x and the operator’s at 1.5–2.0x, the practical approach is to assess feasibility assuming the new plan prices above the ward median rather than at it. Of course, with neither the brand nor the room specs disclosed, it is impossible to say which band it will land in.

Annual Room Revenue Range for 150 Rooms by Assumed ADR Band (Our Estimate)

Using the rate data above, we mechanically estimate room revenue if about 150 rooms operate year-round. The formula is “150 rooms × 365 days × assumed ADR × occupancy,” excluding ancillary revenue such as F&B, banquets and bathing facilities. We set four assumed ADR bands — the Hakata Ward estimated settled median (¥14,200), Yaoji Hakata Hotel’s level (¥19,300), and the levels of two of the operator’s existing hotels (¥24,600 and ¥29,000) — and three occupancy cases of 80%, 85% and 90%. All are rough assumptions that extend September 2026 estimates over a full year and do not reflect seasonality, first-year ramp-up or market conditions in FY2028.

Source: Estimate by MetroEngines Research & Consulting (150 rooms × 365 days × ADR × occupancy; room revenue only). The planned room count and opening date are planned values; this table is a reference showing scale

The results span ¥620 million to ¥1.43 billion a year. Moving occupancy by 5 points changes revenue by only around 6%, whereas moving the ADR band from the Hakata Ward median to the level of the operator’s top property doubles revenue. If the 150-room scale is fixed, the variable that decides feasibility is price band rather than occupancy. In a trade area where the owner’s existing property has a track record at 1.36x and the operator’s at 1.5–2.0x, the design question of which band to target will come before decisions on gross floor area or room specifications.

A word on the occupancy assumption. Hakata Ward’s occupancy in September 2026 (OTA inventory basis, estimated) was 91.8% (141 properties, 13,035 rooms), and 92.6% for business hotels only (75 properties, 11,589 rooms); August 2026 also stayed high at 93.0% across all categories (137 properties, 12,518 rooms). These are estimates based on how OTA-sold inventory is absorbed and differ from actual overall occupancy, but they confirm that the 80–90% used in the table above is not excessive given current trade-area conditions.

Implications for Investors and Operators: Three Things to Watch Through FY2028

First, supply within 1km is in a period of small net additions, and 150 rooms is just 0.7% of stock. This is not a supply shock to brace for; the point to watch is rather that a mid-sized new build of over 100 rooms will join a trade area where openings since 2023 have been mostly small. For nearby existing properties, a competitor with newer room specs will appear within a 7-minute walk of the Hakata Exit, which is useful input for timing renovation investment. On how a 7-minute walk from the Hakata Exit affects rates, our analysis of where the station premium ends measures the distance decay of the location premium at eight major stations, including Hakata.

Second, price band design. Hakata Ward’s estimated settled ADR was ¥14,200 in September 2026, up +13.1% YoY, and the owner’s and operator’s existing properties run at 1.36x and 1.5–2.0x the ward median, respectively. Where the new plan will fit has not been disclosed, but since the band choice changes annual revenue by 2x as shown above, how far ward rates have risen by the FY2028 opening will be key to feasibility. ADR in this article is an estimate (median error of about 7% against REIT-disclosed results) and needs a margin if used directly as a plan value for an individual property. For how new supply has affected rates in a trade area, our analysis of the 328-room Route-Inn opening in Omuta, another Fukuoka Prefecture case, breaks down the city’s +17.2% ADR.

Third, the ownership–operation split itself. A scheme in which a local owner holds the land and building and a railway-affiliated operator runs the hotel is a combination that can be replicated at station-front sites in Kyushu. The planned FY2028 opening is more than two years away, and the room count is still at the “about 150 rooms (planned)” stage. If follow-up announcements reveal the brand, gross floor area, room types and F&B functions, the revenue range in this article can be narrowed to a tighter band. Until then, keeping three coordinates in view — trade-area stock of 22,480 rooms, a ward ADR of ¥14,000 and the owner’s existing property at ¥19,000 — should be enough to keep the plan in perspective.

Frequently Asked Questions

When will Hakata Ekimae 3-chome Hotel (tentative name) open?

JR Kyushu Hotels and Resorts’ news release (June 27, 2025) says “sometime in FY2028 (planned).” Facility details are under consideration and will be announced once decided. No confirmed opening date has been published.

Is it a rebuild of Yaoji Hakata Hotel?

The release does not mention a rebuild. The planned site’s address is Hakata Ekimae 3-chome while Yaoji Hakata Hotel is in Hakata Ekimae 4-chome, and the official map shows the site in a different block, near ANA Crowne Plaza Fukuoka. This article treats new construction on a separate site (a net addition of about 150 rooms to the trade area) as the main reading, but because this is not stated explicitly, it also presents the rebuild case.

Which brand will it open under?

This has not been disclosed. The operator has several brands, but the release does not say which will apply to this plan, and this article does not speculate.

What are hotel rates in Hakata Ward?

MetroEngines Research’s estimated settled ADR (tax-excluded equivalent, median) was ¥14,200 in September 2026, up +13.1% YoY. The listed price on OTAs (all-plan average, tax included) was ¥23,000 in the same month; it runs higher than the estimated settled rate because it includes unsold high-priced plans.

Methodology and Sources

■ Data sources

Published plan figures are based on JR Kyushu Hotels and Resorts, “Hotel Opening Plan in Fukuoka City” (June 27, 2025), and the same content distributed via PR TIMES. Room stock was aggregated at each year-end for a 1km radius of Hakata Station from the MetroEngines Research property master (opening and closing dates), as of October 9, 2026. Estimated settled ADR and listed prices were obtained monthly from July 2024 to December 2026 for Hakata Ward (all categories and business hotels), Fukuoka Prefecture and individual properties, with October 2026 onward distinguished as listing-snapshot basis. Occupancy (OTA inventory basis, estimated) uses Hakata Ward’s monthly averages for August and September 2026.

■ Estimate assumptions

The revenue range covers room revenue only — “150 rooms × 365 days × assumed ADR × occupancy” — and excludes ancillary revenue, consumption tax, first-year ramp-up and seasonality. Assumed ADR applies September 2026 estimated settled values, rounded to the nearest ¥100, over a full year. The 150 rooms and FY2028 opening are published planned values, and results will change if the plan changes.

■ Limitations

All published plan figures are quoted from primary sources and are stated separately from our estimates. The plan site’s position on the map is an approximation read from the release’s figure, not the exact lot location. Estimated settled ADR is an estimate with a median error of about 7% against results disclosed by listed hotel REITs, and differs from each property’s actual settled prices and accounting figures. Opening years in the property master may reflect renaming or rebranding years, and room stock excludes properties not listed on OTAs. Occupancy is an estimate based on how OTA-sold inventory is absorbed and differs from a property’s actual overall occupancy.

⚠ Note on prices for future dates: The estimated settled ADR and listed prices for October 2026 onward, labeled “listing-snapshot basis” in this article, are estimated from sale prices published on OTAs at the time of the survey (early October 2026) and will change as check-in dates approach. Note that prices currently set high may fall through last-minute price adjustments.
