Route Inn Japan opened Hotel Route-Inn Asahi -Chiba Kujukuri- (ホテルルートイン旭-千葉九十九里-; Asahi City, Chiba, 195 rooms) on April 29, 2026. It is the 367th Route Inn Hotels property and the chain’s 10th in Chiba Prefecture. The opening lifted the room stock within a 5km radius from 273 rooms at 12 properties in 2025 to 468 rooms at 13 properties in 2026, roughly 1.7 times. The hotel’s own site, however, lies outside the tsunami inundation zone that Chiba Prefecture published in November 2018. This article takes the 132 lodging properties (4,089 rooms) within 5km of eight points along the Kujukuri coast, from Asahi to Ichinomiya and Isumi, and tallies them by inundation-depth band using the MLIT tsunami inundation data. Together with the rate gap between inland roadside sites and coastal resort sites, it offers a site assessment for coastal lodging investment, lending, insurance and municipal disaster planning.

About the Data in This Article
• ADR (average daily rate) = estimated settled rate (tax-excluded equivalent), calculated by applying segment-specific adjustment factors to each property’s lowest published OTA plan level (2 guests per room, per-room rate, tax included). Checked against property-level results disclosed by listed hotel REITs (91 properties, most recent 3 months), the median error is about 7%. These are estimates and differ from each property’s actual transaction prices and accounting figures.
• Area-level ADR (prefecture / municipality) is the median of the estimated settled rates of the properties covered (the level of a typical property in the area).
• Where listed prices are mentioned, they are per-room rates for 2 guests per room (tax included).
• OCC (occupancy) = share of sold rooms in total rooms in the area (estimate based on OTA sales inventory).
• Source: MetroEngines Research (continuous tracking of published OTA prices for about 168,000 properties in Japan, of which about 27,000 are confirmed operating)

The room stock in this article covers lodging properties with 10 or more rooms (excluding leisure/love hotels) within a 5,000m radius of Hotel Route-Inn Asahi. “Operating” means a selling price was confirmed on major booking sites in the last three months (August–October 2026) (as of October 30, 2026, MetroEngines Research). The 132-property coastal tally applies the same criteria to 5km radii around eight points: Asahi (Iioka), Choshi, Sosa, Sanmu (Hasunuma), Kujukuri Town, Shirako, Ichinomiya and Isumi, with overlapping properties de-duplicated. Inundation-depth bands were assigned by overlaying each property’s location on the tsunami inundation projection (prepared by Chiba Prefecture) in the MLIT Real Estate Information Library.

Key Takeaways
  • — 60.3%: Of the 132 properties (4,089 rooms) within 5km of the eight coastal points, 2,465 rooms sit inside the tsunami inundation zone. Limited to bands of 1m or more, it is 2,209 rooms (54.0%); at 3m or more, 1,176 rooms (28.8%).
  • — Outside zone: Hotel Route-Inn Asahi (195 rooms), opened in April 2026, is an inland roadside site outside both the tsunami and flood zones. Rooms within 5km of Asahi grew from 273 to 468, about 1.7 times.
  • — 100%: In Shirako, Kujukuri Town and Sanmu (Hasunuma), every property in the radius is inside the zone. Choshi (25.0%) and Asahi (22.7%) are dominated by station-front and town-center sites outside the zone.
  • — ¥6,567 and ¥16,094: Estimated settled ADR in September 2026 for Asahi (N=8) and Ichinomiya (N=3, reference value). In August, Choshi, Kujukuri Town, Sanmu and Ichinomiya run 1.6–4.0 times Asahi: a summer-concentrated pattern.
  • — 6,384 residents: The population within 1.5km of Route Inn Asahi (2025 estimate) is projected to fall to 5,575 by 2040. Demand rests on business and transit-tourism guests coming from outside the radius, and on accessibility.

195 Rooms in Asahi — New Supply on an Inland Roadside Site, 5 Minutes by Car from Higata Station

Start with the facts of the opening. According to Route Inn Japan’s press release (April 29, 2026), Hotel Route-Inn Asahi -Chiba Kujukuri- is an eight-story reinforced-concrete building at 6004-1 Ni, Asahi City, Chiba, with 195 rooms (264 guests total). It is about 5 minutes by car from Higata Station on the JR Sobu Main Line and about 20 minutes by car from Sosa IC on the Choshi Renraku Road. It offers separate men’s and women’s large baths with Komyoseki artificial hot spring water, a free breakfast buffet and 153 surface parking spaces (free, first come, first served). Booking-site listings show 127 single rooms, 51 twin rooms and 17 other rooms. Sitting on an arterial road about 5km inland from the Kujukuri Beach shoreline, it follows the roadside site selection the chain has used across Japan.

This single opening had a large quantitative impact on the catchment. The room stock within 5km held at 240 rooms at 8 properties from 2017 to 2020, inched up to 270 rooms at 9 properties in 2021 and 273 rooms at 12 properties in 2024, then jumped to 468 rooms at 13 properties in 2026. Of the 228-room increase over ten years, 195 rooms come from this one hotel, meaning the new 195 rooms account for 41.7% of rooms in the radius. Note, however, that this annual series counts properties at each year-end based on recorded opening and closing years (including minshuku with fewer than 10 rooms), so its criteria differ from the property list in the table below.

Source: MetroEngines Research & Consulting (5km radius, properties open at each year-end, based on confirmed OTA listings, N=13 properties)

Five properties with 447 rooms are currently confirmed on sale within the radius: 195 rooms at Route Inn Asahi, 123 at Hotel Sunmall (ホテル サンモール) in central Asahi, and 81 at Kamenoi Hotel Kujukuri (亀の井ホテル 九十九里), which faces the Iioka coast. Asahi’s lodging supply thus splits three ways: two large inland roadside hotels (Route Inn Asahi and HOTEL R9 The Yard Asahi-shi Ro), a city hotel in the town center and a coastal bathing resort. The new 195 rooms were added on the side of the first two. The positioning of Kamenoi Hotel Kujukuri is covered, along with post-renovation ADR for 39 properties, in Kanpo no Yado to Kamenoi Hotel: 39 Hotels, +27% ADR After Renovation.

Site Assessment — Outside Tsunami and Flood Zones, on “Sandbar / Gravel Bar” Terrain

What investors and insurers want to know first is the hazard profile under the new 195 rooms. Overlaying Route Inn Asahi’s location (35.722°N, 140.621°E) on the layers of the MLIT Real Estate Information Library shows it is not in the tsunami inundation zone (prepared by Chiba Prefecture, published 2018) and not in the flood inundation zone either. It is zoned quasi-industrial with a 200% floor-area ratio and 60% building coverage ratio, a district where hotel use is permitted under city planning. The landform classification, however, is “sandbar / gravel bar”, and liquefaction tendency is Level 3, “somewhat prone to liquefaction”. The inland side of the Kujukuri Plain is sandy lowland throughout, so being outside the tsunami zone and the character of the ground need to be read as separate assessment axes.

The backdrop is the memory of 2011. According to the reconstruction grant project evaluation published by Asahi City, the Great East Japan Earthquake tsunami killed 14 people in the city and left 2 missing. The inundated area was 380ha, the maximum tsunami trace height was 7.6m, and housing damage reached 336 households fully destroyed, 434 with large-scale half destruction and 513 half destroyed. According to the damage case studies in MLIT’s evacuation guidebook, the largest wave (the third wave, 7.6m high) reached the Iioka district at 17:26, more than two and a half hours after the quake, and the flat terrain of coastal sandbars widened the inundated area. Chiba Prefecture’s current tsunami inundation projection simulates, in addition to the 2011 Tohoku earthquake, the 1677 Enpo Boso-oki earthquake, the 1703 Genroku Kanto earthquake, an earthquake off southeast Boso Peninsula and the largest-class earthquake along the Sagami Trough, and overlays the maximum inundation extent and depth. The prefecture itself notes that it is a basic planning document showing the case where “a largest-class tsunami occurs under adverse conditions”, not an identification of where damage will occur.

On the map, the structure is clear. Hotels in central Asahi (around Higata and Asahi stations) and central Choshi line up outside the zone, while coastal resorts, ryokan and corporate retreats from Kujukuri Town through Shirako and Ichinomiya cluster in bands of 1m or more. Circle size shows room count; color shows inundation-depth band.

60% of 4,089 Rooms at 132 Coastal Properties Sit Inside the Zone — Every Property in Shirako, Kujukuri and Hasunuma

This is the core of the article. Splitting the 132 properties (4,089 rooms) within 5km of the eight points by inundation-depth band gives 38 properties / 1,624 rooms outside the zone (39.7% of rooms), 9 / 256 under 1m, 41 / 1,033 at 1–3m, 35 / 933 at 3–5m and 9 / 243 at 5m or more. Rooms inside the zone total 2,465, or 60.3% of the whole. Even narrowing to the 63 operating properties (2,253 rooms) with sales confirmed in the last three months, 1,242 rooms (55.1%) are inside the zone, and bands of 1m or more alone account for 1,219 rooms (54.1%). In other words, just over half of the rooms on sale today on the Kujukuri coast stand on land where a largest-class tsunami is projected to bring 1m or more of inundation.

Source: MetroEngines Research & Consulting (132 listed properties, 4,089 rooms, as of October 30, 2026) / MLIT Real Estate Information Library (tsunami inundation: prepared by Chiba Prefecture)

By section, the character of each location maps directly onto the depth bands. In Choshi (33 properties, 1,253 rooms), the station-front business hotels are outside the zone, and rooms outside the zone total 940, or 75.0%. Asahi (Iioka and town center, 8 properties, 494 rooms) also has 382 rooms outside the zone; inside the zone are only the coastal Kamenoi Hotel Kujukuri (3–5m) and two small properties. By contrast, Kujukuri Town / Oamishirasato (15 properties, 328 rooms), Shirako (32 properties, 852 rooms) and Sanmu Hasunuma (9 properties, 231 rooms) have not a single property outside the zone; Shirako has 20 properties / 607 rooms in the 1–3m band and 10 / 202 in the 3–5m band. In Ichinomiya / Chosei (15 properties, 357 rooms), the 3–5m band (167 rooms) and 5m+ band (108 rooms) make up most rooms inside the zone; resorts closest to the shore, serving surfing demand, fall into the deeper bands.

Sensitivity by Depth Threshold — Coastal Rankings Flip Between “1m+” and “3m+”

The share inside the zone moves a lot depending on “from what depth a risk is deemed material” in lending or underwriting. Resetting the threshold to four levels based on the band room counts in Table 2 — “entire zone (depth above 0m)”, “1m+”, “3m+” and “5m+” — the share for the 132 coastal properties (4,089 rooms) steps down from 60.3% to 54.0%, 28.8% and 5.9% (Table 3). By section, Shirako is 100% at 1m+ but 28.8% at 3m+, and Sanmu (Hasunuma) falls from 100% for the entire zone to 8.7% at 3m+. By contrast, Kujukuri Town / Oamishirasato (81.7%) and Ichinomiya / Chosei (77.0%) keep around 80% even at 3m+, and at 5m+ Ichinomiya / Chosei stands out at 30.3%. Because the choice of threshold alone reorders coastal risk, collateral valuation and insurance underwriting are better served by showing room counts per band alongside the in-zone share, rather than settling on a single number.

Source: Calculated from room counts by depth band in Table 2 (MetroEngines Research & Consulting / MLIT Real Estate Information Library, tsunami inundation: prepared by Chiba Prefecture). Shares are relative to each section’s room count

There is also a skew by property type. Among operating properties, business hotels lean inland, with 8 properties / 598 rooms outside the zone and 5 / 124 inside. Resort hotels have 2 / 47 outside and 9 / 396 inside, ryokan 2 / 65 outside and 12 / 354 inside, and all 5 corporate and organizational retreats (205 rooms) are inside the zone. It is a natural consequence that the more a business sells the sea, the deeper the inundation band it stands in, but in investment appraisal it means putting the value of “an ocean view” and “the design of evacuation and recovery” on the same pro forma.

Rates — Inland Year-Round vs. Coastal Summer-Peak; September 2026 at ¥6,600 in Asahi and ¥16,100 in Ichinomiya

The difference in location also shows up in the shape of rates. Lining up estimated settled ADR by municipality (median of covered properties) for September 2026: Asahi ¥6,600 (N=8, YoY +17.4%), Choshi ¥8,400 (N=14, +5.6%), Shirako ¥6,600 (N=5, −17.6%), Kujukuri Town ¥8,900 (N=4, reference value), Sanmu ¥9,900 (N=4, reference value), Isumi ¥9,600 (N=3, reference value) and Ichinomiya ¥16,100 (N=3, reference value). Turning to August, Ichinomiya was ¥28,900, Sanmu ¥26,400, Kujukuri Town ¥12,900 and Choshi ¥11,200 against ¥7,200 for Asahi, so coastal August rates run 1.6–4.0 times Asahi’s. Towns with fewer than five covered properties are treated as reference values and should be used only to confirm direction.

September 2026, when Asahi’s rate rose +17.4% YoY, was also the month Route Inn Asahi joined and the number of covered properties rose from 6 to 8. The hotel’s own estimated settled ADR was around ¥10,400 in May and June just after opening, then ¥7,800 in July, ¥7,700 in August and ¥7,500 in September, holding steadily above Asahi’s median as a roadside business hotel. That 195 rooms with free breakfast and a large bath are filling at a higher rate than the city’s typical property shows that even an inland site is capturing both business and leisure demand, and can be read as bringing a “year-round level” revenue model to Asahi, distinct from the coastal summer-peak pattern.

Surrounding Population — 6,384 Residents Within 1.5km, Projected to Fall 14.9% by 2040

To check the underpinning of inland roadside demand, MLIT’s 250m-mesh future population estimates for a 1.5km radius around Route Inn Asahi show 6,384 residents in the 2025 estimate, 30.0% of them aged 65 or older, falling to 5,575 by 2040 (−14.9% vs. 6,552 in 2020, −12.7% vs. 2025). Population here is resident population based on the national census, not visitor or through-traffic population. The local population itself is less a source of lodging demand than a gauge of locally generated demand such as weddings, funerals and homecomings. What supports occupancy at a roadside hotel, then, is guests flowing in from outside the radius — businesses and construction work in eastern Chiba and transit demand for tourism toward Choshi and Kujukuri — and even in a shrinking population, accessibility from Higata Station and Sosa IC becomes the main investment driver.

How Investors, Lenders, Insurers and Municipalities Should Read It — A Structure of “Large Inland” and “Small Coastal” Side by Side

To sum up, lodging supply on the Kujukuri coast has a two-tier structure: large roadside hotels inland outside the zone (led by two Route Inns, 195 rooms in Asahi and 200 rooms in Choshi) and small coastal resorts, ryokan and retreats in the 1–5m depth bands. On this coast, within day-trip range of the Tokyo area and with lodging demand split among sea bathing, surfing, golf and business, the two tiers divide seasons and customers rather than competing head-on in the same market. Below are implications, offered as suggestions, for investors, lenders, insurers and municipalities.

Investors & Developers

Inland sites outside the zone show room for roadside hotels premised on year-round rates (the ¥6,500–7,500 band in Asahi) and business demand. On the coast, when rebuilding or renovating existing properties in bands of 3m or more, consolidating rooms on upper floors and obtaining tsunami evacuation building designation can be an opportunity to raise both asset value and sales appeal at once.

Regional Banks & Insurers

For collateral valuation and underwriting, it is effective to identify each property’s location by depth band and then build scenarios factoring in summer-concentrated cash flow (Ichinomiya ¥28,900 in August vs. ¥16,100 in September) and business interruption during recovery. Large properties outside the zone can be positioned as a stabilizing factor for credit.

Municipalities

In Shirako, Kujukuri Town and Sanmu Hasunuma, all lodging properties in the radius are inside the zone, leaving room to design guest evacuation guidance together with tourism policy. Large inland hotels could be covered by agreements as receiving facilities for wide-area evacuation and recovery workers in a disaster.

For Asahi, the 195 rooms are, in volume, a large supply that multiplies rooms within 5km by 1.7; in quality, they mean the first large addition of “year-round beds outside the tsunami inundation zone”. On a coast that went through the 2011 disaster, a pattern where sea-selling inns and inland hotels coexist while dividing roles may become a model case for coasts near the Tokyo metropolitan area, distinct from pure-resort coasts such as Onna or Shirahama (for pure-resort coasts, the same method is applied in Okinawa West Coast: 40% of Resort Rooms in Tsunami Zone and Shirahama Onsen: 36% of Hotel Rooms in Tsunami Inundation Zones). Note that the depth bands in this article are projected values at each property’s location; building height, structure and the presence of evacuation plans were not assessed. Please check each property’s disaster-resilience performance against its own public information.

Frequently Asked Questions

Q. Is Hotel Route-Inn Asahi -Chiba Kujukuri- inside the tsunami inundation zone?
A. Overlaying its location on Chiba Prefecture’s tsunami inundation projection (published November 2018) in the MLIT Real Estate Information Library places it outside the zone, and it is not in the flood inundation zone either (landform: sandbar / gravel bar; liquefaction tendency: “somewhat prone to liquefaction”).

Q. How many hotels on the Kujukuri coast are inside the inundation zone?
A. Of the 132 properties (4,089 rooms) within 5km of eight points from Asahi to Ichinomiya and Isumi, 60.3% on a room basis (2,465 rooms) are inside the zone. In Shirako, Kujukuri Town and Sanmu Hasunuma, every property in the radius is inside the zone.

Q. Is the tsunami inundation projection the same as a hazard map?
A. Chiba Prefecture’s tsunami inundation projection, based on Article 8 of the Act on Building Communities Resilient to Tsunamis, shows the inundation extent and depth “if a largest-class tsunami occurs under adverse conditions”. The prefecture notes it is a basic planning document, not an identification of where damage will occur. Each municipality’s hazard map is built on it, adding evacuation sites and routes.

■ Calculation Assumptions

Depth bands were assigned from the projected value at a single point at each property’s location, and the in-zone share was calculated on a room-count basis. The sensitivity in Table 3 is the share obtained by setting the threshold at “entire zone”, “1m+”, “3m+” and “5m+” using the band room counts in Table 2. ADR is the median estimated settled rate (tax-excluded equivalent) of covered properties; towns with fewer than five covered properties are reference values. “Operating” means a selling price was confirmed on booking sites in the last three months (August–October 2026).

■ Limitations & Caveats

The tsunami inundation projection is a basic planning document for the case where a largest-class tsunami occurs under adverse conditions; it does not indicate where or how likely damage is. Building height and structure, tsunami evacuation building designation and each property’s evacuation plan are not included in the assessment. Minshuku and other properties with fewer than 10 rooms are excluded from the listed-property tally, so the criteria differ from the annual series for the 5km radius of Asahi (year-end basis). Estimated settled ADR is an estimate and differs from each property’s actual transaction prices.
