Route Inn Grand Izumo: 244 Rooms Add 8.9% to Izumo’s Hotel Supply

Posted: 2026.10.10

Supply Pipeline

For the hotel moving forward in Izumo City under the construction title “(Tentative) Hotel Route Inn Grand Izumo New Construction,” the official Route Inn Hotels website lists 244 rooms and an opening date of “2027 or later” (last updated July 10, 2026). MetroEngines Research tracks 143 listed properties with 2,734 rooms in Izumo City, so 244 rooms equal 8.9% of that total, or a 14.1% increase when measured against hotel-type rooms only. This article separates the facts that can be confirmed from published figures from information that is still at the press-report stage, then reviews Izumo’s existing supply, estimated transacted ADR and occupancy, along with Route Inn’s opening plans across the San’in region and western Japan, to show how investors and operators should size the supply impact.

Metric Definitions Used in This Article

  • ADR (average daily rate): An estimated transacted rate (tax-exclusive equivalent) calculated by applying a category-specific adjustment factor to the lowest-plan level each property publishes on OTAs (two guests per room, per-room rate, tax included). In a comparison against property-level actuals disclosed by listed hotel REITs (91 properties, most recent three months), the median error was about 7%. This is an estimate and differs from each property’s actual transacted prices and accounting figures. Area-level ADR is the median of the properties covered (the level of a typical property in the area).
  • OCC (occupancy): The share of sold rooms in an area’s total rooms (an estimate based on OTA sales inventory; a consistency check against monthly REIT disclosures confirmed accuracy to within roughly a few points). It is an estimate based on how inventory sold on OTAs is consumed and differs from a property’s actual overall occupancy. It is used only at the prefecture level; occupancy for individual properties is not calculated.
  • Izumo City cohort: Listed properties tracked by MetroEngines Research that are confirmed to be operating and whose address includes “Izumo City” (N=143 properties, 2,734 rooms, as of October 4, 2026). Ryokan, minshuku guesthouses and simple lodgings not listed on OTAs are excluded.
  • Data sources: MetroEngines Research (pricing, inventory and property master data), the official Route Inn Hotels website, tourism statistics from Izumo City and Shimane Prefecture, and the Ministry of Land, Infrastructure, Transport and Tourism’s Survey on Building Construction Work Trends (建築物動態統計調査)
Key Takeaways
  • — Only two points are confirmed on a published basis: 244 rooms and an opening “2027 or later” (official Route Inn Hotels website, updated July 10, 2026). The location (Nakano-cho) and the opening month are not stated on the official page.
  • — The 244 rooms equal +8.9% of the 2,734 rooms at listed properties in Izumo City, +14.1% of the 1,727 hotel-type rooms, and +18.8% of the 1,297 rooms at the nine properties with 90 or more rooms (N=143 properties, as of October 4, 2026).
  • — Room count within an 8 km radius stepped up to 2,106 in 2017 and has been almost flat since, reaching 2,245 in 2026. This will be the first addition of more than 100 rooms since 2017.
  • — Estimated transacted ADR for the Izumo City cohort averaged about ¥8,600 over the latest 12 months (median of N=22 properties). Estimated occupancy for Shimane Prefecture was 86.2% in August 2026 and 85.2% in September (based on OTA-listed inventory).
  • — Together with Vessel Izumo Taisha-machi Hotel (tentative name; 107 rooms, opening planned for spring 2028), the additions total 351 rooms, or +20.3% of hotel-type rooms. Izumo City’s guest nights reached a record high of about 852,000 in 2024.

What Is Confirmed From Published Sources, and What Remains at the Press-Report Stage

First, the reliability of each fact needs to be separated. The “New Hotel Openings” list on the official Route Inn Hotels website shows “Hotel Route Inn Grand Izumo (ホテルルートインGrand出雲)” with 244 rooms among properties scheduled to open in 2027 or later. A note at the top of the page says that “the above schedule is subject to change,” and neither the location nor the opening month is given. Meanwhile, the name that prompted this article, “(Tentative) Hotel Route Inn Grand Izumo New Construction,” and the site in Nakano-cho, Izumo City are designations based on the construction title and on-site information; they do not appear on the official page at this point. This article therefore treats 244 rooms and “2027 or later” as confirmed published information, and Nakano-cho as information based on the construction title.

It is also worth noting that the wording on the opening date has varied by source. On April 8, 2025, the San-in Chuo Shimpo reported on hotel entry plans in Izumo City, saying that “at least three operators aim to open by around 2028” against the backdrop of rising visitor numbers to Izumo Taisha Grand Shrine, and that the city is targeting 1 million guest nights from a base of roughly 800,000 a year. The official website, by contrast, currently says “2027 or later,” which leaves a gap with the timing discussed locally. Among Route Inn’s other projects, local media have reported that “Hotel Route Inn Grand Kochi (ホテルルートインGrand高知)” in Kochi City, originally due to break ground in July 2025, was revised to a construction start on April 1, 2026 and planned completion on March 31, 2028. Waiting for updates to the official announcement is the sensible approach to the opening date.

Izumo City’s Existing Supply — 244 Rooms Are +8.9% Against 143 Properties and 2,734 Rooms

As the denominator for measuring supply impact, we used listed properties tracked by MetroEngines Research that are confirmed to be operating and whose address includes “Izumo City.” That gives 143 properties and 2,734 rooms: 23 hotel-type properties (business and city hotels) with 1,727 rooms, 33 ryokan with 501 rooms, and 87 others, such as minshuku, guesthouses and rental villas, with 506 rooms. Small lodgings make up most of the property count, but hotel-type properties hold 63% of the rooms.

What 244 rooms mean against this base depends on which population is used as the divisor. They are +8.9% of the 2,734 rooms citywide, +14.1% of the 1,727 hotel-type rooms, and +18.8% of the 1,297 rooms at the nine large hotels with 90 or more rooms clustered around Izumoshi Station. At 244 rooms, the project exceeds Izumo Green Hotel Morris (出雲グリーンホテルモーリス; 198 rooms), currently the largest in the city, and is set to become the hotel with the most rooms in Izumo once it opens. In other words, the closest description is an increase of just under 20% for the business hotels competing head-on in the same price band, and just under 10% for the city’s overall lodging capacity.

The large hotels around Izumoshi Station have accumulated at a pace of roughly one every three to four years: Izumo Green Hotel Morris and Twin Leaves Hotel Izumo in 2001, Toyoko Inn Izumoshi Ekimae in 2005, Super Hotel Izumo Ekimae in 2010, Green Rich Hotel Izumo in 2014, Dormy Inn Izumo in 2017, and Centurion Hotel & Spa Classic Izumo in 2021. The clustering of national chains in front of the station has built up a depth of choice, so that business travelers and shrine visitors alike know that “staying by the station will cover it.” Properties such as Toyoko Inn Izumoshi Ekimae (136 rooms), which has absorbed station-front lodging demand for 20 years, are the foundation that established the Izumoshi Station area as a lodging base for both business and tourism.

Rooms Within an 8 km Radius Stepped Up in 2017 — and Have Been Flat Since

Over time, the room count in central Izumo City (within an 8 km radius) rose gradually from 1,295 in 2012 to 1,476 in 2016, then stepped up to 2,106 in 2017. That year saw the opening of Dormy Inn Izumo (185 rooms), as well as Oyado Tsukiyo no Usagi (お宿 月夜のうさぎ; 100 rooms) and Inishie no Yado Keiun (いにしえの宿 佳雲; 60 rooms) at the approach to Izumo Taisha Grand Shrine. From 2017 through to 2,245 rooms in 2026, the number of properties grew from 42 to 59, but the room count stayed almost flat. What increased were small properties such as renovated traditional houses and guesthouses; additions of more than 100 rooms stopped after 2017. The arrival of 244 rooms will be the first step change since 2017.

Measured ADR — Estimated Transacted ADR for the Izumo City Cohort Averaged About ¥8,600 Over the Latest 12 Months

Next, the price level. Among the Izumo City cohort, the median for the 22 properties in validated categories (business, city, resort and ryokan) for which estimated transacted ADR can be calculated was about ¥8,600 on a 12-month average from October 2025 to September 2026. By month since July 2025, August 2025 at ¥10,200 and November at ¥10,200 were the peaks and June 2026 at ¥7,600 was the trough, reflecting a seasonality typical of Izumo, where demand concentrates in the Obon holidays and in Kamiarizuki (the “month when the gods are present,” the tenth month of the lunar calendar; late November to early December in 2025). Year on year, July 2026 was −12.2% (¥7,700), August −1.3% (¥10,100) and September +8.2% (¥9,000), varying by month rather than moving in one direction through the year.

For comparison, estimated transacted ADR for business hotels across Shimane Prefecture (N=54–57 properties) was ¥7,400 in July 2026 (+1.5% YoY), ¥7,900 in August (+2.2%) and ¥7,500 in September (+4.2%), so business hotels prefecture-wide ran slightly above the prior year. Because the Izumo City cohort includes ryokan, its level sits above the prefectural business-hotel average, but the latest 12-month averages for the nine large station-front hotels alone are distributed between about ¥6,600 and ¥15,500, with a median of about ¥8,500 (N=9). Properties with large hot-spring baths sit at the top and those focused on room-only stays at the bottom. If Grand Izumo enters as a large-format property with a public bath, a price position targeting the middle to upper part of this distribution is the easiest to envisage.

Source: MetroEngines Research; compiled by HotelBank Editorial Team (Izumo City cohort, median of N=21–22 properties in validated categories; figures from October 2026 onward are estimates based on listed levels at the time of the survey)

Source: MetroEngines Research; compiled by HotelBank Editorial Team (Shimane Prefecture business hotels, median of N=50–57 properties; figures from October 2026 onward are estimates based on listed levels at the time of the survey)

Looking at listed levels ahead, the Izumo City cohort stands at ¥12,700 and ¥14,200 for October and November 2026, and prefectural business hotels at ¥11,600 and ¥12,000; listed prices for the autumn, which includes Kamiarizuki, are well above the most recent actual months. These are estimates based on prices listed on OTAs at the time of the survey and will move as check-in dates approach, but the pattern of Izumo prices jumping in autumn was the same last year (for details, see the four-tier ADR structure of the Shimane hotel market). The autumn peak is where the room to absorb an additional 244 rooms is greatest; conversely, how to fill the period from the New Year through the rainy season, when rates fall to around ¥8,000, will be a shared theme for hotels in the city, new and existing alike.

Occupancy Is Around 85% Prefecture-Wide — Demand Is Running at Record Levels

On the occupancy side of supply and demand, occupancy for Shimane Prefecture as a whole (estimated, based on OTA-listed inventory) was 86.2% in August 2026 (135 properties, 5,333 rooms) and 85.2% in September (146 properties, 6,287 rooms). For business hotels alone it was 85.2% in August (25 properties, 2,890 rooms) and 85.1% in September (30 properties, 3,427 rooms), almost the same level as the prefecture overall. These are estimates based on how inventory sold on OTAs is consumed and differ from properties’ actual overall occupancy, but from summer into early autumn the prefecture’s sales inventory was consumed to the mid-80% range, and it would be hard to say there was slack in sellable rooms.

Official demand statistics support this. According to Izumo City’s “FY2024 Izumo City Tourism Trends Survey (令和6年度 出雲市観光動態調査),” guest nights in the city in 2024 were about 852,000, up 1.4% from the prior year and up 7.2% from 2019, a record high. In the preliminary results of Shimane Prefecture’s 2025 tourism trends survey, guest nights for the whole prefecture were 3.60 million, down 20,000 from the prior year, while the Izumo area held its growth at 2,781,000 guest nights, up 2.0%, and foreign guest nights rose by 25,529 from the prior year to 112,689. With the prefecture as a whole slightly down and the Izumo area growing, new supply in Izumo City is heading to where demand is expanding.

The 244 rooms can be restated in demand-side units. Annual available room nights are 244 rooms × 365 days = 89,060, and if these were filled at 80% occupancy year-round with an average of 1.3 guests per room, that would equal about 93,000 guest nights. That is about 11% of the roughly 852,000 guest nights recorded in 2024, and a single property would take on a little over 60% of the gap (about 150,000 guest nights) to the city’s target of 1 million. This is purely a hypothetical calculation, but whether the new supply acts as the vehicle for reaching the target or ends up sharing demand with existing properties depends on whether demand growth after opening stays at the current pace of 1–2% a year or accelerates, inbound demand included.

Because this hypothetical calculation varies with the occupancy assumption, the cases for year-round occupancy of 70%, 80% and 90% are set out below. All share the assumption of 1.3 guests per room on average, and none is the operator’s plan figure.

Route Inn’s Opening Plans in San’in and Western Japan — Published Figures Side by Side

Rather than viewing Grand Izumo as a standalone project, setting it alongside the opening plans officially listed by Route Inn Hotels makes the company’s moves in San’in and western Japan easier to read. Within Shimane Prefecture, in addition to three hotels in Masuda (opened May 2019), Hamada Ekimae and Matsue, “Hotel Route Inn Higashi-Matsue Higashi-Izumo Inter (ホテルルートイン東松江-東出雲インター-)” (189 rooms) opened on July 25, 2025, becoming the fourth in the prefecture. Higashi-Matsue was announced at the planning stage under the tentative name “Hotel Route Inn Matsue No. 2,” and sits on National Route 9 near the Higashi-Izumo interchange on the San’in Expressway. Cross-checking the official website against the opening announcement shows that Matsue No. 2 has already opened as Higashi-Matsue, and no separate new project in Matsue City has been published at this point.

Adding the properties the official website lists as already opened in 2026 — Asahi Chiba Kujukuri (April 29), Grand Saku Sakudaira Station South (June 22), Matsuyama Kita (July 17), Kobe Sanda Shin-Sanda Ekimae (September 14) and Aichi Togo (September 16) — openings are continuing at a pace of five a year. Extracting projects in the Ministry of Land, Infrastructure, Transport and Tourism’s Survey on Building Construction Work Trends where Route Inn Japan is the contractor confirms Kumiyama Town, Kyoto (224 rooms, completion planned March 2025), Shimotsuma City, Ibaraki (197 rooms, completion planned September 2025), Tamba-Sasayama City, Hyogo (105 rooms, completion planned December 2025) and Furano (200 rooms, completion planned December 2027), pointing to a rollout that places “Grand” formats of around 200 rooms and standard formats of 100–190 rooms into regional cities in parallel. Grand Izumo’s 244 rooms are on the larger side even among these. Note that the count based on construction plans reflects building confirmation applications as of the survey date and should be read as a lower bound that is expected to rise as further applications are filed.

Other Plans in the City and the Site’s Catchment — Read Supply and Demand at the Market Level

The other published plan in Izumo City besides Grand Izumo is “Vessel Izumo Taisha-machi Hotel (tentative name; ベッセル出雲大社町ホテル),” announced by Vessel Hotel Development in May 2026. It is to have 107 rooms in Taisha-cho Kizuki-higashi, Izumo City, with a natural hot-spring public bath and the first dinner buffet at a Vessel Hotels property, with completion planned for January 2028 and opening for spring 2028. Grand Izumo near the station and Vessel in the shrine town together come to 351 rooms, an increase of +12.8% against the existing 2,734 rooms and +20.3% against the 1,727 hotel-type rooms. That would mean two of the “at least three operators” reported by the San-in Chuo Shimpo have now come into view.

In neighboring Matsue City, too, Higashi-Matsue (189 rooms) in July 2025 was followed by the opening of Daiwa Roynet Hotel Matsue Ekimae (ダイワロイネットホテル松江駅前; 208 rooms) on August 6, 2026, so central San’in, combining Izumo and Matsue, will see a run of large-scale supply exceeding 700 rooms between 2025 and 2028. When supply on this scale is added, price formation moves as the supply-demand balance of the whole market, not as a matter of individual chains. The existing station-front hotels have each divided up guest segments through different strengths: free breakfast, hot-spring public baths, rooms with saunas, and low price points. In a phase of rising new supply, the question is whether that differentiation advances further or whether adjustment occurs in the segments where price bands overlap; either way, the premise that lodging demand in the Izumo area keeps growing will underpin each property’s revenue opportunity.

Source: MetroEngines Research (listed properties with 20 or more rooms in the Izumo City cohort, N=28). The position of Grand Izumo is shown at the center of the Nakano-cho district for convenience

In terms of location, Nakano-cho, as reported on the basis of the construction title, is an urban district about 2 km northeast of Izumoshi Station, near National Route 9 and the Ichibata Electric Railway Kita-Matsue Line, at a distance not connected on foot to the station-front hotel cluster. In the Ministry of Internal Affairs and Communications and Ministry of Economy, Trade and Industry’s Economic Census for Business Activity (2021), the area within a 1.5 km radius of Nakano-cho has 860 establishments, 6,987 employees and an office-type employee share of 17.3%. Compared with the area within 1 km of Izumoshi Station (1,016 establishments, 11,639 employees, office-type share of 11.9%), the absolute number of employees is smaller but the office-type share is higher. This indicates that while the Izumoshi Station front is a catchment centered on commerce and services, the Nakano-cho area includes office-type workplaces, and it reads as close to the location type Route Inn has specialized in: arterial-road business hotels that capture business travelers arriving by car. The fact that the catchment overlaps only partly with the existing station-front cluster is a reason to discount the supply impact.

Implications for Investors and Operators

For investors, the issue comes down to one point: Izumo City is entering a phase in which “the first large-scale supply since 2017 arrives in a regional city where demand is growing.” The addition of 244 rooms (351 including Vessel) equals 14–20% of the city’s hotel rooms, a scale that would take several years to absorb if demand keeps growing at the current pace of 1–2% a year. On the other hand, the Izumo area has increased its guests even as the prefecture as a whole slipped slightly, and foreign guests prefecture-wide are also accelerating at +29% YoY, so there is room for the demand curve from 2028 onward to exceed the current pace. For those considering acquiring existing properties or taking on management contracts, a realistic approach would be to set multiple occupancy and rate scenarios spanning the 2027–2028 supply arrival, and to assess capturing the autumn peak, including Kamiarizuki, separately from lifting the floor in the winter-to-rainy-season period.

For operators, a phase of rising supply is better seen as an opportunity to reflect their own property’s strengths in price. Estimated transacted ADR for the Izumo City cohort averaged about ¥8,600 over the latest 12 months, and the nine large station-front hotels range widely from about ¥6,600 to ¥15,500; added value such as hot-spring public baths, meals and room size already shows up as rate differences. If the new property enters as a large-format hotel with a public bath, the revenue opportunity is greater in moving early on differentiation rooted in location and guest mix — the walkable convenience of a station-front site, early-morning and evening routes for shrine visitors, and plan design for multi-night and inbound stays — than in competing on the same elements. The period from autumn 2026 through 2027, before supply increases, is time that existing properties can use to firm up their own price position and build repeat customers.

Summary

For the (tentative) Hotel Route Inn Grand Izumo, the only points confirmed on a published basis at this time are its scale of 244 rooms and its opening date of “2027 or later”; the location and opening month are not officially stated. These 244 rooms equal 8.9% of the 2,734 rooms at listed properties in Izumo City, 14.1% of the 1,727 hotel-type rooms, and 18.8% of the 1,297 rooms at the nine large station-front hotels, and the project will restart additions of more than 100 rooms, which had stopped after 2017. On the demand side, Izumo City’s guest nights have set a record, the Izumo area is growing while Shimane Prefecture as a whole is slightly down, and occupancy in the prefecture (estimated) is running at around 85%. Following Higashi-Matsue (July 2025), Route Inn has published plans of 200 rooms or more for Grand Izumo, Grand Kochi, Grand Otsu and Furano, and Grand Izumo should be viewed within that series. Tracking updates to the official announcement on the opening date while sizing the supply impact as a matter of market-wide supply and demand is the sound stance for investors and operators alike.

⚠ Note on ADR for future dates: The ADR shown in this article for October 2026 onward is an estimate based on sales prices published on OTAs at the time of the survey and will change as check-in dates approach. Please note that prices currently set high may fall through last-minute adjustments. Planned openings, room counts and completion dates are all plans as of the time of publication and may change with announcements by the operators.

■ Calculation assumptions

The supply increase is a simple ratio of 244 rooms divided by the room count of each population; closures, renovations and room additions at existing properties before the opening are not factored in. The demand equivalent is a hypothetical calculation applying year-round occupancy of 70–90% and 1.3 guests per room on average to 244 rooms × 365 days = 89,060 room nights, and is not the operator’s plan figure. The position of Grand Izumo on the map is shown at the center of the Nakano-cho district for convenience.

■ Limitations and caveats

The Izumo City cohort is limited to properties with confirmed OTA listings and does not include unlisted ryokan, minshuku and simple lodgings. Estimated transacted ADR and occupancy are estimates and differ from each property’s actual transacted prices and actual occupancy. ADR from October 2026 onward is an estimate based on listed levels at the time of the survey and will change. Room counts and opening dates are plans as of the time of publication, and the count based on construction plans is a lower bound based on building confirmation applications.
