Investment & Development

On August 6, 2026, Hilton announced that its micro-hotel brand Motto by Hilton will make its Japan debut. Heiwa Real Estate (平和不動産) is developing a 10-storey building with a gross floor area (GFA) of approx. 4,300 m² at Tsukihoko-cho, Shimogyo Ward, Kyoto (on Shijo-dori, east of Shinmachi-dori), which will house 108 rooms and is scheduled to open in FY2029. This article works out what rate level a new-build hotel that “fits many small rooms” onto a small site of approx. 580 m² needs in Shimogyo Ward, where the estimated settled ADR averages about ¥15,600 over the year. We back-calculate it from the GFA efficiency and rates of 38 existing hotels, zoning and land prices, and construction costs.

Hilton has another Kyoto project in the pipeline: the Kyoto Brighton Hotel, Curio Collection by Hilton (tentative name; approx. 160 rooms, scheduled to open in 2028), which converts an existing hotel in Kamigyo Ward to a soft brand. This article, however, is not about conversions. It focuses on the rate a new-build micro hotel needs in order to work under Kyoto’s height limits and floor area ratios.

Metric Definitions Used in This Article

  • ADR (average daily rate): An estimated settled rate (tax-exclusive equivalent), calculated by applying a correction factor for each hotel type to the lowest-plan rate level each property publishes on OTAs (two guests per room, rate per room, tax included). When checked against property-level results disclosed by listed hotel REITs (91 properties, most recent three months), the median error is about 7%. These are estimates and differ from each property’s actual settled rates and accounting figures. Area-level ADR is the median of the properties covered (the level of a typical property in the area).
  • GFA per room: The building’s gross floor area divided by the number of rooms. Because it includes shared areas such as the lobby, restaurants, corridors and plant rooms, it differs from the net area of a guest room. The guest room area of Motto by Hilton Kyoto Shijo Karasuma has not been disclosed.
  • ADR per m² of GFA: A property’s ADR divided by its GFA per room. This article uses it as a guide to how much room rate one square metre of building floor generates per night.
  • Occupancy: Set as an assumption in the required-ADR estimate (with reference to the room occupancy of major hotels in Kyoto City published by the Kyoto City Tourism Association).

The conclusion first. Applying the official land price to the site, and setting construction cost from 2024 construction-start figures for accommodation buildings plus inflation over the construction period, gives a total project cost of approx. ¥5.7 billion, or approx. ¥53 million per room. The ADR required to secure an NCF yield of 5.0% is approx. ¥24,200, which is 1.55 times the estimated settled ADR for Shimogyo Ward as a whole (approx. ¥15,600). On the other hand, two international-brand hotels at Shijo Karasuma have achieved estimated settled ADRs of ¥28,500–¥31,200 over the past 12 months, so the scope to add a rate premium through brand pulling power and room design can already be seen around the same intersection.

Key Takeaways
  • — The required ADR in our estimate is approx. ¥24,200 (tax-exclusive equivalent, NCF yield 5.0%). That is 1.55 times the estimated settled ADR for Shimogyo Ward of approx. ¥15,600 (average for September 2025–August 2026, N=157–168 properties).
  • — Total project cost is approx. ¥5.72 billion, or approx. ¥53 million per room. Land, valued at the adjacent site’s official land price of ¥3.98 million/m² (2026, +12.1% YoY), accounts for about 40%.
  • — Across 38 properties in Shimogyo and Nakagyo Wards, the median ADR per m² of GFA is ¥534, and the difference between GFA-per-room bands is small. Adding rooms does little to raise room revenue for the building as a whole.
  • — Converted to GFA, the required ADR is approx. ¥608 per m², almost the same as the top-quartile threshold of the 38 existing properties (¥613). Two international-brand hotels at Shijo Karasuma achieve ¥28,500–¥31,200.
  • — The sensitivity range is ¥20,100–¥29,100 (yield of 4.5–5.5% × construction cost of ¥600,000–¥800,000/m²). Within a 1 km radius, 11 properties with 726 rooms have been newly listed since 2025.

Project Overview — 10 Floors and 108 Rooms on a 580 m² Site, Japan’s First Motto

According to the announcement, the site is on Shijo-dori, about a two-minute walk from both Shijo Station on the Kyoto Municipal Subway Karasuma Line and Karasuma Station on the Hankyu Kyoto Line. Schematic design is by Takenaka Corporation (竹中工務店), the developer is Heiwa Real Estate and the operator is Hilton. An all-day dining venue and a lounge with an open terrace are planned. On the rooms side, the hotel will adopt “Confirmed Connecting Rooms”, which let guests lock in connecting rooms at the time of booking. The design means families and groups of friends can reliably secure adjoining rooms, and the aim appears to be to capture group demand while keeping the area per room down.

According to Hilton’s “Company Profile” (updated August 25, 2026), Motto by Hilton is defined as a “micro hotel with an urban vibe in prime locations” and has 12 hotels in six countries. The announcement says more than 20 are envisaged, including those in the pipeline. Hilton operates 37 hotels under nine brands in Japan and has announced 13 planned openings, of which this project is one.

Hilton already operates five hotels with a combined 1,101 rooms (our total) in Kyoto. By the time Motto opens, the count is expected to reach seven, including the Kyoto Brighton Hotel, Curio Collection by Hilton (tentative name; approx. 160 rooms), scheduled to open in 2028. About 600 m south-southeast of the site is Hilton Garden Inn Kyoto Shijo Karasuma (ヒルトン・ガーデン・イン京都四条烏丸; 250 rooms), which opened in 2022 as the first Hilton Garden Inn in Japan.

Estimated Settled ADR in Shimogyo and Nakagyo Wards — ¥15,600 Annual Average, Down YoY in Summer, Recovering in Autumn

In MetroEngines Research data, the estimated settled ADR for Shimogyo Ward, where the site is located, averaged ¥15,606 over the 12 months from September 2025 to August 2026 (157–168 properties), 5.5% above the same 12 months a year earlier (¥14,790). By hotel type, business hotels came to ¥14,768 (111–118 properties) and city hotels ¥25,491 (18–20 properties). Nakagyo Ward, on the north side of Shijo-dori, was ¥16,943 overall (102–112 properties), about ¥1,300 higher than Shimogyo Ward.

By month, the seasonal swing is large. Shimogyo Ward rises into the ¥20,000s in April and October–November and falls to around ¥11,000 (the ¥10,900–¥11,800 range) in January–February and June–August. In 2026 the summer came in below the previous year, with June at −5.7% YoY, July at −10.4% and August at −11.9%. In estimates based on listed rate levels at the time of the survey, however, October is at +13.1% and November at +4.5%, so the autumn peak season is tracking above last year. When thinking about post-opening rates, this seasonal range has to be taken as a given, not just the annual average.

Location and Buildable Volume — Commercial Zone, 700% Floor Area Ratio, 10 Floors Within the 31 m Height Limit Along Shijo-dori

Checking the site’s zoning in the Real Estate Information Library of the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) shows a commercial zone with a designated floor area ratio of 700% and a building coverage ratio of 80%. Under Kyoto City’s height control districts, the maximum height in areas facing major streets, such as around the Shijo Karasuma intersection, is set at 31 m. At about 3.1 m per floor, 10 floors is close to the ceiling, so the 10-storey plan can be said to use up the height allowance. Kyoto’s height limits cap the number of floors that can be stacked on a site, which pushes up the land cost that each room has to carry.

A GFA of approx. 4,300 m² on a site of approx. 580 m² is about 7.4 times the site area. The upper limit of floor area counted towards the ratio, calculated at the designated 700%, is approx. 4,060 m², but gross floor area can include parts excluded from the floor area ratio calculation, such as lift shafts, so this gap does not in itself indicate a contradiction. The floor plate averages approx. 430 m² per level, close to the limit under the 80% building coverage ratio (approx. 464 m²). Having secured floor space near the limit on both height and volume, the question of how many rooms of what size to lay out is what determines the viability of this site.

Land prices are also rising quickly. The official land price survey point in the same Tsukihoko-cho block as the site (Kyoto Shimogyo 5-12; 39-1 Tsukihoko-cho, Shijo-dori Shinmachi Higashi-iru) stood at ¥3.98 million per m² as of January 1, 2026, up 12.1% YoY. That is a rise of 42% over the five years from ¥2.80 million in 2021. The surrounding working population is also deep: according to the Economic Census (2021), there are 7,003 business establishments and 83,633 workers within a 1 km radius of the site, of which office-type businesses account for 30.4%. The location can capture both weekday business travel and tourism on weekends and holidays.

GFA per Room and Rates — ADR per m² of Floor Is Almost Flat at a Median of ¥534

For 38 hotels in Shimogyo and Nakagyo Wards for which both GFA and room count are known (6,967 rooms in total), we aggregated the estimated settled ADR over the past 12 months by GFA-per-room band. The four properties with less than 25 m² of GFA per room had a median of ¥10,958, the 12 properties at 25–32 m² ¥13,741, the 11 properties at 32–40 m² ¥19,930 and the six properties at 40–50 m² ¥25,724. The more floor a property allocates per room, the higher its ADR.

However, looking at “ADR per m² of GFA”, which divides ADR by GFA per room, the difference between bands is small. The band medians fall within a range of ¥457–¥577, the median for all 38 properties is ¥534 and the top-quartile threshold is ¥613. In other words, in this market, cutting floor per room to add rooms lowers the room rate almost proportionally, so the room revenue the whole building generates per night changes little. The earning power of a micro hotel depends not on the number of rooms itself but on how high a rate it can draw from the same floor area.

Motto by Hilton Kyoto Shijo Karasuma’s GFA per room of approx. 39.8 m² sits at the top end of the 32–40 m² band. The likely reason a micro hotel has a mid-range GFA per room is that floor is being allocated to the shared spaces the brand emphasises, such as the all-day dining venue and the lounge with terrace. The configuration is small guest rooms and generous shared areas.

The rates international brands achieve at the same Shijo Karasuma location are also a useful reference. The estimated settled ADR of Hilton Garden Inn Kyoto Shijo Karasuma (250 rooms) averaged ¥28,500 over the past 12 months, and that of Courtyard by Marriott Kyoto Shijo Karasuma (コートヤード・バイ・マリオット京都四条烏丸; 125 rooms), which opened in August 2025, was ¥31,200. Both are well above the level for Shimogyo Ward as a whole. The data show that brands with a global membership base and distribution network are sustaining high rates around this intersection.

Room Size in Guest Reviews — 16.2% Complain About Size Where GFA Is Under 25 m²

The concern when making rooms smaller is how guests will take it. We analysed 60,769 reviews posted for the 38 properties above over the past 24 months using natural language processing and aggregated, by band, the share of reviews that mention room size. In the band with less than 25 m² of GFA per room, 16.2% of reviews include a complaint about size, falling to 5.1% at 32–40 m² and 4.3% at 40–50 m². Reviews that rate the size favourably rise from 6.4% in the under-25 m² band to 18.1% at 40–50 m².

In the 32–40 m² band, complaints about size are low at 5.1%, and favourable mentions exceed them at 13.4%. Motto’s plan falls in the same GFA-per-room band, so even though the rooms themselves are small, there is scope to shift perceptions of space in a positive direction if guests use the lounge and dining venue as places to spend time beyond the room. The fact that families and groups can secure two or more rooms through Confirmed Connecting Rooms can also be seen as a design that offsets the smallness of a single room.

Back-Calculating the Required ADR — Total Project Cost of About ¥5.7 Billion, About ¥24,200 in the Base Case

From here we present a simplified estimate that applies general assumptions to the published site area, GFA and room count and back-calculates the required ADR from an NCF yield. Heiwa Real Estate’s actual acquisition price, construction cost and operating contract have not been disclosed; the following are assumptions we have set as a guide for anyone considering a project of similar scale.

Assumptions for the required-ADR calculation (base case)

Source: Compiled by MetroEngines Research & Consulting from the MLIT Real Estate Information Library, e-Stat “Building Starts Statistics”, Turner & Townsend, Japan Real Estate Institute “Japanese Real Estate Investor Survey”, Kyoto City Tourism Association and Invincible Investment Corporation IR materials

Under these assumptions, earning annual NCF of approx. ¥286 million requires total revenue of approx. ¥953 million and room revenue of approx. ¥810 million. Dividing back by 108 rooms and 85% occupancy (a full-year assumption) gives RevPAR of approx. ¥20,600 and a required ADR of approx. ¥24,200 (tax-exclusive equivalent). Converted to GFA, that is approx. ¥608 per m², almost the same level as the top-quartile threshold of the 38 existing properties (¥613). It is 1.55 times the level for Shimogyo Ward as a whole and 1.21 times the median for the same 32–40 m² GFA-per-room band, but below the results of the two international-brand hotels around the same intersection (¥28,500–¥31,200).

Comparing against the same building fitted with rooms of a different size makes the meaning of the rate clearer. With GFA per room at around 30 m², which is common in Shimogyo and Nakagyo Wards, and 143 rooms, the required ADR falls to approx. ¥18,300, but that requires 1.33 times the median of existing properties in the same band (¥13,741). Conversely, at around 45 m² and 94 rooms, the required ADR rises to approx. ¥27,800, while the gap to the median of the 40–50 m² band (¥25,724) narrows to 1.08 times. This is a simple comparison that holds total project cost constant, but as seen in the previous section, in this market, where ADR per m² of GFA is almost flat across bands, the more rooms are added, the larger the premium over the market level that is required. The 108-room plan sits in between, and viability turns on whether brand pulling power and group demand can deliver a premium of about 20%.

We have summarised the required ADR when the main assumptions are moved in two sensitivity tables. If construction cost rises to ¥800,000/m² and the target yield is set at 5.5%, the required ADR reaches ¥29,100. With a yield of 4.5% and construction cost of ¥600,000/m², on the other hand, it falls to ¥20,100. Across combinations of occupancy and NCF margin the range is ¥19,600–¥30,600, so differences in operating efficiency move the required rate considerably. Resetting land at ±20% of the official land price gives a required ADR of ¥22,200–¥26,100.

Opening is in FY2029, and market rates will also move before then. If the ¥19,930 median of the 32–40 m² GFA-per-room band grows at 3% a year, it will be approx. ¥21,800 by 2029; if the growth of the past 12 months in Shimogyo Ward (+5.5%) continues, approx. ¥23,400, narrowing the gap to the required ADR. Rising construction costs also work to hold back new projects, so for existing and already-planned properties there is an element of competition increasing more slowly.

Nearby Supply — 11 Properties and 726 Rooms Newly Listed Within a 1 km Radius Since 2025

Within a 1 km radius of the site, we confirmed 11 new hotels with 20 or more rooms, totalling 726 rooms, listed on OTAs and similar channels since 2025. Three exceed 100 rooms: Courtyard by Marriott Kyoto Shijo Karasuma (125 rooms), KIORI Exec Gojo (118 rooms) and Garner Hotel Kyoto Shijo Karasuma (ガーナーホテル京都四条烏丸; 103 rooms). The rest are mainly small to mid-sized, in the 30–80 room range. Small and mid-sized hotel development making use of small sites is continuing around Shijo Karasuma, and within that Motto will be a new-build project with clear points of difference: a global brand and connecting rooms. In project data based on MLIT building starts statistics, no new large-scale projects were confirmed in Shimogyo or Nakagyo Wards at the time of the survey, but building confirmation applications are usually filed one to two years before opening, so the number of projects through FY2029 may increase.

Conclusion — Compare Small-Room Hotels by “Rate per m² of Floor”

Motto by Hilton Kyoto Shijo Karasuma is a plan to fit 108 rooms onto a small site of approx. 580 m² by using almost all of the 31 m height and 700% floor area ratio allowances. In our simplified estimate, total project cost, combining land at the official land price and construction cost including construction inflation, is approx. ¥5.7 billion, and the ADR required for an NCF yield of 5.0% is approx. ¥24,200. That is well above the level for Shimogyo Ward as a whole, but converted to a per-m²-of-GFA basis it is almost the same as the top quartile of existing properties, and it falls within the range achieved by international-brand hotels around the same intersection.

For developers and asset managers considering hotel development on small city-centre sites, there are three implications. First, in Shimogyo and Nakagyo Wards, properties with less GFA per room have proportionally lower ADR, so simply adding rooms does little to raise room revenue for the building as a whole. Second, in a micro-type plan, the core of viability is the mechanism for lifting ADR per m² of GFA to the upper end of the market: the brand’s distribution power, the appeal of shared areas, and capturing group demand through connecting rooms. Third, because land accounts for about 40% of total project cost, rising land prices (+42% in five years) push up the required ADR. Checking in advance, at the site acquisition stage, how much ADR per m² of GFA can be achieved is the shortest route to identifying the level at which a plan works.

Note on ADR for future dates: ADR for September–December 2026 is an estimate based on rate levels listed on OTAs and similar channels at the time of the survey and will change as check-in dates approach. The required-ADR estimate is a simplified calculation based on published figures and general assumptions and does not reflect the developer’s actual acquisition price, construction cost or operating contract terms. Settled ADR disclosed by REITs is shown excluding consumption tax, and the estimated settled ADR in this article is also at a tax-exclusive equivalent level. Room rates published by the Kyoto City Tourism Association differ from our estimates in coverage and definition.

■ Data Sources

Estimated settled ADR is an estimate based on OTA published rate data from MetroEngines Research & Consulting (Shimogyo Ward N=157–168 properties, Nakagyo Ward N=102–112 properties, September 2025–August 2026). GFA efficiency covers 38 properties with 6,967 rooms in Shimogyo and Nakagyo Wards for which GFA and room count are known; reviews are 60,769 reviews for the same 38 properties (past 24 months). Zoning and land prices are from the MLIT Real Estate Information Library, construction costs from e-Stat “Building Starts Statistics” (accommodation use, 2024), and the project overview from Hilton’s announcement.

■ Estimate Assumptions

Land = site of approx. 580 m² × official land price of ¥3.98 million/m² (survey point in the same block); unit construction cost of ¥690,000/m² (2024 construction-start figure for accommodation buildings of ¥591,000/m², compounded by construction cost escalation forecasts for 2025–2027); design, FF&E, pre-opening costs, etc. at 15% of construction cost; target NCF yield 5.0%; NCF / total revenue 30%; room revenue share 85%; occupancy 85% (full-year assumption). The sensitivity tables vary yield over 4.5–5.5%, construction cost over ¥600,000–¥800,000/m², occupancy over 80.6–90% (full year) and NCF margin over 25–35%.

■ Limitations and Caveats

The developer’s actual acquisition price, construction cost and operating contract have not been disclosed, and the estimate is a guide for considering projects of similar scale. Estimated settled ADR is an estimate derived from OTA published rates (median error of about 7% when checked against results disclosed by listed hotel REITs), and September–December 2026 is based on listed rate levels at the time of the survey. GFA per room includes shared areas and differs from guest room area. New supply is based on confirmed OTA listings, and the number of projects through FY2029 may increase.
