Tokyu Corporation and Tokyu Resorts & Stay Co., Ltd. have started a large-scale recruitment of foreign workers with specific skills to address labor shortages in their accommodation businesses, including “Tokyu Harvest Club” and “Tokyu Stay,” which are developed and operated by the two companies.

In the service industry, including hospitality and tourism, labor shortages have become increasingly severe due to a declining working-age population caused by low birth rates and an aging society, as well as the recovery of inbound tourism. In response, Tokyu Resorts & Stay aims to alleviate these shortages by actively recruiting personnel from abroad, thereby providing customers with diverse experiences and enriching their overall stay.

Tokyu Resorts & Stay operates a wide range of accommodations and tourist facilities, including “Tokyu Stay,” a medium- to long-term urban lodging facility, and “Tokyu Harvest Club,” a membership-based resort hotel mainly located in vacation areas. In addition, the company manages 104 facilities nationwide, such as ski resorts and golf courses, which serve approximately 7 million visitors annually. However, securing staff, particularly in resort areas, has become increasingly difficult, with a shortage of culinary staff being a significant challenge.

To address this, the company has hired 52 foreign workers with specific skills from free educational institutions in Myanmar and the Philippines, operated by ONODERA USER RUN Co., Ltd., to ensure stable operation of their accommodation facilities. This marks the first large-scale recruitment of foreign workers with specific skills for Tokyu Resorts & Stay. The company views this recruitment as a crucial step toward creating a more diverse organization. Of the 52 recruits, 30 arrived in Japan on July 30, 2024, and after two months of training, they will begin working at various facilities. The remaining 22 are scheduled to arrive in May 2025 and start work shortly thereafter.

Before the training began, cultural understanding sessions were held in June 2024 for the staff at Tokyu Harvest Club Madarao, where the training will take place. The training for foreign workers consists of two weeks of classroom-based learning on Japanese culture, two weeks of practical training in cooking and service, followed by a month of on-the-job training (OJT).

Tokyu Resorts & Stay plans to continue accepting a diverse range of foreign workers and aims to become an international company where approximately 30% of its regular employees are foreign workers by 2033, providing fair opportunities regardless of nationality, religion, or gender. The company intends to create an environment where everyone can work in a way that suits them, embracing diverse values, and contribute to society.
